Hopkins SECRETARY: Linda D. Roberts EXECUTIVE DIRECTOR: Norman J. Priest Chairman Thom called the regular meeting of the Anaheim Redevelopment Agency to order. MINUTES On motion by Mrs. Kaywood, seconded by Mr. Roth, the minutes for the adjourned regular meeting held September 28 and regular meetings held October 4 and 11, 1977, were approved. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $224,373.89, in accordance with the 1977 -78 Budget, were approved. 161: MONTHLY STATUS REPORT - SEPTEMBER 1977 On motion by Mr. Kott, seconded by Mr. Thom, the Monthly Status Report dated October 7, 1977, covering the month of September 1977 was received and filed. MOTION CARRIED. 161.123: CITY OF ANAHEIM - COOPERATION AGREEMENT NUMBER FOUR: In accordance with the recommendations of the Executive Director, as outlined in his memorandum dated October 4, 1977, Mr. Seymour offered for adoption, Resolution No. ARA77 -81 certifying that an Environ- mental Impact Report is not required and Resolution No. ARA77 -82 authorizing Cooperation Agreement Number Four with the City for the construction and installation of certain public improvements, in an amount not to exceed $10,458,650. Mr. Roth indicated he would abstain from voting because he owns property located within the project area. RESOLUTION NO. ARA77 -81 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY CERTIFYING THAT THE INFORMATION CONTAINED IN THE INITIAL STUDY CONDUCTED AND PREPARED BY THE AGENCY STAFF ON THE PROPOSED "COOPERA- TION AGREEMENT NUMBER FOUR FOR THE CONSTRUCTION AND INSTALLATION OF 77 -118 ANAHEIM REDEVELOPMENT AGENCY - October 18, 1977 - 1 :00 P.M. PUBLIC IMPROVEMENTS" BETWEEN THE CITY OF ANAHEIM AND THE ANAHEIM REDEVELOPMENT AGENCY HAS BEEN REVIEWED AND CONSIDERED; AND FINDING THAT SAID COOPERATION AGREEMENT WILL NOT HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT AND THAT A SUBSEQUENT EIR NEED NOT BE PREPARED. RESOLUTION NO. ARA77 -82 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY DETERMINING CERTAIN PUBLIC IMPROVEMENTS TO BE OF BENEFIT TO REDEVELOPMENT PROJECT ALPHA PROJECT AREA AND APPROVING AND AUTHORIZING THE EXECUTION OF THE COOPERATION AGREEMENT NUMBER FOUR FOR THE CONSTRUCTION AND INSTALLATION OF IMPROVEMENTS THEREFOR BETWEEN THE CITY OF ANAHEIM AND THE ANAHEIM REDEVELOPMENT AGENCY. ARA77 -81 and ARA77 -82 duly passed and adopted. 161.107: WORK ORDER 984 -11A - INVITATION TO BID In accordance with the recommendation of the Executive Director, Mr. Thom moved to authorize and direct the Agency Secretary to publish a Notice Inviting Sealed Bids for the purchase and removal of the residential structures located at 211 South Claudina Street and fixing November 3, 1977, 2:00 p.m., as the date and hour for opening of said bids. Mr. Roth seconded the motion. MOTION CARRIED. 161: STATUS REPORT - TEMPORARY MINI -MALL Mr. Priest reported on the current status of the temporary mini -mall, indicating on a sketch posted in the Chamber the proposed location of the individual down- town merchants and the parking area. He advised that they have met with Library staff relative to design and further indicated the trees, adjacent to the Library site, would not have to be removed. A gate would be installed between the two parking areas to prevent any free access to or from the Library parking lot. He reported a good working relationship with the merchants and the assistance and cooperation of Mr. Larry Sierk of the Anaheim Chamber of Commerce. 77 -119 ANAHEIM REDEVELOPMENT AGENCY - October 18, 1977 - 1:00 P.M.
