Chairman Thom called the Regular Meeting of the Anaheim Housing
Authority to order at 1:10 P.M. .
REPORT - FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY:
Demands against the Anaheim Housing Authority in the amount of
$13,143.18, in accordance with the 1975 -76 Budget, were approved.
SECTION 8 - HOU SING PAYMENTS PROGRAM. APPLICATION FOR
EXISTING HOUSING: Housing Director Rosario Mattessich reported on
proposed application to HUD for Section 8, Existing Housing Assist-
ance, advising that the application was for 334 units, 167 each for
elderly and non - elderly families. He related that said application
would be for units additional to the existing units and toward the
goal of 300 units for each category, noting that the current waiting
list is almost evenly divided between the two. Recently completed
housing is not being applied for, due to the unavailability of units
within the Fair Market Rents established for this category.
In response to question by Mrs. Kaywood, Mr. Mattessich advised
that a statement of policy pertaining to the waiting list and issu-
ance of certificates would be submitted in the near future, and he anti-
cipated no barrier to setting aside some units for those persons who
would be in need of relocation assistance.
Responding to questions by Mr. Seymour, Mr. Mattessich estimated
that well over 90% of the families /individuals in the program are
residents of Anaheim, and approximately 60% of the families certified
are in place.
Mr. Seymour expressed concern that adequate safeguards be pro-
vided to preclude fraudulent use of the program.
Mr. Mattessich described the requirements made of applicants
and the verification of reported income, both initially and on an
annual basis. Sources of income that possibly might not be reported
would be difficult to pinpoint; however, applications are signed
under penalty of law. He was of the opinion that taking an interest
in each individual family and working closely with them would help
to prevent any problems of this nature.
In conclusion, Mr. Mattessich reported that two additional
Housing Aides would be proposed for the coming fiscal year, and in
answer to question by Mrs. Kaywood, he advised that the salary for
these positions would be derived from Housing Authority administra-
tive costs.

RESOLUTION NO. AHA76 -1: On the recommendation of the Housing
Director, Mr,. Seymour offered Resolution No. AHA76 -1 for adoption.
A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY APPROVING AN APPLI-
CATION FOR FUNDS UNDER SECTION 8 OF TITLE II OF THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974.

Chairman Thom declared Resolution No. AHA76 -1 duly passed and
adopted.
ADJOURNMENT: There being no further business before the Anaheim
Housing Authority, Mrs. Kaywood moved to adjourn. Mr. Roth
seconded the motion. MOTION CARRIED.
