Chairman Seymour called the regular meeting of the Anaheim Redevelopment
Agency to order at 1:07 p.m.
MINUTES On motion by Mrs. Kaywood, seconded by Mr. Bay, minutes of the
Anaheim Redevelopment Agency regular meeting held April 14, 1981, were
approved. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount
of $66,144.90, in accordance with the 1980 -81 Budget, were approved.
161: OLD EL CAMINO BANK BUILDING RESTORATION AND FINANCING Redevelopment
Agency consideration of financial assistance, under the Marks Historical
Rehabilitation Act of 1976 Revenue Backed Financing Program, for restora-
tion of the old E1 Camino Bank building, and the authorization of an
agreement with Wilson, Morton, Assaf & McElligott for Bond Counsel
services in connection therewith, was continued from the meeting of
April 21, 1981, for additional information.
Executive Director Norman Priest reported that as previously discussed,
one alternative for the developer was conventional financing. He noted
that the Willdan office building, currently under construction at the
northeast corner of Broadway and Anaheim Boulevard, was financed under
SB 99 (commercial), however the law had been changed since that time.
In response to question by Agency Member Bay, Mr. Priest advised that
alternative financing could be further analyzed and report made to the
Agency in one week. He pointed out that any project considered under the
Marks Historical Rehabilitation Program must be proven to be financially
feasible.
Agency Member Bay stated he wanted to be certain that all alternatives
were explored before participation in the Historical Rehabilitation
program. He thereupon moved that the proposed resolution of intent and
agreement for Bond Counsel be continued one additional week. Mr. Overholt
seconded the motion. MOTION CARRIED.

161.123: AMENDMENT TO AGREEMENT WITH SECURITY LAND AND RIGHT OF WAY
SERVICES, INC. Mr. Priest recommended that amendment to agreement
between the Agency and the Security Land and Right of Way Services, Inc
for real property acquisition services be approved. He reported that
there had been no changes in the company's fee schedule since 1976, and
the proposed schedule represented approximately a 20 percent increase.
On motion by Mr. Bay, seconded by Mr. Overholt, amendment to agreement
with Security Land and Right of Way Services, Inc. was authorized.
MOTION CARRIED.
ADJOURNMENT There being no further business to come before the Anaheim
Redevelopment Agency, Mr. Roth moved to adjourn. Mr. Overholt seconded
the motion, MOTION CARRIED.
