Sohl ACTING DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 12:20 p.m. on August 19, 1988 at the Civic Center kiosk, containing all items as shown herein. Chairman Bay called the regular meeting of the Anaheim Redevelopment Agency to order at 1:39 p.m. MINUTES: Approval of the minutes was deferred to the next regular meeting. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $154,593.89, in accordance with the 1988-89 Budget, were approved. 161 123• MASTER DEVELOPER FOR PARCELS 14, 22 and 4(d) - PROJECT ALPHA: Selection of one of the following companies as Master Developer for the -~-- development of Parcels 14, 22, and 4(d) in Downtown Project Alpha, and authorizing staff and Legal Counsel to prepare an Exclusive Negotiation Agreement with the selected company for a period of 120 days: Anaheim Development Group, Kaufman & Broad Land Company, Lincoln Properties, and Linpro Company. (This matter was continued from the meetings of June 14, July 19 and August 16, 1988, to this date). Agency Member Pickler stated that it was important to make the selection of a master developer at this time, allowing negotiations to commence toward the development of the parcels in question. He thereupon moved that staff and legal counsel be authorized to prepare an Exclusive Negotiation Agreement with Lincoln Properties, for a period of 120 days. Agency Member Kaywood seconded the motion. During the brief discussion which followed, Agency Member Kaywood expressed concern that more off-street parking should be provided for the ultimate development; more single family residential housing should be provided, and condominiums should be required to be constructed to existing standards so they might be sold as such. Mr. Pickler expressed an interest in having two Agency Members designated to meet periodically with staff during the negotiation period and report back to the Redevelopment Agency. Mr. Hunter pointed out that Linpro Company had proposed more single family housing for Parcels 14, 22 and 4(d). He particularly did not want the project to be constructed in phases, and expressed a desire to be involved in and monitor the negotiations with Lincoln Properties, Inc. 88-63 1F0 Anaheim Civic Center. Roll Call Vote on the motion to select Lincoln Properties: AYES: AGENCY MEMBERS: Pickler, Kaywood and Bay NOES: AGENCY MEMBERS: Hunter ABSTAINED: AGENCY MEMBERS: Ehrle ABSENT: AGENCY MEMBERS: None On motion by Mr. Ehrle, seconded by Mr. Hunter, the vote was changed to a unanimous vote to select Lincoln Properties as the master developer. MOTION UNANIMOUSLY CARRIED. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. ADJOURNMENT: Agency Member Bay moved to adjourn. Agency Member Kaywood seconded the motion.
