A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:00 p.m. on September 11, 1987 at the Civic Center
kiosk, containing all items as shown herein.
Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to
order at 1:52 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meetings held September 1, September 8 and September 15, 1987. Agency Member
Hunter was absent. Agency Member Pickler seconded the motion. MOTION
CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
10,068.58, in accordance with the 1987-88 Budget, were approved.
CONSENT CALENDAR ITEMS: On motion by Agency Member Pickler, seconded by
Agency Member Kaywood, the following actions were authorized in accordance
with the reports and recommendations furnished each Agency Member and as
listed on the Consent Calendar Agenda. Agency Member Pickler offered
Resolution No. ARA87-20 for adoption. Refer to Resolution Book.
1. 161.128: Receiving and filing the Financial Statement dated August 31,
1987.
2. 161: Receiving and filing the Monthly Status Report for the Month of
August 1987.
3. RESOLUTION N0. ARA87-20: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY
ACCEPTING A SEALED PROPOSAL AND AWARDING A CONTRACT TO THE LOWEST RESPONSIBLE
BIDDER FOR BUILDING MOVE OF RAILROAD DEPOT FROM 625 EAST LINCOLN AVENUE TO 622
EAST CYPRESS STREET. (CONTRACT N0. D87-4MD) (Snow House Movers, Inc., in the
amount of $39,940 to move a structure from 625 East Lincoln Avenue to 622 East
Cypress Street (Union Pacific Depot), Account No. 82-363-6327, and in the
event of failure to fulfill all requirements, award will be made to the next
lowest responsible bidder, Younger Brothers Housemoving in the amount of
$46,800)

The Chairman declared Resolution No. ARA87-20 duly passed and adopted.
161.123: LETTER OF UNDERSTANDING WITH THE ANAHEIM NEIGHBORHOOD ASSOCIATION
(ANA City Attorney Jack White. During the past week, representatives from
the Agency staff have been meeting and negotiating with representatives from
ANA concerning relocation of the Backs House (see Redevelopment Agency minutes
of September 22, 1987 where extensive discussion took place). An agreement
has been reached today relating to the relocation of that house. Because this
was not in existence at the time the Agenda was prepared and published last
Friday, he is recommending that the Agency approve a Letter of Understanding
between the Agency and ANA and authorizing General Counsel to execute that
agreement on behalf of the Agency but prior to doing so, that there also be a
motion waiving the 72-hour posting provision under the Brown Act.
On motion by Agency Member Kaywood, seconded by Agency Member Bay, the Anaheim
City Council determined that the need to act on the following item arose after
the posting of the agenda for this meeting, on Friday, September 25, 1987 at
3:00 p.m.; and consequently waived the Brown Act requirement relative to
posting the item on the printed agenda. Agency Member Hunter was absent.
MOTION CARRIED.
MOTION: Agency Member Pickler moved to authorize the Agency General Counsel
to enter into a Letter of Understanding between the Anaheim Redevelopment
Agency and the Anaheim Neighborhood Association relating to relocation of the
Backs house. Agency Member Hunter absent. Agency Member Kaywood seconded the
motion.
Before a vote was taken, Mr. White clarified that in his capacity as General
Counsel of the Agency, he would be signing the agreement. He also explained
that Agency Members had been briefed on the matter in closed session as
authorized by law and an understanding reached. It is now just a matter of
putting the agreement in final form.
A vote was then taken on the foregoing motion. Agency Member Hunter was
absent. MOTION CARRIED.
ITEMS OF PUBLIC INTEREST:
Lou Herz, 2081 Margie Lane, Anaheim. He is inquiring whether the philosophy
that was expressed by the Council at the meeting of September 22, 1987 will
also spill over into the Redevelopment Agency's judgment in the future.
During the Mobile Home Park Rent Stabilization issue (City Council minutes of
September 22, 1987) the Mayor expressed that government interference in basic
economics is a waste of time which apparently is the philosophy the Council
has expressed. He was hopeful that this will extend into Redevelopment so
that more development as opposed to redevelopment is done by developers
themselves without participation by the City.

Mayor Bay answered Mr. Herz. The Redevelopment Act created in California in
1974 was created primarily as a financing tool for communities to accomplish
things under that Act that could not be accomplished in any other way. He
then relayed the history of redevelopment in the City of Anaheim as an
explanation of the way Redevelopment works and financing through tag
increments. It is not government interference but a tool to encourage private
enterprise to redevelop certain parcels.
Chairman Bay announced a quorum is not anticipated for October 6, 1987 due to
the League of California Cities meeting in San Francisco.
ADJOURNMENT: Agency Member Kaywood moved to adjourn. Agency Member Bay
seconded the motion. Agency Member Hunter absent. MOTION CARRIED (2:05 p.m.)
