Chairman Thom called the regular meeting of the Anaheim Redevelopment
Agency to order.
MINUTES Approval of the minutes of regular meetings held January 24
and 31, and February 7, 14 and 21, 1978, was deferred to the next
regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $189,487.24, in accordance with the 1977 -78 Budget, were
approved.
161 SHAPELL G OVERNMENT HOUSING, INC. & VILLAGE CENTER APARTMENTS
SECOND IMPLEMENTATION AGREEMENT Mr. Priest presented his recommenda-
tion for approval, explaining that the Contract for Sale of Land with
Shapell Government Housing, Inc. provides for a 40 -year HUD subsidy,
however, the commitment being issued by HUD for this project is for a
20 -year subsidy. The proposed agreement provides that the developer
will proceed in a diligent manner to seek that additional -20 year sub-
sidy.
Mr. Thom offered Resolution No. ARA78 -30:
RESOLUTION NO. ARA78 -30 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY APPROVING A PROPOSED SECOND IMPLEMENTATION AGREEMENT IMPLEMENT-
ING THE CONTRACT FOR SALE OF LAND FOR PRIVATE REDEVELOPMENT BY AND
BETWEEN THE ANAHEIM REDEVELOPMENT AGENCY AND SHAPELL GOVERNMENT HOUSING,
INC. (AND ITS PERMITTED ASSIGNEE); AND AUTHORIZING THE EXECUTION OF
SAID SECOND IMPLEMENTATION AGREEMENT.

The Chairman declared Resolution No. ARA78 -30 duly passed and adopted.
161/150/140: PUBLIC IMPROVEMENTS - PROJECT ALPHA (CARNEGIE LIBRARY -
241 SOUTH ANAHEIM BOULEVARD) In accordance with Agency direction of
February 21, 1978, Mr. Priest presented a proposed resolution finding
and determining that the installation and construction of public
improvements to improve and refurbish the Carnegie Library building
as a City -owned historical library, research center and museum are of
benefit to the Redevelopment Project area and committing a maximum of
$50,000 in Agency funds to be used for part of the cost of said im-
provements.
Mr. Kott offered Resolution No. ARA78 -31:
RESOLUTION NO. ARA78 -31 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY FINDING AND DETERMINING CERTAIN PUBLIC IMPROVEMENTS TO BE OF
BENEFIT TO THE REDEVELOPMENT PROJECT ALPHA PROJECT AREA AND COMMITTING
CERTAIN AGENCY FUNDS FOR PART OF THE COST OF SAID IMPROVEMENTS.
(Carnegie Library building - South Anaheim Boulevard)
Prior to a vote being taken, discussion ensued wherein Mr. Seymour
expressed concern with total cost involved and the source of additional
funds necessary to refurbish the building and to cover the expenses
involved in operation and maintenance of the facility. He indicated
that although he was in favor of the museum concept, he could not
support the commitment of funds without more concrete information.

Mr. Thom indicated support of the preservation of the building as a �*+
museum and to providing the $50,000 in an effort to establish that
objective, noting that further contributions, funds and support are
also to be solicited from other public and private groups and indivi-
duals. Agency Members Kaywood, Kott and Roth concurred.
The Chairman called for the vote on foregoing Resolution No. ARA78 -31.
