Chairman Thom called the Regular Meeting of the Anaheim Redevelop-
ment Agency to order at 1:00 P.M.
MINUTES: On motion by Mrs. Kaywood, seconded by Mr. Thom, minutes
of the regular Community Development Commission (Anaheim Redevelop-
ment Agency /Anaheim Housing Authority) meeting held May 25, 1976,
were approved. MOTION CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY:
Demands against the Anaheim Redevelopment Agency in the amount of
$8,136.28, in accordance with the 1975 -76 Budget, were approved.
FIRST AMENDMENT, PROJECT ALPHA REDEVELOPMENT PLAN: Associate Planner
Ron Contreras briefly summarized the proposed first amendment to
the Redevelopment Plan for Project Alpha, adopted in 1973, which would
change,various sections in the text of the Alpha report, includes
a new legal description for both the downtown and northeast sec-
tions of Project Alpha, and changes the maps to omit the five
specific areas basically located east of Imperial Highway and south
of the Santa Ana River. Said amendment was outlined by the City
Council at its regular meeting held May 11, 1976, pursuant to
Resolution No. 76R -252. Mr. Contreras noted various documents sub-
mitted to the Agency Members, particularly the initial study of the
environmental impact of the proposed amendment, advising that the
Community Redevelopment Commission prepared a Negative Declaration
with respect to the environmental impact, pursuant to their Resolu-
tion No. CRC76 -4.
City Attorney Alan R. Watts counseled that the resolutions
proposed for adoption by the Redevelopment Agency in connection
with the proposed first amendment would implement the amendment as
recommended, and said resolutions were written to also exclude from
Project Alpha that commercial property located on La Palma Avenue
west of Imperial Highway, as previously discussed.
RESOLUTION NOS. ARA76 -1 THROUGH ARA76 -5: On the recommendations of
the City Attorney, Mrs. Kaywood offered Resolution Nos. ARA76 -1
through ARA76 -5, both inclusive, for adoption.
RESOLUTION_ NO. ARA76 -1: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY RECEIVING THE PROPOSED FIRST AMENDMENT TO THE REDEVELOPMENT
PLAN FOR REDEVELOPMENT PROJECT ALPHA AND AUTHORIZING TRANSMITTAL
TO THE CITY PLANNING COMMISSION AND THE PROJECT AREA COMMITTEE.

RESOLUTION NO. ARA76 - A RESOLUTION - OF THE ANAHEIM REDEVELOPMENT
AGENCY APPROVING THE INITIAL STUDY OF ENVIRONMENTAL IMPACT FOR THE
PROPOSED FIRST AMENDMENT TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT
PROJECT ALPHA, FINDING THAT SAID AMENDMENT WILL NOT HAVE A SIGNIFI-
CANT EFFECT ON THE ENVIRONMENT, APPROVING THE NEGATIVE DECLARATION
FOR SAID AMENDMENT, AND AUTHORIZING TRANSMITTAL OF THE NEGATIVE
DECLARATION FOR REVIEW AND COMMENT.
RESOLUTION NO. ARA76 -5: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY CONSENTING TO A JOINT PUBLIC HEARING ON THE PROPOSED FIRST
AMENDMENT TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT ALPHA
AND AUTHORIZING PUBLICATION AND MAILING OF NOTICE OF JOINT PUBLIC
HEARING.
