ing recommendation of Mr. Priest for approval and ratification of
the execution of certain rental agreements by the Executive Director
prior to July 12, 1977, Mr. Thom offered Resolution No. ARA77 -55
for adoption.

The Chairman declared Resolution No. ARA77 -55 duly passed and
adopted.
161.121: HEARING - PROPERTY CONDEMNATION WITHIN REDEVELOPMENT
PROJECT AREA (118 WEST LINCOLN AVENUE) Mr. Priest recocrunended that
the Agency find and determine the public interest and necessity for
acquiring and authorizing the condemnation of certain real property
generally located at 118 West Lincoln Avenue. Subject property is
needed for the Village Center Project. He noted that final offer
of negotiated settlement has been rejected by the property owner and
that settlement-through negotiation is unlikely.
Mr. Priest further advised that the property owner had been notified
of this hearing.
The Chairman asked if the property owner or agent was present and
wished to be heard. There being no response, Mr. Thom offered a
resolution finding and determining the public interest and necessity
for acquiring said condemnation, but failed to carry by the follow-
ing vote (4/5 majority vote required):
