Chairman Seymour called the regular meeting of the Anaheim Redevelopment
Agency to order.
MINUTES: On motion by Mr. Kott, seconded by Mrs. Kaywood, minutes
of the regular meetings held February 28, 1978, April 18 and April 25,
1978 were approved. Mr. Overholt abstained from voting on approval
of February 28, 1978 minutes. Mr. Roth absent. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $86,929.52, in accordance with the 1977 -78 Budget, were
approved.
161.123: RELEASE OF GOOD FAITH DEPOS (FEDERATED DEPARTMENT STORES):
Brief discussion was held between Agency Members and Mr. Priest re-
garding the recommendation to authorize release of the good faith
deposit made by Federated Department Stores at the time they were
negotiating potential participation in the Village Center Project.
In response to Agency Member Kaywood's stated concern regarding re-
turn of the deposit it was pointed out that the negotiation agreement
allowed for the possibility of withdrawal from negotiations and re-
quired that the negotiating party act in good faith, which Mr. Priest
indicated they had. Since there was no demonstration of any act of
bad faith, City Attorney Hopkins indicated it would be necessary to
refund the deposit.
On motion by Mr. Seymour, seconded by Mr. Kott, the Anaheim Redevelop-
ment Agency authorized release of good faith deposit in the amount of
$5,000.00 to Federated Department Stores. Mrs. Kaywood voted "No."
Mr. Roth absent. MOTION CARRIED.
161.158: RELOCATION COSTS CASE NO. 254 -TB Mr. Kott questioned why
this case is comparatively so much higher than others for such reloca-
tion costs as moving, installation of telephones, replacement of
stationery, etc. Mr. Priest explained that in this case physical
changes were necessary at the new site to make the facility operable.

On motion by Mrs. Kaywood, seconded by Mr. Overholt, the Anaheim
Redevelopment Agency authorized relocation costs in Case No. 254 -TB
not to exceed $40,000.00. Mr. Roth absent. MOTION CARRIED.
161.123: AGREEMENT WITH VALUATION RESEARCH CORPORATION Mr. Priest
presented recommendation that the Agency authorize an agreement with
Valuation Research Corporation to perform goodwill loss appraisal
services for a term ending June 30, 1978.
Mr. Kott asked what impact this agreement might have on prior situa-
tions to which Mr. Priest responded that he anticipated none, inasmuch
as owners in prior cases have either settled already or have failed to
appeal the Community Development Department's determination that
appraisal was not indicated, which, according to California Code is
their responsibility.
Mrs. Kaywood offered Resolution No. ARA78 -62 for adoption.
RESOLUTION NO. ARA78 -62 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT WITH
VALUATION RESEARCH CORPORATION AND AUTHORIZING AND DIRECTING THE
CHAIRMAN AND SECRETARY TO EXECUTE SAID AGREEMENT.
