A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:45 p.m. on March 3, 1989 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:56 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meetings held February 7 and February 14, 1989. Agency Member Pickler
seconded the motion. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$2,352,965.72, in accordance with the 1988 -89 Budget, were approved.
-- ITEMS OF PUBLIC INTEREST:
Curtis Stricker, 1117 Wakefield Place, President and Chairman of the Board of
Anaheim HOME. HOME is still very active and very much against Redevelopment
which the City is again contemplating as evidenced by recent newspaper
articles. Development can be intelligent, systematic and good for the
community, but Redevelopment is not needed. He briefed some of the reasons
why HOME feels it is not necessary and the problems they feel it creates.
Property is taken away from people and they do not have an opportunity to
participate in the financial gain after they lose their property. He is
urging the Agency not to consider another Redevelopment plan and save the
money that is proposed to be spent on a plan to market the program.
Jeff Kirsch, 2661 West Palais. He shares Mr. Stricker's concern with the
expansion of Redevelopment. Relative to financing mechanisms such as tax
increment financing, he is concerned it will saddle him with an increase in
his taxes. Development can be accomplished without Redevelopment through the
private sector. The present Redevelopment project should be completed before
any consideration is given to expansion of Redevelopment.
Bette Ronconi, 1241 South Walnut Street. Redevelopment is an erosion of
personal rights and property rights. If a person wants to keep their property
should an area be designated a Redevelopment area, it can be virtually
impossible.
ADJOURNMENT: Agency Member Hunter moved to adjourn. Agency Member Pickler
