Chairman Roth called the regular meeting of the Anaheim Redevelopment Agency
to order at 1:16 p.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
262,367.83, in accordance with the 1982 -83 Budget, were approved.
161.121: CONDEMNATION HEARING - 124 -126 EAST "OLD" LINCOLN AVENUE: To
consider the acquisition of property owned by Marvin Jacobs, Successor
Trustee, generally located at 124 -126 East "Old" Lincoln Avenue.
Executive Director of Community Development Norman Priest briefed the Agency
on his memorandum dated July 14, 1 recommending the subject acquisition.
The Chairman asked if the owner or owner's agent was present and wished to
speak.
Mr. Herbert Licker, appearing for Mr. Honig, the attorney for the owner of the
property, stated it was the hope and desire of the property owner that the
matter under consideration be continued until August for the following
reasons: The owner was hoping to effect a possible exchange for property at
Chestnut Street and Harbor Boulevard, which was to be heard some time in
mid - August. If the matter could be continued or postponed until that date,
dependent upon the outcome, the entire matter might be resolved. Further, it
was the position of the owner that they had not received adequate notice of
the proposed development.
Mr. Priest explained that he had advised the owner that the acquisition of the
parcel and their right to a reasonable opportunity to participate in the
project were unrelated, and it had been suggested by legal counsel that it
might not be an appropriate subject of the hearing.
Further discussion followed between Agency Members and Mr. Licker, as well as
staff, at the conclusion of which, Agency Member Roth offered Resolution No.
ARA82 -39 for adoption. Refer to Resolution Book.

RESOLUTION NO. ARA82 -39: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY
FINDING AND DETERMINING THE PUBLIC INTEREST AND NECESSITY FOR ACQUIRING AND
AUTHORIZING THE CONDEMNATION OF CERTAIN REAL PROPERTY WITHIN THE REDEVELOPMENT
PROJECT AREA. (authorizing the law firm of Oliver, Stoever & Laskin to
proceed; Marvin Jacobs, Successor Trustee)

The Chairman declared Resolution No. ARA82 -39 duly passed and adopted.
CONSENT CALENDAR ITEMS: On motion by Agency Member Kaywood, seconded by
Agency Member Roth, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda:
1. 161.123: Authorizing a Neighborhood Preservation Program Owner
Participation Agreement with Timothy Lee Burns for rehabilitation of property
located within Project Alpha at 118 North Vine Street (A.P. No. 12/18); and
authorizing a Memorandum of Agreement to be recorded affecting said real
property, with the Executive Director authorized to execute same.
2. 161.123: Authorizing a Neighborhood Preservation Program Owner
Participation Agreement with Ronald F. and Sarah K. Waltz for rehabilitation
of property located within Project Alpha at 225 North Rose Street (A.P. No.
035 - 233 -26); and authorizing a Memorandum of Agreement to be recorded
affecting said real property, with the Executive Director authorized to
execute same.
Agency Member Bay voted "no." MOTION CARRIED.
161.112: AUTHORIZATION TO USE THE NAME OF THE ANAHEIM REDEVELOPMENT AGENCY ON
AN AMICUS CURIAE BRIEF - RELOCATION BENEFITS FOR PUBLIC UTILITIES: Agency
Member Roth moved to authorize the use of the name of the Anaheim
Redevelopment Agency on an amicus curiae brief being prepared by Weiser, Kane,
Ballmer & Beckman in support of Norfolk Redevelopment Agency in C & P
Telephone Company versus Moon Landrieu Cau, as recommended in memorandum dated
July 19, 1982, from General Counsel, with maximum financial support not to
exceed $500. Agency Member Kaywood seconded the motion. MOTION CARRIED.
ADJOURNMENT: Agency Member Kaywood moved to adjourn. Agency Member Overholt
seconded the motion. MOTION CARRIED. (1:36 p.m.)
