Chairman Seymour called the regular meeting of the Anaheim Redevelopment
Agency to order at 1:13 p.m.
MINUTES On motion by Mrs. Kaywood, seconded by Mr. Overholt, minutes of
the regular meeting held March 31, 1981, were approved. Mr. Bay and
Mr. Seymour abstained. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount
of $297,522.81, in accordance with the 1980 -81 Budget, were approved.
161.1 PAYMENT OF ELECTRICAL UTILITY INVOICES - RELOCATION AND REMOVAL
WORK In accordance with recommendations by the Executive Director,
Mrs. Kaywood moved that payment of electrical utility invoices, in connec-
tion with certain relocation and removal work performed during construction
of Phase 1 public improvements and construction of improvements to Hancock
Place and La Palma Avenue, be authorized. Mr. Overholt seconded the motion.
MOTION CARRIED.
161.123: FIRST AMENDMENT TO AGREEMENT FOR LEGAL SERVICES - OLIVER
STOEVER & LASKIN In accordance with recommendations by the Executive
Director, Mr. Bay moved that first amendment to agreement with Oliver,
Stoever & Laskin for legal services as Special Counsel to the Agency in
the acquisition of real property, be authorized, adding a fee of $250 for
obtaining an Order for Prejudgment Possession. Mr. Overholt seconded the
motion. MOTION CARRIED.
161.123: FIRST AMENDMENT TO AGREEMENT FOR APPRAISAL SERVICES - CEDRIC A.
WHITE, JR: Mr, Priest briefly reported on proposed first amendment to
agreement with Cedric A. White, Jr., M.A.I., for appraisal services,
increasing the fee schedule as requested by the contractor.
Mr. Bay pointed out that the fee increases represented a 61 percent increase
over a five -year period, and he was of the opinion that six to seven
percent per year would have been a fair increase.
Mr. Priest noted that the requested hourly rate increases were in line
with other appraisers.

Mr. Seymour asked what the rate of inflation had been over the past five
years.
RECESS While the requested information was being researched, Mr. Roth
moved for a five - minute recess. Mr. Overholt seconded the motion. MOTION
CARRIED. (1:18 p.m.)
AFTER RECESS Chairman Seymour reconvened the meeting at 1:23 p.m., all
Agency Members being present.
Mr. Talley reported that the rate of inflation over the most recent
five -year period (1975-1980) was 57.4 percent.
On motion by Mr. Overholt, seconded by Mr. Roth, first amendment to
agreement with Cedric A. White, Jr., M.A.I., was authorized as recommended.
MOTION CARRIED.
ADJOURNMENT There being no further business to come before the Anaheim
Redevelopment Agency, Mrs. Kaywood moved to adjourn. Mr. Roth seconded
the motion. MOTION CARRIED.
