A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 10:15 a.m. on June 19, 1987 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to
order at 1:50 p.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
Sb,71 .38, in accordance with the 1986-87 Budget, were approved.
CONSENT CALENDAR ITEMS: On motion by Agency Member Pickler, seconded by
Agency Member Hunter, the following actions were authorized in accordance with
~` the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda:
1. 161.128: Receiving and filing the Financial Statement for the period
ended May 31, 1987.
2. 161: Receiving and filing the Monthly Status Report for the Month of May,
1987.
End of Consent Calendar. MOTION CARRIED.
ITEMS OF PUBLIC INTEREST:
Sally Horton, Central City Neighborhood. She spoke on downtown redevelopment
expressing her frustration with City government and in particular the
individuals involved in the Redevelopment Agency. She sees the results of the
redevelopment efforts and is concerned for the well-being and stability of her
own family. If the Redevelopment Agency had a slogan, it would be acquire and
destroy. She asked, what is the plan. She is also concerned over high-rise
structures or hundreds of people in apartment buildings without regard to the
neighborhoods around them. She is not against redevelopment as a tool to
clean up their neighborhoods, bring more business, and to increase housing,
but it has to be done with regard to those already occupying the area. The
Agency should be required to work with the already present residents and
business owners to formulate and carry out the redevelopment plan. If only
apartments are provided, young couples will only live in the area long enough
to buy a house somewhere else. Older homes are in demand. If the current

trend continues, there will only be a few older homes left owned by those who
are not afraid to put up a fight. The rest of the area will be apartments
filled with people who have no personal interest in the area. Downtown
neighborhoods have a lot to offer young couples. She urged the development of
pride of ownership in the Central City once again. Anew spirit is needed on
the Redevelopment Agency. If the Agency puts its ear to the ground, they
would hear a rumble throughout the downtown community of disatisfaction and
frustration. The Agency must begin to listen and respond to the people.
Norma Liechtwise, representing a delegation from the First Presbyterian Church
of Anaheim at 310 West Broadway. On June 1, 1987, a meeting was held with
Norm Priest, Director of Community Development & Planning and Traffic Engineer
Paul Singer which 190 people attended. They are very concerned about the
safety of the extremely dangerous intersection of Broadway and Clementine.
With the redevelopment and redesign of Broadway, over 70 on-street parking
places were lost. With the help of Mr. Priest, they have been able to use the
garage across the street for parking which they appreciate but by doing so,
they must cross the hazardous intersection to get to church and other
activities. The intersection is xis lanes wide now and vertually impossible
for older people who are slow in their movements and young people with
toddlers who cannot cross rapidly. It is extremely difficult to cross that
street. At the meeting, Mr. Singer stated that a light is warranted, planned
for and the intersection is designed for a light. Mr. Priest agreed and said
he is expected to find the funds. They are present today in support of Mr.
Priest to find those funds. She urged that the funds for this light be
adopted in the 1987/88 budget before someone in the congregation or
neighborhood is involved in an accident.
Norm Priest, Director of Community Development & Planning. Councilman Pickler
was present at the meeting and explained that they would look to pulling back
on another pro3ect to fund this one and they are in the process of doing that
now and will bring a Cooperation Agreement to the Agency within the nest 30
days.
Agency Member Ehrle suggested as a temporary solution contacting the School
District to have a crossing guard posted at that intersection.
Agency Member Pickler. There was a commitment from both Mr. Singer and Mr.
Priest that they were going to find the funding to do the pro3ect. He felt
before the year was out that would occur; Mrs. Liechtwise emphasized that they
wanted it done as quickly as possible. She commended Mr. Priest for his
continuing cooperation.
REQUEST FOR CLOSED SESSION: City Attorney Jack White requested a Closed
Session to discuss pending litigation relating to two issues: (1)
Redevelopment, (2) request for signal - Broadway and Clementine, and to
further find as part of the motion to recess that the need to discuss the
matter in Closed Session arose since the agenda was prepared last Friday.

Agency Member Bay moved to recess into Closed Session, finding that the need
to do so arose since the posting of the agenda on last Friday. Councilwoman
Kaywood seconded the motion. MOTION CARRIED. (1:58 p.m.)
AFTER RECESS: The Mayor called the meeting to order, all Council Members
being present. (2:16 p.m.)
ADJOURNMENT: Agency Member Bay moved to ad3ourn. Agency Member Kaywood
