A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:30 p.m. on July 24, 1987 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to
order at 1:20 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meeting held May 26, 1987. Agency Member Bay seconded the motion. Agency
Member Ehrle abstained since he was not present at that meeting. MOTION
CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
6,001.60, in accordance with the 1987-88 Budget, were approved.
ITEMS OF PUBLIC INTEREST:
The fo lowing people spoke to the proposed Katella Redevelopment Project.
Helen Payne, 1406 Paul Avenue, Anaheim. Members of the Agency and Planning
Department have stressed how beneficial the Katella Redevelopment Project will
be to the residents of the huge area involved especially with regard to
traffic. A recent newspaper article just announced Disneyland's ambitious
plans to expand the park which will greatly increase traffic into the area.
They could see the handwriting on the wall when they received the certified
letter announcing the project and then Disneyland's announcement of
expansion. They understand only too well what a Redevelopment Project can
do. She resents the intrusion into her private life. Eleven members of her
family live in four private dwellings in three locations in the proposed
Redevelopment area.
Betty Ronconi, 1241 South Walnut. On September 8, 1987 the Council will again
be reviewing the proposed Katella Redevelopment Plan. The residents feel it
is an abuse of the Redevelopment concept. Their properties are not
deteriorating and there is no true representation of blight. She wants to
know why, in a very small portion of the total area apartments ref erred to as
Jeffrey/Lynn, the City is not backing the enforcement of zoning ordinances
that could have remedied any problems in that area. The City's Police force
and Zoning Department need the Council's backing to be effective. She
questioned if they believed the granting of such all encompassing powers,
spanning 35 years over their private property rights is ethical and if the

sacrifice is worth the tax increment desired. There are other ways to solve
the problems. The language of the project is a dangerous threat to their
rights. This is serious business that has not been properly handled. The
residents want the plan rescinded and their rights protected.
Charlemagne J. Christensen, 1177 West Beacon Avenue. She and her husband
moved into their home in March and are very happy with their house which is
not blighted. She feels she speaks for all of the people who live in the
area. They do not just want the plan scaled down or be given a verbal
assurance that their houses will not be part of the project but they do not
want the plan at all. Staff promised no single-family dwellings will be taken
but in 35 years time it would be easy for intervening City Councils to change
their mind. The residents want something tangible that will assure them of
their homes, something that they can put in a safe deposit box. They want the
whole plan "scrubbed".
Esther Vaughn, 1125 West Vermont Avenue. There needs to be a project date of
some sort. They know that redevelopment is necessary and it must go forward
but there must be a plan and target date. The Planning Commission and City
Council owe the citizens of Anaheim a great deal of respect and consideration
when putting together such a plan.
Agency Member Pickler. The Council, at their July 7, 1987 meeting, continued r,,,
further discussion of the Katella Redevelopment Project to September 8, 1987
because of the concerns expressed at that meeting. He believes the citizens
will find that things are not the same since that time. A number of
neighborhood meetings have been scheduled in the interim. The final decision
on what will come about has not yet occurred. Citizen's concerns will again
be heard at the meeting of September 8, 1987 and their questions answered.
Lou Herz, 2081 Margie Lane. There was a lot of effort in the community to
oppose the project. Councilman Pickler's remarks indicate the project is
still wide open. Staff has made a recommendation to eliminate neighborhoods
from the projects. He was hoping to get some expression from Council Members
that staff's proposal is reasonable and neighborhoods should not be included
in the project. However, he keeps hearing that things should keep going
through September 8tYi when there is a final decision on the project. The City
is making people anxious and discontent with City government. They are
looking for some response.

public hearing with the Redevelopment Agency to consider the proposed sale of
real property to William E. Fackiner and Helen E. Fackiner, for property
located at the southwest corner of Cypress Street and Clementine Street,
Development Parcel 2 (310 West Cypress Street).

Submitted was report dated July 22, 1987 from the Community Development
Department, requesting that the item be continued to August 11, 1987 to give
the Agency an opportunity to publish a Legal Notice for the Negative
Declaration on the sub3ect since the agreement cannot be acted upon by the
Agency until such publication takes place.
Mayon/Chairman Bay asked if anyone wished to speak; there was no response.
MOTION: Councilman Bay moved to continue the Joint Public Hearing to Tuesday,
August 11, 1987 at 3:00 p.m. Councilwoman Kaywood seconded the motion.
MOTION CARRIED.
