Chairman Seymour called the regular meeting of the Anaheim Redevelopment Agency
to order at 1:16 p.m.
MINUTES: Mrs. Kaywood moved to approve the minutes of the regular meetings held
January 12, 1982, January 19, 1982, January 26, 1982, and February 2, 1982.
Mr. Bay seconded the motion.. Mr. Seymour abstained on the minutes of January 12,
1982, and Mr. Roth abstained on the minutes of February 2, 1982, since they were
not present. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$61,41Q.07, in accordance with the 1981 --82 Budget, were approved.
161.158: REPORT ON RELOCATION CL AIMS PENDING OVER A NINETY-DAY PERIOD:
Mrs. Kaywood moved to receive and file report dated January 28, 1982, from
the Executive Director of Community Development, Norman Priest, on relocation
claims pending over a ninety -day period. Mr. Roth seconded the motion.
MOTION CARRIED.
161.158: D RAFT RULES AND REGULATIONS FOR IMPLE MENTATION OF THE CALIFORNIA
RELOCATION ASSISTANCE LAW: Executive Director of Community Development,
Norman Priest, briefed the Agency on report dated February 2, 1982, recommending
approval of the rules and regulations as outlined in said report (on file in
the City Clerk's office). The Project Area Committee added one additional
section relative to businesses relocating back into the Redevelopment Project
Area, upon which he elaborated.
Mr. Priest then answered questions posed by Mr. Bay; Special Counsel, Bruce Ballmer,
answered questions posed by Mr. Seymour; at the conclusion of discussion and
questioning, Mr. Bay stated he could not vote for the subsidies proposed relative
to those businesses relocating back into the redevelopment areas which were
already subsidized during the two- and - one -half year period that they were located
in the Harbor Center, especially since he had not approved the original subsidies.
He felt they were dangerously close at the eighty percent, sixty percent, forty
percent brackets (see draft--Rules and Regulations for Implementation of the
California Relocation Assistance Law, pages 57 and 58) to subsidizing a business
that possibly might never succeed in that location, or encouraging businesses
that might not be able to make it in a competitive market in those areas.
Relative to those subsidies on businesses moving back in, he could approve forty
percent, thirty percent, twenty percent and ten percent, but not those previously
articulated. WNW

MOTION: Mr. Overholt moved to approve the draft Rules and Regulations for
Implementation of the California Relocation Assistance Law (Government Code,
Section 7260 et seq) as outlined in report dated February 2, 1982, from the
Executive Director of Community Development.. Mr.. Roth seconded the motion.
Mr. Bay voted no. MOTION CARRIED.
ADJOURNMENT. Mrs. Kaywood moved to adjourn. Mr. Overholt seconded the motion.
