Priest A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 1:30 p.m. on June 26, 1987 at the Civic Center kiosk, containing all items as shown herein. Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to order at 1:36 p.m. MINUTES: Agency Member Kaywood moved to approve the minutes of the regular meeting held June 9, 1987. Agency Member Pickler seconded the motion. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of 1,463,000.67, in accordance with the 1986-87 Budget, were approved. CONSENT CALENDAR ITEMS: On motion by Agency Member Kaywood, seconded by .._. Agency Member Pickler, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161.155: Approving the Negative Declaration for the Santa Ana River Channel Levee Extension and West Street Storm Drain. 161.123: Approving an Owner Participation Agreement with Savi Ranch Associates, developer, for the construction of a levee by Savi Ranch Associates within the River Valley Redevelopment Project Area (Weir Canyon Road) at a cost of approximately $3 million. 161.123: Authorizing an agreement with Savi Ranch Associates, City of Anaheim, and the Orange County Flood Control District, to provide for the construction of a levee by SAVI Ranch Associates. End of Consent Calendar. MOTION CARRIID. 161.121: CONDEMNATION HEARING: To consider the acquisition of property generally located at 220 and 224 North Olive Street within the Redevelopment Project Area, owned by Gray S. and Paula S. Kilmer. Submitted was report dated June 19, 1987, recommending that the Agency find and determine the public interest and necessity for acquiring and authorizing the condemnation of certain real property within the Redevelopment Pro3ect Alpha area, and Agency, to proceed with said condemnation action. 87_40 229 Anaheim Civic Center ANAHEIM REDEVELOPMENT AGENCY June 3 , 1987, 1:20 P.M. ...s, Secretary, Leonora Sohl, announced that a two-week continuance of the hearing had been requested by staff. Norm Priest, Director of Community Development & Planning. Staff has been in contact with Mr. Kilmer and his attorney who requested a two-week continuance. It would be appropriate today to open the hearing and then continue it for two weeks so that the hearing would not have to be readvertised. Mr. Ray Kilmer. He stated that the continuance would be very much appreciated if granted. After a brief discussion, it was determined that a three-week continuance would be more suitable from an Agency standpoint. MOTION: Agency Member Bay moved that the sub3ect condemnation hearing be opened and subsequently continued for three~veeks to July 21, 1987. Agency Member Kaywood seconded the motion. MOTION CARRIED. 161: KATELLA REDEVELOPMENT PROJECT - PORTION INDICATED TO BE IN GARDEN GROVE: Chairman Bay broached the issue and stated there was some concern expressed regarding the maps showing the Redevelopment Project but with a small portion of it being in Garden Grove which was in error. Norm Priest, Director of Community Development & Planning. It was an inadvertent error. He received startled calls from residents of Garden Grove concerning the matter. He assured the callers it was an error. He also communicated with the City Manager of Garden Grove. Notices have been sent announcing the proposed project and they have received several calls. . Generally because of the nature of the notice, the law requires that they indicate that eminent domain is a power that could be applied in the pro3ect. He is assuring residents of the area three things: The residential areas within that project, with only the most minute of exceptions, will remain residential. Secondly, it is a long-term project talking in terms of decades and not years. Thirdly, from the standpoint of eminent domain, they are not talking about a clearance project. They are talking about 4,000 acres with slightly over 100 acres of acquisition. They are receiving concerns from residents that they are turning the project into a commercial center or that the area is going to be cleared. Nothing could be further from the truth. The objective of the project is to upgrade housing and to improve the traffic system. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
