93-201 RESOLUTION NO. 93R-201
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM, CALIFORNIA, EXPRESSING INTEREST
IN PARTICIPATING IN A COUNTYWIDE SIGNAL
PRE-EMPTION SYSTEM
WHEREAS, the Orange County Transportation Authority has
requested the support of the City of Anaheim for a countywide
traffic signal pre-emption system; and
WHEREAS, the Traffic and Transportation Manager of the
City of Anaheim has submitted a report to the city Council
containing his conclusions and recommendations;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
1. The City Council makes the following findings:
A. A countywide traffic signal pre-emption system
should not be available to fast-moving police and other emergency
response vehicles, because the probability of their approaching
from conflicting directions would create a traffic hazard, and
because of the need to provide for completion of pedestrian
crossing time allocated to the current signal phase.
B. A countywide traffic signal pre-emption system
should be developed to service only slower-accelerating fire
vehicles on major response corridors.
C. Approximately 15 intersections in the City of
Anaheim would be candidates for signal pre-emption along fire
response routes, requiring about $120,000 to cover the cost of
installation.
D. The above-stated cost compares favorably with an
estimated $2,000,000 that would be needed to install traffic
signal pre-emption at all traffic signals in the City of Anaheim,
especially in light of the $2,500,000 per year allocated by
Measure M for signal coordination projects countywide.
E. A countywide traffic signal pre-emption system
should be limited to major congested intersections along the most
frequently used fire response routes and should be compatible
between jurisdictions.
2. The city of Anaheim is willing to participate in a
limited countywide traffic signal pre-emption program, focused on
slower-accelerating fire vehicle response routes.
3. The Orange County Transportation Authority is requested
to initiate a process for developing such a countywide system.
4. The Orange County Transportation Authority is requested
to explore the use of Measure M funds for traffic signal
pre-emption systems.
