Hopkins CITY ATTORNEY: William P. Hopkins SECRETARY: Linda D. Roberts REDEVELOPMENT MANAGER: Robert G. Lyons Chairman Thom called the regular meeting of the Anaheim Redevelopment Agency to order. MINUTES On motion by Mr. Roth, seconded by Mr. Thom, the minutes for the regular meeting held November 8, 1977, were approved. Agency Members Kaywood and Seymour absent. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $359,850.84, in accordance with the 1977 -78 Budget, were approved. 161: MONTHLY STATUS REPORT - OCTOBER 1977 On motion by Mr. Kott, seconded by Mr. Thom, the Monthly Status Report dated November 4, 1977, covering redevelopment activities for the month of October 1977, was received and filed. Agency Members Kaywood and Seymour absent. MOTION CARRIED. 161: QUARTERLY AUDIT REPORT - REDEVELOPMENT RELOCATION ACCOUNT: On motion by Mr. Kott, seconded by Mr. Roth, the Quarterly Audit Report of the Redevelopment Relocation Account, conducted by the City's audit staff, was received and filed. Agency Members Kaywood and Seymour absent. MOTION CARRIED. 161.123: W & D COMMERCIAL PROPERTIES. INC. - FIRST AMENDMENT TO NEGOTIATION AGREEMENT Mr. Lyons presented recommendation of the Executive Director, as outlined in memorandum dated November 8, 1977, for approval of a First Amendment to the Negotiation Agreement with W & D Commercial Properties, Inc. extending the negotiation period by 30 days. He noted that the 30 days are required for Agency Economists to analyze the proposed development and recommend a disposition price, and for the developer to complete final concept drawings. 77 -130 ANAHEIM REDEVELOPMENT AGENCY - November 15, 1977 - 1:00 P.M. Mr. Thom expressed his disappointment with the developer and staff, referencing a previous meeting wherein Agency Members were assured that 90 days would be more than sufficient time to complete necessary negotiations. Mrs. Kaywood entered the Chamber at 1:07 p.m. Mr. Thom offered Resolution No. ARA77 -87 authorizing the First Amendment to the Negotiation Agreement with W & D Commercial Properties, Inc. extending the 90 -day negotiation period to 120 days. RESOLUTION NO. ARA77 -87 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF A FIRST AMENDMENT TO AGREEMENT WITH W & D COMMERCIAL PROPERTIES, INC., AND AUTHORIZING AND DIRECTING THE CHAIRMAN AND SECRETARY TO EXECUTE SAID AMENDMENT. Before a vote was taken, Mr. Lyons, in answer to question by Mr. Roth, explained that acquisition of the site is proceeding as scheduled and that the cause for delay is a result of a number of matters that occurred during the negotiation process and were not anticipated by the developer or staff. He felt that it could be completed within ten days. A vote was taken on foregoing Resolution No. ARA77 -87 offered by Mr. Thom. Roll Call Vote: AYES: AGENCY MEMBERS: NOES: AGENCY MEMBERS: ABSENT: AGENCY MEMBERS: Kaywood, Kott, Roth and Thom None Seymour The Chairman declared Resolution No. ARA77 -87 duly passed and adopted. 161.107: WORK ORDER NO. 1692 - CHANGE ORDER NO. 2 In accordance with the recommendation of the Executive Director dated November 9, 1977 and on motion by Mrs. Kaywood, seconded by Mr. Thom, Change Order No. 2 was authorized, adding $1,390 to the contract price with Rosie's, Inc., for extra work to be performed under Work Order No. 1692. Mr. Seymour absent. MOTION CARRIED. 77 -131 ANAHEIM REDEVELOPMENT AGENCY - November 15, 1977 - 1 :00 P.M.
