Chairman Seymour called the regular meeting of the Anaheim Redevelop-
ment Agency to order.
MINUTES On motion by Mr. Roth, seconded by Mrs. Kaywood, minutes
of the Anaheim Redevelopment Agency regular meeting held January 15,

AUTHORIZATION Upon brief report by Executive Director Norman J.
Priest, Mr. Bay offered Resolution No. ARA80 -4 for adoption.

RESOLUTION NO. ARA80 -4 : A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY AUTHORIZING ROBERT G. LYONS TO ACT FOR THE ANAHEIM REDEVELOP-
MENT AGENCY IN CONNECTION WITH SMALL CLAIMS ACTIONS.

161.157: PRELIMINARY PLANS - HEIL AND STOOKEY PROPERTY (WILLDAN
OFFICE BUILDING) Mr. Priest briefly reported on preliminary
plans submitted for the construction of the Willdan Office Build-
ing to be located at the northeast corner of Broadway and Anaheim
Boulevard, and advised that the Community Redevelopment Commission
recommended approval of said plans.
Mr. Dan Heil, one of the principals in Willdan Associates, referred
to an elevation rendering in color of the proposed office structure,
pointing out that the design was complimentary to the adjacent new
Civic Center, and would utilize different features to distinguish it
from buildings in the Center.
In response to question by Mr. Roth, Mr. Heil stated that if prelim-
inary plans were approved this date, groundbreaking was expected to
occur in approximately sixty days.
On motion by Mrs. Kaywood, seconded by Mr. Overholt, preliminary
plans for the Willdan Office Building (Heil and Stookey property)
to be located at the northeast corner of Broadway and Anaheim Boule-
vard were approved. MOTION CARRIED. ^-*
161.158: RELOCATION COSTS - CASE NO. ARA TB -540 On motion by
Mr. Roth, seconded by Mr. Bay, payment of relocation costs was
authorized in an amount not to exceed $16,000, in Case No.
ARA TB -540, as recommended by the Executive Director. MOTION
CARRIED.
161.158: RELOCATION COSTS - CASE NO. ARA TB -501 On motion by
Mr. Overholt, seconded by Mr. Bay, payment of relocation costs was
authorized in the amount of $5,000 for a total not to exceed
$50,000, in Case No. ARA TB -501, as recommended by the Executive
Director. MOTION CARRIED.
161.158: EXCLUSIVE RIGHT TO NEGOTIATE AGREEMENT - SALE AND
REHABILITATION OF AGENCY PROPERTY (EL CAMINO BANK BUILDING)
Mr. Priest reported that in accordance with direction by the
Agency on December 4, 1979, proposals for the sale of the E1 Cam-
ino Bank Building were solicited with two responses received. As
a condition of the sale, the building would be rehabilitated in
conformance with the Redevelopment Plan and offices leased to the
Redevelopment Agency and Housing Authority, with property being
returned to the tax rolls. He recommended that an Exclusive
Right to Negotiate Agreement be authorized between the Agency and
URO Investments for purchase and rehabilitation of the property.

In accordance with recommendations by the Executive Director,
it was moved by Mrs. Kaywood, seconded by Mr. Bay, that Agency
Counsel be authorized to prepare an Exclusive Right to Negotiate
Agreement between the Redevelopment Agency and URO Investments
for _the purchase and rehabilitation of Agency -owned property at
106 North Claudine Street (E1 Camino Bank Building). MOTION
CARRIED.
ADJOURNMENT There being no further business to come before the
Anaheim Redevelopment Agency, Mrs. Kaywood moved to adjourn.
Mr. Roth seconded the motion. MOTION CARRIED.
