A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 4:00 p.m. on July 8, 1988 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to
order at 6:44 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
mee itTngs held June 7, 1988. Agency Member Hunter seconded the motion. Agency
Member Pickler was absent. MOTION CARRIED.

CONSENT CALENDAR ITEM: On motion by Agency Member Bay, seconded by Agency
Member Kaywood, the following action was authorized in accordance with the
reports and recommendations furnished each Agency Member and as listed on the
Consent Calendar Agenda:
1. 161.123: Approving an agreement with PASW Associates, Inc., in the amount
of $75 per hour up to 80 hours per month and $95 per hour for time in excess
of 8U hours per month, plus expenses, for consulting services to assist and
advise in the planning and implementing of redevelopment and housing
activities within the City of Anaheim. Contractual services are not to exceed
one year.
End of Consent Calendar. Agency Member Pickler was absent. MOTIOIJ CARRIED.
ITEMS OF PUBLIC INTEREST:
Scott Camp. He is a member of the Anaheim Neighborhood Association (ANA)
Board. Three members are speaking to encourage the Agency to select a Master
Developer for Parcels 14, 22 and 4(d) who will operate from the premise that
single-family detached homes and low density multiple family units would be of
benefit to the City. They have talked to Police, Fire, Health and Educational
Services and all indicate that as more high density projects are built, the
less their ability to respond becomes. The family should receive
consideration as the Agency makes its decision. They are asking the same kind
of consideration that would ne provided the environment under the EIR process
and give them an opportunity to build neighborhoods and enjoy those
neighborhoods in a way that enhances family values rather than endangers them.

Keith Olesen, ANA. The bottom line of the concern that most people have for
Parcels 14, 22 and 4(d) is land use. They are not promoting a specific
developer, architecture or project, but land use concepts. Those parcels will
be the residential nucleus of Project Alpha. He then read portions of the
Redevelopment Plan guidelines, specifically the basic objectives of the Plan.
To meet the objectives as stated and restated, it is later stated in the
guidelines, they are looking at one thing, land use - intelligent land use on
tYie three parcels. What is being addressed are the needs and the
contributions of a mixed housing type for that property and those projects.
They are not suggesting that there be only single-family dousing on every inch
of those parcels.
Sally Horton, ANA. The low density may be best over all and is best for City
services. It has been determined by the Redevelopment Agency's Planning
Consultant that the new mixed use of housing types will be the best choice for
this downtown residential development. What the downtown has to offer is an
established quality of life that will be attractive to young couples as they
grow into families and those families looking for roots in Orange County. ANA
would also like to stress how the mixed use concept fits in and enhances what
Anaheim already has to offer. Mixed use of owner occupied single-family
detached homes, townhouses and lower density rentals offers these people
several options to settle in and become active and permanent participants in
the daily life and economy of Anaheim. The large high density apartment "`'
complex has become a stop over for those individuals and families who will
eventually take their resources and move to where ownership is more
available. She urged that the Agency support the recommendations of the
Project Area Committee, the Redevelopment Commission, Redevelopment staff and
the Redevelopment Agency's own planning consultants. Police and Fire
Associations of Anaheim support the mixed use proposal as well as small
businessmen in and around the redevelopment areas. The citizenry of Anaheim
supports a single-family mixed use proposal. She thereupon submitted
signatures representing households of 1,400 registered voters of the area
(made a part of the record). She also asked that those present in the Chamber
audience this evening who support the mixed use proposal to please stand.
There were approximately 100 people who indicated their support for the mixed
use concept.
ADJOURNMENT: Agency Member Bay moved to adjourn. Agency Member Hunter
seconde the motion. Agency Member Pickler was absent. MOTION CARRIED.
