A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM MODIFYING FEIR No. 299 (ANAHEIM
ARENA) MITIGATION MONITORING PROGRAM
(RESOLUTION NO. 89R-471).
WHEREAS, on December 27, 1989, the City Council of the
City of Anaheim adopted Resolution No. 89R-471 certifying Final
EIR No. 299 with a Statement of Overriding Considerations and
adopting a Mitigation Monitoring Program for the Anaheim Arena;
and
WHEREAS, the Anaheim Arena mitigation measures included
improvements to the intersections of Haster Street/Katella Avenue
(northbound/southbound second left turn pockets) and State
College Boulevard/Orangewood Avenue (northbound right-turn-only
lane); and
WHEREAS, the intent of these mitigation measures was to
minimize the impact on traffic service levels during extreme
event traffic; and
WHEREAS, the forecast traffic for extreme event traffic
conditions did not consider the extension of Auto Center Drive
between Ball Road and the Anaheim Sports Arena parking; and
WHEREAS, the forecast traffic for extreme event traffic
conditions did not consider the widening of Cerritos Avenue under
SR-57 to three lanes with reversible operations; and
WHEREAS, the City's Transportation Manager has
conducted a study regarding the impact of said extension of Auto
Center Drive and widening of Cerritos Avenue; and
WHEREAS, the Auto Center Drive and Cerritos Avenue
improvements will lessen the forecast increases in Haster
Street/Katella Avenue southbound left turns and in State College
Boulevard/Orangewood Avenue northbound right turns generated by
extreme event traffic; and
WHEREAS, the Haster Street/Katella Avenue intersection
forecast for extreme peak event, with consideration of the Auto
Center Drive and Cerritos Avenue improvements, would operate
better with the addition of a southbound right-turn-only lane
(0.86) than with northbound/southbound second left turn lanes
(0.90); and

WHEREAS, the State College Boulevard/Orangewood Avenue
intersection forecast for extreme peak event, with consideration
of the Auto Center Drive and Cerritos Avenue improvements, will
operate acceptably without the northbound right-turn-only lane
(0.79) due to the decrease in forecast demand; and
WHEREAS, the Haster Street/Katella Avenue southbound
right-turn-only lane will be constructed prior to occupancy of
the Anaheim Arena; and
WHEREAS, the State College Boulevard/Orangewood Avenue
intersection will be widened to provide northbound/southbound
second left turn pockets, fourth northbound through lane, third
and fourth southbound through lanes, eastbound second left turn
pocket and third through lane, and westbound right-turn-only lane
starting in June 1993; and
WHEREAS, based upon the beneficial impact of the
extension of Auto Center Drive and the widening of Cerritos
Avenue, it is appropriate to provide certain alternative traffic
mitigation measures for the Haster Street/Katella Avenue and
State College Boulevard/Orangewood Avenue intersections which
will improve or provide better traffic flow than the measures
initially adopted in conjunction with certification of FEIR No.
299.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
That City Council Resolution No. 89R-471 is hereby
amended by modifying the Mitigation Monitoring Program adopted
therein (FEIR No. 299), by revising the first Traffic/Circulation
mitigation measure of items to be performed prior to issuance of
occupancy permits to read as follows:
"TRAFFIC/CIRCULATION
The following improvements shall be implemented through the
City of Anaheim's capital improvement program for critical
intersections with some participation of developer funds:
A. Haster Street/Katella Avenue
Widen the southbound approach to
provide a right-turn only lane.
B. State Colleqe Boulevard/Katella Avenue
Restripe the northbound and
southbound approaches to provide a
second left-turn lane.

C. State College Boulevard/Orangewood Avenue
Award the construction contract for
northbound/southbound second left
turn pockets, fourth northbound
through lane, third and fourth
southbound through lanes, eastbound
second left turn pocket and third
through lane, and westbound right-
turn-only lane."
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 18th day of May
1993.
