Chairman Roth called the regular meeting of the Anaheim Redevelopment Agency
to order at 9:50 a.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
103,718.55 and $8,923.43 for Series "C" Bonds, in accordance with the 1982 -83
Budget, were approved.
CONSENT CALENDAR ITEMS: On motion by Agency Member Roth, seconded by Agency
Member Pickler, the following actions were authorized in accordance with the
reports and recommendations furnished each Agency Member and as listed on the
Consent Calendar Agenda:
1. 161.128: Receiving and filing the Financial Statements dated March 31,
1983.
2. 161.123: Approving the final construction drawings for the Mascial
development on Parcel la located at 200 North Harbor Boulevard.
MOTION CARRIED.
161.155: PUBLIC HEARING - DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT FOR
DEVELOPMENT OF PARCEL NO. 10 : To receive public comment on a draft
supplemental environmental impact report in the Redevelopment Project Alpha
downtown area, Development Parcel No. 10 9boundary of the site is Anaheim
Boulevard on the east, proposed realigned Clementine Street on the west, Oak
Street on the north, Broadway on the south). Submitted was a report from the
Executive Director of Community Development, Norman Priest, dated April 18,
1983, explaining the purpose of the subject document and-giving the background
of the development of Parcel No. 10.
Chairman Roth asked to hear from those who wished to give input on the Draft
Supplemental EIR.
Mr. Larry Duvall, United States Postmaster, Anaheim, stated the Post Office
Department would like to make a statement on the subject and for that reason,
a representative from their Western Regional Headquarters in San Bernardino,
Erwin Sherick, a career postal executive on special assignment, was present
today.
Mr. Erwin Sherick stated that they found nothing objectional in the
environmental assessment and felt it was a well- conceived plan. They also
believed that all the postal service involvements were mitigatable. They

would like to see the plan corrected to the extent that the Postal Service as
a Federal agency had sovereignty and, therefore, was not condemnable. The
plan stated there were some rights of condemnation against the U.S. Postal
Service. They would open up discussions with Mr. Priest's office this
afternoon to determine how they could interface with the Redevelopment plan.
They were maintaining a presence in the area at their present level. They
would very soon establish the amount of square footage they would maintain for
their postal operation in the immediate vicinity. They anticipated full
cooperation with the Redevelopment Agency and looked forward to a very fine
project.
Dina Torgerson, 216 North Claudina, representing the Anaheim Historical
Society, then read a prepared statement, the essence of which was as follows:
They had reviewed the proposal and the alternatives. They had involved much
time and effort in the Pickwick Hotel and wished to see it remain intact.
Ideally, low density retail commercial with retention of the Pickwick Hotel
would be their most suitable option. They felt that demolition of the
Pickwick would be a significant impact which could not be sufficiently
mitigated. Because all alternatives except the "no project" and the proposal
would mitigate the significant adverse impacts to the Pickwick Hotel, any of
those would be acceptable. Because of the high taxable value, revenues from
fees and licenses and job opportunities, Alternatives 2A and 2B were clearly
competitive with the proposal. Tremendous tax incentives, together with the
facade easement program, made the Pickwick Hotel an excellent candidate for
restoration. Efforts should be made to market the Pickwick Hotel and work
with a possible developer, just as would be done with any other project
downtown. Developers were proving all over the County that preservation was
good business. Because of their convictions that the Pickwick Hotel was an
historic landmark that should remain, they were asking that the Agency allow
the Pickwick Hotel to be restored.
Mr. Fred Brown, 1531 Minerva, a vice - president of Bateman, Eichler Hill
Richards and representing his firm today, stated that he had reviewed the
Draft Supplemental EIR. There was a very strong interest in rehabilitating
that building and further developing the remainder of Parcel 10. His firm had
given him instructions to relay to the Agency that they had a distinct
interest in marketing that project and if the Agency had an interest in
allowing retention of the building for rehabilitation, they would be equally
interested in getting involved. There was also a local developer in the
community of Anaheim who had also expressed a strong desire in Alternative 2B
(see Supplemental Environmental Impact Report -- Redevelopment Project
Alpha -- Parcel No. 10 (Volume 1)- -made a part of the record) to establish a
rehabilitation of the project under hotel auspices and further developing for
commercial use the remainder of Parcel 10. He urged the Agency to consider
strongly a rehabilitation process for the building prior to any further
decisions on destruction.
There were no further persons who wished to give their input relative to the
subject Draft Supplemental EIR on Redevelopment Project Alpha downtown area
development of Parcel 10.

Mr. Norman Priest, Executive Director of Community Development, summed up that
the oral comments received, together with the written letter previously
received, would be incorporated in the final environmental impact report,
responses made, and subsequently brought back to the Agency for their
consideration.
ADJOURNMENT: Agency Member Kaywood moved to adjourn. Agency Member Bay
seconded the motion. MOTION CARRIED. (10:01 a.m.)
