Chairman Thom called the regular meeting of the Anaheim Redevelopment
Agency to order.

MINUTES Approval of the minutes for the regular meeting held March 22,
1977, was deferred one week.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $48,974.97, in accordance with the 1976- 77.Budget, were
approved.
AGREEMENT - KEYSER MARSTON ASSOCIATES INC.: Mr. Priest presented his
recommendation, as outlined in his Memo dated March 18, 1977, for the
adoption of a resolution authorizing an agreement with Keyser Marston
Associates, Inc. for economic consulting services in Project Alpha.
In reply to questions of Mr. Kott as to the extraordinary expenses
referred to in the proposed agreement, Mr. Priest defined what would
be considered as extraordinary expenses noting that it was not an
unusual requirement in this type of contract to have those expenses
provided for with the control to insure that the consultant justifies
those expenses as a part of the work being performed. He further
added that those expenses are included within the overall $20,000
maximum compensation.
Mr. Thom offered Resolution No. ARA77 -22 for adoption:

AGENCY APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT FOR DIS-
POSITION CONSULTING SERVICES AND AUTHORIZING AND DIRECTING THE CHAIR -
MAN AND SECRETARY TO EXECUTE SAID AGREEMENT ON BEHALF OF THE ANAHEIM

Chairman Thom declared Resolution No. ARA77 -22 duly passed and
adopted.
ARTS NEEDS SURVEY AND AS SESSMENT : Mr. Priest noted that the survey
and assessment of the cultural needs in the City including recommen-
dations to strengthen the art and cultural activities in Project
Alpha is basically a study to be performed under the Park and Recrea-
tion Department. He recommended approval for support of such a study
and referred presentation of the details and intent of the survey to
Mr. Ruth.
Mr. Ruth requested that the matter be removed from the agenda at this
time for presentation at a future meeting, due to citizen concern and
some misunderstanding as to the intent of the survey.
Following comments of Agency Members relative to further discussion of
the matter as a City Council, Mr. Kott moved that the arts needs survey
and assessment be removed from the Agency agenda. Mrs. Kaywood second-
ed the motion. MOTION CARRIED.
Chairman Thom indicated to those persons present wishing to be heard
on this matter, that it would be placed early on the City Council
agenda for their meeting to be held this date at 1:30 p.m.
ACTION FROM PROJECT AREA COMMITTEE MEETING OF MARCH 8, 1977 Mr.
Priest presented memorandums dated March 11, 1977, from the Project
Area Committee as to action taken at their meeting of March 8, 1977,
relative to the Valencia Hotel Fire and substandard multiple dwelling
units in downtown Anaheim.
Following questions from Mr. Kott and clarification by Mr. Priest as to
the intent and purpose of the PAC communications, motion was made by
Mr. Roth to receive and file the reports from the Project Area Commit-
tee meeting of March 8, 1977. Mr. Thom seconded the motion. MOTION
CARRIED.

ADJOURNMENT There being no further business before the Anaheim
Redevelopment Agency, Mrs. Kaywood moved to adjourn. Mr. Thom
seconded the motion. MOTION CARRIED.
