A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:15 p.m. on July 14, 1989 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency
to order at 6:01 p.m.
MINUTES: Agency Member Kaywood moved to approve the minutes of the regular
meetings held June 13 and June 20, 1989. Agency Member Hunter seconded the
motion. Agency Members Ehrle and Pickler were absent. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$9,012.78 for the week ending July 7, 1989 and $39,392.84 for the week ending
July 14, 1989, in accordance with the 1989 -90 Budget, were approved.
CLOSED SESSION: To confer with its attorney regarding pending litigation
pursuant to Government Code Section 54956.9(a) to wit: ARA vs.
Benner /Finishing Touch, Orange County Superior Court Case No. 49- 57 -81.
Secretary Sohl announced that the Agency Closed Session was held in
conjunction with the City Council Closed Session at 4 :00 p.m.
CONSENT CALENDAR ITEMS: On motion by Agency Member Kaywood, seconded by
Agency Member Daly, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda:
1. 161.123: Approving a First Amendment to Agreement with Martha J. Thayer,
New Image Public Relations, in the amount of $171,500 for additional
professional services, and authorizing the Chairman and Secretary to execute
the agreement on behalf of the Agency.
Lisa Stipkovich, Director of Community Development, answered questions posed
by Agency Member Daly. The proposed contract allows her to indicate what work
item the consultant will work on and what the deadlines will be. It gives her
the discretion as to what specific items are needed. The total limit on the
contract is $171,000. She also confirmed that the dates indicated in the
contract are the controlling dates. Staff has decided to withhold the second
phase of the contract.
2. 161.123: Approving a First Implementation Agreement to Disposition and
Development Agreement with Marcia Castor and Margaret Louise Atkins for an
extension of time to complete the construction of their rehabilitation project
located at 198 N. Vintage Lane.

3. 161.123: Approving a Third Amendment to Negotiation Agreement with Breton
D. and Laurel J. Enloe, subject to conditions, for a third extension to the
Negotiation Agreement (through August 15, 1989) for the historic
rehabilitation of the house located on property at 302 E. Cypress Street.
4. 161.123: Approving the First Implementation Agreement to Disposition and
Development Agreement with Ronald F. Waltz and Sarah Waltz for an extension
(through August 31, 1989) to complete the rehabilitation of the Backs house
project located at 188 N. Vintage Lane.
