Priest DEPUTY CITY ATTORNEY: Malcolm Slaughter Chairman Seymour called the regular meeting of the Anaheim Redevelopment Agency to order. MINUTES Approval of minutes was deferred to the next regular meeting. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $137,097.93, in accordance with the 1978 -79 Budget, were approved. 161.158: PROPOSED SALE AND REMOVAL OF STRUCTURE WITHIN REDEVELOPMENT PROJECT ALPHA On report and recommendation by the Executive Director, Mr. Kott moved that the Agency Secretary be directed to schedule public hearing to consider the sale and removal of the structure located at 125 East Broadway. Mrs. Kaywood seconded the motion. MOTION CARRIED. (Public hearing November 14, 1978, 1:00 P.M.) 161.123: AGREEMENT FOR STRU ENGINEERING CONSULTING SERVICES B ISSELL /AUGUST ASSOCIATES, IN C., dba ROBERT , STRUCTURAL E EEF The Executive Director recommended that the Agency approve the proposed agreement between Bissell /August As- sociates,.Inc... dba Robert. Lawson, and the Redevelopment Agency for architectural and structural engineer- ing services for the Carnegie Library building. The purpose of these services would be the conduction of a thorough architectural and engineering evaluation of the building to determine the feasibility and cost of proper preservation and renovation of the structure for use as a community museum. In response to question by Mr. Kott, Mr. Priest advised that the $8,600 maximum costs plus $1,500 expenses, or a total of $10,100 for the proposed services would be obtained from the funds appropriated for t 78 -146 Anaheim Redevelopment Agency, October 24, 1978, 1:00 P.M. restoration of the library building. The proposal from the recommended firm was the low bid received, as recommended by the Community Redevelopment Commission. Mr. Kott expressed concern that if other preliminary work is necessary, the $50,000 allocated for restoration of the library will be eroded. With reference to the proposed agreement, on page 3 where the maximum compensation is depicted at $25,000 on a given example, he requested that the attorneys who draw up such documents would use the actual figures. Deputy City Attorney Malcolm Slaughter reported that under the method of payment, the example for the amount of maximum compensation was included on the agreement as had been done on previous occasions, which is an indication to the contractor of the procedures. Mrs. Kaywood offered Resolution No. ARA78 -114 for adoption. Refer to resolution book. RESOLUTION NO. ARA78 -114 A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT FOR STRUCTURAL ENGINEERING CONSULTING SERVICES, AND AUTHORIZING AND DIRECTING THE CHAIRMAN AND SECRETARY TO EXECUTE SAID AGREEMENT ON BEHALF OF THE ANAHEIM REDEVELOPMENT AGENCY. (Bissell /August Associates, Inc., dba Robert Lawson, Structural Engineer) Roll Call Vote: AYES: AGENCY MEMBERS: Overholt, Kaywood, Roth and Seymour ..*, NOES: AGENCY MEMBERS: Kott ABSENT: AGENCY MEMBERS: None The Chairman declared Resolution No. ARA78 -114 duly passed and adopted. Mr. Kott stated he was of the opinion that $50,000 was placed on reserve for the preservation of the structure, and not for incidentals. 161.123: KATZ, HOLLIS, COREN AND ASSOCIATES - INTERIM AGREEMENT On report and recommendation by the Executive Director, Mr. Seymour moved that Katz, Hollis, Coren and Associates be engaged as finan- cial consultants,effective October 13, 1978. Mr. Overholt seconded the motion. Mr. Priest pointed out that the hourly rate of compensation for certified professional accountants has increased to $75.00. To the foregoing motion, Mr. Kott voted "No ". MOTION CARRIED. 78 -147 Anaheim Redevelopment Agency, October 24, 1978, 1:00 P.M.
