Chairman Roth called the regular meeting of the Anaheim Redevelopment Agency
to order at 9:54 a.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
554,842.79, in accordance with the 1982 -83 Budget, were approved.
CONSENT CALENDAR ITEM: On motion by Agency Member Kaywood, seconded by Agency
Member Pickler, the following action was authorized in accordance with the
report and recommendation furnished each Agency Member and as listed on the
Consent Calendar Agenda:
1. 161.157: Authorizing Change Order No. 2 to an agreement with Viking
--Me Equipment Corporation in the amount of $2,101.05, to construct bracing inside
shoring at 211 East Old Lincoln Avenue (Contract No. 82 -4).
MOTION CARRIED.
161.123: EXTENSION TO NEGOTIA AGREEMENTS (MA ZZA PROPERTIES) PARCEL 4c AND
PARCEL 4d AND e: Authorizing the First Amendments to the Negotiation
Agreements with Mazza Properties for Parcel 4c and Parcels 4d and e, for
six -month extensions of time. Submitted was a report from the Executive
Director of Community Development, Norman Priest, dated November 4, 1982,
recommending approval of the developer's request.
Agency Member Bay expressed his concern at the way the programs were moving
and he was especially concerned relative to Parcel 4c ( south side of Old
Lincoln Avenue, west of Philadelphia Street) and what it had been reduced to.
He recommended approval of only a three -month extension to that agreement so
that meetings and negotiations could proceed. Relative to Parcel 4d and e
(south side of Lincoln Avenue, west of Olive Street) and some of the proposals
submitted, he wondered why they needed a developer if they were going to use ..
Agency money.
MOTION: Agency Member Bay moved to extend the subject Negotiation Agreements
for a three -month period only.
Before any action was taken, he again voiced his concern over the fact that
Parcel 4c had now come down to a two -story senior development, lowering the ��"
density in that area. He did not agree with that, and it was a major change
from the original proposal.
Agency Member Overholt seconded the foregoing motion for the reasons expressed
by Agency Member Bay.

Mr. Norman Priest explained that at this time, Parcel 4d and a were subject to
favorable action by the Agency on a modification of the zoning ordinance to a
high- density use, since the present proposal exceeded the density (see
attachment to the November 4, 1982 report). However, they could work on
Parcel 4c and report back to the Agency in three months.
Agency Member Bay asked if he would prefer that they extend the Negotiation
Agreement on 4c for three months and on 4d and a for six months; Mr. Priest
was agreeable, and noted that Mr. Alter of Mazza Properties was present in the
Chambers audience and was also nodding his approval.
Agency Member Bay amended his foregoing motion as follows: That the
Negotiation Agreements with Mazza Properties be extended for three months on
Parcel 4c, and for six months on Parcels 4d and 4e. Agency Member Overholt
was agreeable in his second.
A vote was then taken on the foregoing motion as amended. MOTION CARRIED.
ADJOURNMENT: Agency Member Kaywood moved to adjourn. Agency Member Overholt
seconded the motion. MOTION CARRIED. (9:58 a.m.)
