Chairman Thom called the regular meeting of the Anaheim Housing Authority
to order at 1:19 p.m.
MINUTES On motion by Mrs. Kaywood, seconded by Mr. Roth, the minutes
for the regular meeting held December 7, 1976, were approved. MOTION
CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount
of $605.86 for this period, in accordance with the 1976 -77 Budget,
were approved.
PRESENTATION - ANAHEIM HOUSING STRATEGY STUDY Mr. Richard Starr,
Principal Counselor with Real Estate Research Corporation, was intro -
duced by Executive Director Norman J. Priest to speak on the proposed
work program, goals and objectives of the Housing Strategy Study. The pro-
ject is being funded by Community Development Block Grant funds from
both first and second program years.
Mr. Starr spoke on the importance of and the growing need for cities
to become more involved with the housing process and housing issues
due to new federal regulations and funding and the increasing require-
ments of regional, state and federal programs. He noted that rather
than adopt federal, state or regional requirements, cities should take
an assessment of their housing situation and issues and devise some
strategy to apply these requirements to their own particular communities.
The proposed program of the Housing Strategy Study for the City of
Anaheim to be made by Real Estate Research Corporation was presented
by Mr. Starr as follows:
1. Review and evaluate the Anaheim housing process as to how it
is operating and what has been accomplished since 1950.
2. Investigate the housing information system, what kind of infor-
mation is available and how can it be improved.
3. Conduct interviews with approximately 40 public and private
individuals in the City of Anaheim who have some influence
on housing.
4. Prepare a housing needs analysis required by the State as to
what can be done and what are the opportunities of housing in
the City of Anaheim.

S. Within a governmental framework, prepare recommendations to
improve the housing system.
6. Alternative program approaches that Anaheim may choose to
consider.
7. Priorities and how to deal with older housing, new growth,
elderly and low- income families, state requirements, etc.
8. Devise some guidelines for this housing process.
He concluded his presentation noting that written reports will be pre-
pared periodically as the study progresses and stressed the importance
of the City's role in the housing process, the need to exercise that
role and avoid any issues that may evolve as problems.
DIRECTOR'S REPORT - NOVEMBER 1976 Housing Director Rosario Mattessich
presented and reviewed his report covering the month of November 1976,
a copy of which is on file in the City Clerk's Office.
In answer to question of Mr. Kott as to what constitutes grounds for
eviction, Mr. Mattessich replied that eviction is a private matter but
that the landlords keep them informed of any evictions and those
persons are no longer continued in the housing program.
On motion by Mrs. Kaywood, seconded by Mr. Thom, the Director's Report
for November 1976, was received. MOTION CARRIED. r—*
ADJOURNMNT There being no further business before the Anaheim Hous-
ing Authority, Mr. Roth moved to adjourn. Mrs. Kaywood seconded the
motion. MOTION CARRIED.
