Chairman Seymour called the regular meeting of the Anaheim Redevelopment
Agency to order.
MINUTES: Approval of minutes was deferred to the next regular
meeting on motion by Mr. Roth, seconded by Mr. Kott. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $166, in accor ance wi e 1977- Bu get, were
approved.
161: MONTHLY STATUS REPORT - MARCH 1978: On motion by Mr. Kott,
seconded by Mr. Seymour, the Status Report summarizing Redevelop-
ment activities during the month of March 1978, was ordered received
and filed. MOTION CARRIED.
161.149: INVITATION TO BID - HARBOR CENTER PARKING LOT: Recommenda-
tion that the Redevelopment Agency authorize and direct the Executive
Director to publish notice inviting sealed bids for construction of
a public parking lot to be located on Harbor Boulevard between Chestnut
and Oak Streets and to provide approximately 60 spaces was submitted.
Mr. Kott questioned whether the subject parking lot is intended for
use exclusively by the employees and patrons of the Harbor Center or
whether it would also be available for use by employees of other
businesses in that immediate vicinity such as the Carl's Jr. and
Bank of America. If it is not intended for general use, Mr. Kott
voiced the opinion that some should be employed to restrict
the parking.

Mr. Priest stated that the parking is intended for public use,
primarily to service the needs of the Harbor Center and that the
concern voiced by Mr. Kott regarding its use by employees of local
businesses should be addressed. He recommended that the Agency
proceed with the invitation for bids and indicated he would report
back with a specific recommendation regarding restricted parking.
Mr. Roth recalled that several weeks ago the Anaheim City Council
adopted a resolution authorizing an agreement with a consultant
firm to conduct a study of the parking problems in this subject
area, and now the Agency is being asked to act on this parking lot
without benefit of having received the results of that study.
Mr. Priest noted that the study referred to generally relates to
usage of spaces in the parking area behind the Central Library and
Police Department; that there is conceded to be a need for additional
parking in the immediate area. Therefore it is recommended to pro-
ceed with these additional spaces to act as a safety valve.
Mr. Kott stated that he concurred with the concept of building this
proposed lot but if it is being built to provide more parking for
the Harbor Center, then he was of the opinion that measures should
be taken to insure that this is, in fact, accomplished.
The subject of leasing parking spaces in the Bank of America parking
structure was also introduced into the discussion by Mr. Seymour,
who noted this report has not yet been presented. He stated that the
concerns being related by the Agency Members appear to be based upon
the timeliness of the decision.
At the conclusion of discussion, Mr. Kott offered Resolution
No. ARA78 -50 for adoption.

161.118: PAYMENT FOR LEGAL SERVICES IN CONNECTION WITH CLAIM
(Agustin Contrera City Attorney Hopkins reported that the
firm of Kinkle, Rodiger and Spriggs was utilized in a legal action
resulting from denial of a claim and has submitted a bill in the
amount of $263.00 for services in connection therewith. He recommen-
ded that the Agency authorize payment.
On motion by Mr. Kott, seconded by Mrs. Kaywood, the Agency authorized
payment in the amount of $263.00 to Kinkle, Rodiger and Spriggs
for legal services rendered in connection with Superior Court Case
relating to Agustin Contreras. MOTION CARRIED.
ADJOURNMENT There being no further business to come before the
Anaheim Redevelopment Agency, Mr. Kott moved to adjourn. Mrs. Kaywood
seconded the motion. MOTION CARRIED.
ADJOURNED: 1:13 P.M.
RECONVENED Chairman Seymour called the meeting to order, all Agency
Members being present at 1:29 P.M. at the request of the Secretary.
161: DECLARATION OF ASSETS WITHIN REDEVELOPMENT PROJECT ALPHA -
OVERHOLT The Agency Secretary reported that Mr. E. Llewellyn Overholt,
Jr. had submitted a written declaration of assets, both real and per-
sonal property,within Redevelopment Project Alpha dated April 18, 1978
to comply with Section 33130 of the Health and Safety Code of the
State of California.
ADJOURNMENT Mrs. Kaywood moved to adjourn. Mr. Kott seconded the
motion. MOTION CARRIED.
