Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to
order at 10:11 a.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
314,306.38, in accordance with the 1986-87 Budget, were approved.
CONSENT CALENDAR ITEMS: On motion by Agency Member Pickler, seconded by
Agency Member Hunter, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda:
1. 161.123 Approving the allocation of additional funds for revision of
construction drawings for the Carnegie Library rehabilitation in the amount of
$7,450.
2. 161.123: Authorizing the First Amendment to the Second Agreement with
O'Brien-Kreitzberg & Associates, Inc. (OKA) increasing the maximum total by
$22,000 to a new total of $110,000, to accommodate additional
inspection/management services for the completion of the City Center Parking
Structure, Phase I, 411 West Broadway.
End of Consent Calendar. One Vacancy. MOTION CARRIED.
161.121: CONDEMNATION HEARING - PROPERTY GENERALLY LOCATED AT 708 EAST
LINCOLN AVENUE: To consider the acquisition of property owned by The
Atchison, Topeka and Santa Fe Railway Company, generally located at 708 East
Lincoln Avenue.
Submitted was report dated December 22, 1986 from Tom Carruthers, Manager,
Restoration and Property Services, recommending adoption of a resolution
finding and determining the public interest and necessity for acquiring the
sub3ect property.
Mr. Norm Priest, Director of Community Development and Planning, noted that
two condemnation hearings are before the Agency today and he will comment on
both at this time since both involve acquisition of property from two

different railroads but are in connection with the grade separation - Lincoln
Avenue underpass. While negotiations are continuing with both railroads, he
feels it is urgent that they move ahead with the proposed actions so that the
property is available at such time as the design is completed and construction
is ready to commence.
Chairman Bay asked if anyone was present who wished to speak to the subject
proposed acquisition; there was no response.
The hearing was closed.
City Attorney Jack White stated before the Agency acted on the condemnations,
he would like to indicate as he did at previous hearings that the Agency has
the testimony and evidence received in connection with the public hearings on
the adoption of the redevelopment plan which evidence and testimony is
properly incorporated as a part of the hearings and can be used in the
Agency's findings in acting upon both matters (the sub3ect condemnation
hearing and the following hearing involving property at 625 East Lincoln).
Agency Member Pickler offered Resolution No. ARA87-1 for adoption. Refer to

Restoration and Property Services, recommending adoption of a resolution
finding and determining the public interest and necessity for acquiring the
subject property.

ITEMS OF PUBLIC INTEREST: Chairman Bay announced that the those persons
wishing to address the Agency relative to items under the Agency's
jurisdiction may do so at this time (3 minute time limit - 10 minutes per
subject).
Mr. Bill Erickson, 301 East North Street. He expressed concern that some
items listed on the Agency Agenda were not definitive enough to the individual
attending Agency meetings.
Mr. Jim Woodin, 201 East Broadway - Freedman Forum. The Forum is in receipt
of letter from staff dated December 22, 1986 regarding screening on top of the
Theatre. They have contacted the Willdan Company with regard to helping them
install the screening as requested by staff.
