A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:55 p.m. on February 10, 1989 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency
to order at 1:43 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meeting held January 24, 1989. Agency Member Daly seconded the motion.
MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$6,987.31, in accordance with the 1988 -89 Budget, were approved.
RECESS - CLOSED SESSION: Recess to Closed Session to confer with its Attorney
regarding pending litigation pursuant to Government Code Section 54956.9(a) -
Redevelopment Agency vs. Perez, OCSC Case No. 52- 44 -85.
City Attorney White announced that a Closed Session is not necessary at this
time since the matter was discussed during the noon Closed Session.
CONSENT CALENDAR ITEMS: On motion by Agency Member Kaywood, seconded by
Agency Member Hunter, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda:
1. 161: Receiving and filing the Quarterly Project Status Summary for
October 1 to December 1, 1988.
2. 161: Approving the draft offering packet to solicit responses from the
development community for five parcels within or adjacent to Parcel 10 in the
Downtown Area - Project Alpha, and authorizing staff to distribute a final
version in substantially similar content and form.
Submitted was report dated February 7, 1989 from the Community Development
Department, recommending approval of the draft offering packet for Parcel 10
and authorizing staff to distribute a final version of substantially similar
content and form.
Agency Member Daly. He referred to letter dated February 10, 1989 from Larry
Slagle, President, Anaheim Chamber of Commerce encouraging the Agency to
shorten the period to receive responses from the Development community. He
(Daly) feels that is a good point and the Agency should not necessarily
advertise this parcel through the Fall as the staff report recommends.

Lisa Stipkovich, Director of Community Development. Staff indicated the
"Offering" (as opposed to request for proposals) would be left open through
the Fall of 1989 but any developer that would bring forward a proposal as soon
as the offering is issued, would be processed through the staff, Commission
and the Agency as soon as possible. They do not intend to hold this open for
six months if they receive offers that are acceptable on all of the parcels.
There is no date required for submission other than after this is issued to
the public.
Agency Member Daly. He surmises then if they receive a quality proposal, for
example, in July, staff will evaluate it and bring it forward immediately.
Lisa Stipkovich. She confirmed that was correct. They hope to get proposals
within 30 to 60 days from when the offering is issued.
End of Consent Calendar. MOTIONS CARRIED.
161.123: DEVELOPER SELECTION FOR HISTORIC REHABILITATION OF STRUCTURE LOCATED
AT 206 NORTH OLIVE STREET: Selecting a developer, either Boughter or Waltz,
for the historic rehabilitation of the structure currently located at 206
North Olive Street, to be relocated to 194 North Vintage Lane, and authorizing
staff to prepare an exclusive Negotiation Agreement with the selected
developer. Submitted was report dated February 6, 1989 from the Community
Development Department which gave a brief overview of the proposal process. A
total of six proposals were received with the top two, Boughter and Waltz,
ending in a tie. Staff is recommending the selection of either of those two
proposals.
Mr. Henry Boughter, 2086 Miraposa, Placentia. He introduced Mr. Jim Wilson of
30th Street Architects, his wife and his family before his son made their
presentation.
Mr. David Boughter then gave a presentation covering their proposal to
rehabilitate the structure which is being moved from 206 North Olive Street to
194 North Vintage Lane, (Heritage Square). He also gave a briefing of the
over 50 such rehabilitation projects done by 30th Street Architects, three of
which were located in Anaheim (Kraemer Building, Anaheim Country Inn, Carnegie
Library).
Mrs. Wanda Boughter supplemented the presentation with additional comments
explaining why they wanted to do this rehabilitation project and further
commenting on their experience in this area.
Mr. Ron Waltz. He is a long -time Anaheim resident and four generations of his
family have resided in the City. At the present time, he and his son are
already working on a rehabilitation project in Heritage Square, the Backs'
house. He then gave his presentation on the proposal to rehabilitate the
subject house. He also gave his experience working on historical
rehabilitation projects and explained for Agency Member Kaywood that he and
his wife and father -in -law plan to occupy the home after restoration.

MOTION: Agency Member Pickler moved to select Mr. Ron Waltz as the developer
for the historic rehabilitation of the structure currently located at 206
North Olive Street to be relocated to 194 North Vintage Lane, and authorizing
staff to prepare an exclusive negotiation agreement with Mr. Waltz. Agency
Member Ehrle seconded the motion. MOTION CARRIED.

ADJOURNMENT: Agency Member Hunter moved to adjourn. Agency Member Kaywood
