Chairman Bay called the Anaheim Redevelopment Agency adjourned regular meeting of June 7, 1988 to order at 11:07 a.m. on June 14, 1988. 161.157: PRESENTATION OF PROPOSALS FROM MASTER UEVELOP~RS: Anaheim Development Group, Kaufman & Broad Land Company, Lincoln Properties, and Linpro Company for development of Parcels 14, L2 and 4(d) in Downtown Project Alpha. Interim Executive Director of Community Development, Lisa Stipkovich. Before ~-•- the Agency today are the subject presentations. Already submitted to the Agency is report dated June 10, 1988 (Stage II Design - developer selection on Parcels 4(d), 14 and 2l). The documents submitted also contained a summary of quailifications of the developers, ratings by the Project Area Committee and Redevelopment Commission and the Request for Proposal Brochure by the Agency. Staff did not make a specific recommendation as to any developer for the reason that all are capable of completing the project. It is a policy decision needed to be made by the Agency. Each developer will make a 15 minute preservation. Chairman Bay. The information just referenced was received by Agency Members at approximately 9:3U a.m. today and the developers plans and proposals were just submitted to the Agency before the start of the meeting. It is his intent to listen to the four presentations and when the Redevelopment Agency reconvenes at 1:30 p.m., to move for a continuance on a decision to select a Master Developer. Because the documentation was not received far enough in advance to be able to analyze the information and proposals, he does not believe that the Agency will be ready to make a decision on such an important issue at 1:30 p.m. today. City Manager, Bob Simpson. He takes full responsibility for the fact that the documents were not delivered to the Agency sooner than they were. They were in his office on Friday and should have been delivered at that time; however, there was a mix up in communications. Developer Proposals Sheet attached to the June 10, 1988 staff report which listed for each developer the number of units proposed, those for sale, owner occupied either single-family detached, townhomes or condominiums, for rent, selling or rental price, total commercial, number and type of parking spaces, phasing of the project, and design style). Linpro Company, 1601 Dove Street, Suite 180, Newport Beach, Ca. 92660, Bruce Kerlite, Partner. i4r. Kerlite narrated a slide presentation giving the background of his company, a description of the project, and the company's proposal for the three parcels involved and how Linpro has met the five basic objectives as required and as outlined in the request for proposal (see detailed brochure entitled, "The Town Center" which contained in hard copy his narration, site plans and renderings of the project called, town Center). Linccln Property Company, 16158 Beach Boulevard, No. 14UE, Huntington Beach, Scott Davis, Partner. He gave an overview of Lincoln Property Company and their accomplishments as well as a narrated slide presentation showing projects the Company has completed in the past few years. He then turned the presentation over to Jerry Weiner of Keith Company who gave a general project overview as well as detailed illustrative and descriptive site development data aided by slides, hard copies of which were contained in the detailed brochure entitled, Lincoln Village, which was submitted to the Agency. ...,~ Kaufman & Broad of Southern California, Inc., Southeast Division, 5500 East Santa Ana Canyon Road, Anaheim, Ca. 92807, Lawrence Webb, President, Southeast Division. He gave an overview of the history of the Company and its capabilities, emphasizing the Company's enthusiasum regarding the project. I~1r. Kevin Kirk then narrated a slide presentation focusing on each individual site. The presentation covered a description of land use concepts, the overall site plan, train depot relocation and renovation, etc. (also see brochure submitted entitled, "Downtown Anaheim, Project Alpha - Parcel 4(d), 14 and 22" - by Kaufman & Broad which contained hard copies of the information, plans and renderings given in the slide presentation). Anaheim Development Group, l0U South Anaheim Boulevard, Anaheim Ca. 92805, Floyd Farano, Legal Counsel. Their proposal is different in that they did not include any residential on Parcel 4(d) as requested in the RFP because they felt that parcel was not capable of handling a mix of commercial and residential at this time. They also left out all homeownership due to a market study which is included in the information submitted that single-family residential of more than $125,000 does not have a good market in this area at this time. The recommendation in their study was that the residential units be confined to apartments and condominiums. Mr. John Telly of Corbin Yamafuji & Partner, Architects, then described the design concept and gave an explanation of the posted illustrative site plan. His presentation was supplemented by slides which were representative of the .., group's proposal for the three parcels as well as slides of other projects built and maintained by their group over the past few years. Mr. Telly also explained why they suggested slightly different concepts than those indicated in the RFP, their goal being to make suggestions which they felt were viable, saleable and essential elements for the redevelopment area. After the presentations were concluded, Agency Member Ehrle stated that he also needed more time to review the proposals. He is interested in seeing some of the projects built by the various developers and asked staff if a field trip could be arranged. Lisa Stipkovich. Such arrangements can be made. Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to order at 1:40 p.m. CONSENT t;A1,ENDAR ITEMS: The following action was authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161.158: Authorizing the payment of relocation claim for Case No. 872-OR in an amount not to exceed $15,500 for a replacement house which is comparable ,,,,,.,, in terms of number of bedrooms and living space, to the residence purchased by the Agency. End of Consent Calendar. MOTION CARRIED. 161.158: SELECTION OF MASTER DEVELOPER FOR DEVELOPMEIT OF PARCELS 14,_ _22_ A1~TD d IN DOWNTOWiV PROJECT ALPHA: Selecting one of the following developers: Anaheim Development Group, Kaufman & Broad Land Company, Lincoln Properties, and Linpro Company, for the development of Parcels 14, 22, and 4(d) in Downtown Project Alpha, and authorizing staff and Legal Counsel to prepare a 90-day Exclusive Negotiation Agreement with the selected developer. Chairman Bay. t~s explained earlier when the Master Developers gave their presentations, the Agency Members did not have any of the details of the four plans until they were presented at the adjourned regular meeting earlier today. He announced at that time that he would move to continue the decision by the Agency in order to give adequate time to analyze the details of the four proposals. This will be a major decision for the downtown area and it should not be made hastily. Agency Member Bay moved to continue the selection of a Master Developer for the development of Parcels 14, 22, and 4(d) in Downtown Project Alpha to Tuesday, July 19, 19813. Councilman Ehrle seconded the motion. Before a vote was taken, Lisa Stipkovich, Interim l;xecutive Director of Community Development confirmed that there was no problem in continuing the matter. 88-43 98 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY June 14, 1988, 1:40 P.M. ~"'* Agency Member Kaywood suggested that the matter be continued to July 12, 198$; Agency Member Hunter noted that would be a night meeting and a good time to discuss the issue. A vote was then taken on the foregoing motion continuing the selection of a Master Developer until Tuesday, July 19, 1988 at 1:30 p.m. Councilman Hunter voted no. MOTI011 CARRIEll. He vividly recalls what downtown Anaheim used to be like, has photographs showing same and what the downtown area is eventually going to look like when plans presently in process are completed.
