Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 4:00 p.m. on September 28, 1990 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:40 p.m. MINUTES: Approval of the minutes was deferred to the next regular meeting. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $80,292,42, in accordance with the 1990 -91 Budget, were approved. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Pickler, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161.123/158: Approving agreements with Grover Escrow Corp., and Tiffany Escrow Corp., for professional escrow services in connection with the Property Acquisition and Disposition Program, a:.. authorizing the Chairman and the Secretary of the Agency to execute said agreements. 2. 161.123: Approving a First Amendment to Parking Lease with Anaheim Memorial Manor establishing July 27, 1989, as the date of commencement that the Certificate of Occupancy for Anaheim Memorial Manor was issued by the City of Anaheim, and authorizing the Chairman and Secretary to execute said First Amendment to Parking Lease. 3. 161.123: Approving Phase II of a community awareness /marketing program; approving a Second Amendment to Agreement with Martha Thayer (formerly New Image Public Relations) in the amount of $87,500 for additional professional services and extending the term of the Agreement to June 30, 1991, and authorizing the Chairman and Secretary to execute the amendment on behalf of the Agency. MOTIONS CARRIED. 90 -79 :1 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY October 2. 1990, 5:20 P.M. .-MM ITEMS OF PUBLIC INTEREST: Jack Marston, 214 South Melrose, Anaheim. He addressed the Agency reading his letter dated October 2, 1990, which he subsequently submitted (made a part of the record). The letter was an appeal to the Agency to make an exception on behalf of himself, his wife and daughter, to grant a low interest Redevelopment Agency loan to refinance their existing high interest loans and to provide them with the financial resources to complete the job of restoration on the exterior of their new house. As his letter explained in detail, the contributing factor in their decision to buy a home within the Historical Restoration and Preservation area was the information he had received from his new neighbors that the City, through the Agency, was offering loans of up to $50,000 at interest rates as low as 4 percent for the restoration of homes in the area. However, because of pressing family circumstances, his family had to move into the home before the long loan process could be started and completed, contrary to the usual procedure. Chairman Hunter noted that Lisa Stipkovich, Executive Director of Community Development, was present and would be in contact with Mr. Marston pursuant to his request.
