Chairman Roth called the regular meeting of the Anaheim Redevelopment Agency
to order at 9:56 a.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meetings held June 7, June 21 and June 28, 1983. Agency Member Bay seconded
the motion. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
150,119.75, in accordance with the 1983 -84 Budget, were approved.
161.158: CONSENT CALENDAR ITEM: Agency Member Roth offered Resolution No.
ARA83 -26 for adoption authorizing installment sale financing for the purpose
of providing for the acquisition, construction and financing of a corporate
office building and production facility and the sale of such office and
..._ production facility by Quality Systems, Incorporated in the northeast area of
Project Alpha. Refer to Resolution Book.
RESOLUTION NO. ARA83 -26: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY
OF ANAHEIM AUTHORIZING INSTALLMENT SALE FINANCING FOR THE PURPOSE OF PROVIDING
FOR THE ACQUISITION, CONSTRUCTION AND FINANCING OF A CORPORATE OFFICE BUILDING
AND PRODUCTION FACILITY AND THE SALE OF SUCH OFFICE AND PRODUCTION FACILITY TO
THE REDEVELOPMENT AGENCY OF THE CITY OF ANAHEIM.

The Chairman declared Resolution No. ARA83 -26 duly passed and adopted.
161.123: SUPPLEMENTAL EIR FOR PARCELS 8 AN 9 - REDEVELOPMENT PROJECT ALPHA:
Continued from the meeting of July 12, 1983 - -see minutes that date.
Executive Director of Community Development, Norman Priest, referred to the
report submitted to the Agency containing information relative to discussions
with each proposer on the subject project. The significant changes were
reflected in the comparative summary. They were still recommending that an
agreement be authorized with Michael Brandman Associates. They did not feel
the cost differential was that great and further, since they had worked in
Alpha on the subsequent Environmental Impact Report on the Plan Amendment, as
well as having worked on both Stadium and

Convention Center multi - purpose developments, they believed Brandman had the
experience and background, both in Anaheim and with the project for a study
which must be done correctly and promptly.
MOTION: Agency Member Kaywood moved to authorize an agreement with Michael
Brandman Associates, Inc., in the amount of $11,990 to prepare a Supplemental
EIR for Parcels 8 and 9 in Redevelopment Project Alpha. Agency Member
Overholt seconded the motion.
Before a vote was taken, Agency Member Pickler posed questions to Mr. Priest
for purposes of clarification relative to the proposals submitted.
A vote was then taken on the foregoing motion. MOTION CARRIED.
161.123: LAND DISPOSITION CONSULTING SERVICES - JULY 1, 1983 THROUGH JUNE 30,
1984: Continued from the meeting of July 12, 1983 - -see minutes that date.
Executive Director of Community Development, Norman Priest, again referred to
the report submitted to the Agency reflecting a comparative summary on the
bids received for the subject consulting services. They believed the rate
structure submitted by Keyser Marston compared favorably with other major
economic consulting firms and recommended approval of the subject contract as
submitted.
Agency Member Bay stated he felt on all long- standing contracts with
consultants that ran year after year, he did not believe they should be
complacent because they had worked with that consultant for four or five
years. Although they did have to take into consideration what it would cost
to bring in a new consultant, he felt the problem lay in the fact that they
did become complacent with seven, eight and nine percent increases each year.
There should be pressures brought to bear and if competitive bids came in at a
lower rate, they should strongly consider changing.
Agency Member Pickler was of the opinion that they had to hold the line and
that the present rates were adequate.
Councilwoman Kaywood felt if someone was performing very well and the Agency
had been working with them and found that they were doing a good job, there
was no reason to change.
Councilman Overholt was interested in seeing that they received a break over
new public clients of Keyser Marston and a bigger break over private clients.
He, too, was concerned about doing things the same way just because they had
been done that way before.
MOTION: Agency Member Roth moved to approve an agreement with Keyser Marston
Associates, Inc., at a cost not to exceed $38,000 for land disposition
consulting services, for the term July 1, 1983 thru June 30, 1984. Agency
Member Kaywood seconded the motion. MOTION CARRIED.
