Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 3:35 p.m. on November 2, 1990 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:30 p.m. MINUTES: Agency Member Kaywood moved to approve the minutes of the regular meetings held August 21, October 2 and October 9, 1990. Agency Member Daly seconded the motion. MOTION - C- ARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $132,180.58 for the week ending October 19, 1990; $314,080.85 for the week ending October 26, 1990; and $90,108.75 for the week ending November 2, 1990 in accordance with the 1990 -91 budget, were approved. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Ehrle, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161: Rejecting all bids received for fire protection, glass /glazing, structural steel, and roofing /water proofing for the Pacific Bell parking structure (Koll Anaheim Center, Phase I). Larry Goldenburg, Saddleback Waterproofing Company, 821 Cortez, Costa Mesa. At the bid opening on October 25, 1990 for the Pacific Bell Parking Structure, his company was the announced low bidder for roofing and waterproofing. The bids were subsequently rejected. He feels it is appropriate to release the dollar amount of the other bid received. Lisa Stipkovich, Executive Director of Community Development. According to the staff report and what the City Engineer and Koll Construction reported, Mr. Goldenburg's company was the only responsive bidder for roofing /waterproofing. Mr. Goldenburg confirmed that was correct. There was another bidder whose bid was opened but did not meet the bonding requirements. However, with only one bid, staff would like the project rebid in order to get more bids that are responsive and to award them as soon as possible. In checking, the City Attorney also sees no problem with the request. She will be happy to release the dollar amount of the non - responsive bid. 2. 161: Approving the submitted color palette and building materials for the City Utilities Building (Koll Anaheim Center). Submitted was report dated October 29, 1990 from the Property Services Manager, recommending approval of the subject. Lisa Stipkovich, Executive Director of Community Development introduced Mr. Bob Oto, McClaren & Vasquez to present the proposed material board. Mr. Bob Oto, Architect, McClaren & Vasquez. He presented and briefed the color and material pallettes for the City's utilities building which were displayed on the Chamber wall. Many refinements have been made to the windows of the building as well as the materials to be used. He also explained the new glass configuratidn. Lisa Stipkovich. She noted that the material board does not represent the actual appearance of the glass which has a slight tint to it. The actual glass will be greener in terms of appearance. Mr. Oto confirmed that was correct; however, it will be possible to see into the building. It will give an extra depth to the building and an extra richness that other reflected glass buildings do not have at this time. The large expansive glass will be the reflective glass as shown in the model. It will reflect the sky and clouds and changes in color during different times of the day. The panels will be greener than those used on City Hall. Lisa Stipkovich. Once the proposals and bids are in for the materials, staff will ask for a "life size" mockup onsite. At that time, Agency Members will be invited to review the model for final approval. Upon further questioning by Agency Members, she also explained that staff will be submitting to the Agency the 100% construction drawings for their approval and at that time are proposing to submit the stacking plan with the actual departments depicted in terms of square footages per floor which will give a better idea what will be happening on the interior, who will be going into the building and also any other slight modifications. At the same time the 100% drawings for the parking structure will also be submitted. Tonight they are asking for approval on the building materials, glass, granite and mullions in order to be able to go out to bid in a couple of weeks. The anticipated construction start date will be in March of 1991. She also clarified for Agency Member Daly that staff will be bringing the art and landscape plan to the Agency at next Tuesday's regular meeting. Further, the Koll Company will be temporaily landscaping the sites that will not be used in the immediate future. The temporary landscaping will occur in those areas not used for staging purposes. 90 -86 � S Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY November 6, 1990, 5:20 P.M. 3. 123: Approving an Agreement for Goodwill Loss Appraisal Services with Higgins, Marcus and Lovett, Inc., in an amount not to exceed $60,000 and authorizing the Chairman and Secretary to sign said agreement on behalf of the Agency.
