RA1965/03/16REDEVELOPMENT AGENCY March 16, 1965, (10:00 A.M.) PRESENT: Mr. Dutton, Mr. Pebley, Mr. Schutte, Mr. Krein and Mr. Chandler. ABSENT: None PRESENT: CITY MANAGER: Keith A. Murdoch. MEMBERS OF THE URBAN RENEWAL ADVISORY COMMITTEE PRESENT: Mr. Harry I. Horn, Chairman. Mr. Morris Martinet, Jr. Mr. Laurence Henderson. Chairman Chandler called the meeting to order and advised that the meeting of March 2, 1965 was adjourned to this date to allow additional time to study Step I Technical Report as submitted by Victor Gruen and Associates. Mr. Frank Hotchkiss of Victor Gruen and Associates referred to the original tracings of illustrations included in said report, which were posted on the east and west walls of the Council Chambers, and requested direction for the Step II Study. In the further refinement of the recommended plan (illustration number 23), Mr. Hotchkiss reported trot Step II will phase the development and redevelopment and will project the estimated cost involved and the recommended method of financing. the plan. Mr. Dutton asked what the estimated time would be to accomplish Mr. Hotchkiss replied that to realize the ultimate plan would take from fifteen to twenty years. However, in his opinion, evidence of the area being improved, interest and strong effects of the plan, and physical change should be noticeable within three to five years. Discussion was also held on financing the project and Mr. Hotchkiss advised that Step II will define alternate costs and thought possible accomplishments could be realized without federal aid or use of the State Redevelopment Law. He reported that to fully implement the plan will require land assembly for public z -use and priv2te re -use, and that any plan will be modified as development proceeds. Mrs. Tambourine, 504 Buttonwood Street, Anaheim, questioned why the Santa Ana Freeway was the only freeway connected with the downtown center area study. Mr. Hotchkiss explained that the regional traffic situation was thoroughly explored, including the Santa Ana Freeway, the Riverside Freeway, and the proposed Orange Freeway. The Santa Ana Freeway appears to be the only freeway considered because it is the route closest to the f area in question, and also the route most in need of correction, as it pertains to crossings and interchanges in order to relieve the existing traffic hardships. Mr. David Collins, 1077 West Ball Road, addressed the agency urging Step II of the study be authorized. He advised that a strong plan must be implemented to attract interest in redevelopment of the downtown area, and in his opinion, the City should move forward in order to be competitive with other Orange County cities. (2) Redevelopment Agency, March 16, 1965 - Continued: Regarding financing the project, Mr. Collins suggested every attempt be made to accomplish the redevelopment without federal funds. However, if it cannot be accomplished by private enterprise, he felt the answer would be auto- matic and public pressure will be brought regarding the use of federal funds. In conclusion, Mr. Collins was of the opinion that when the estimate of cost is presented there should also be presented an estimate of returns to the City. 1 Mr. George Strachan, of the Anaheim Chamber of Commerce, reported that the Board of Directors of the Anaheim Chamber of Commerce has recommended the study be made and proceed to completion in order to analyze a course of constructive action to accomplish redevelopment of the central business area. Mr. Strachan further reported that many inquiries have been made and when it is learned that there is no plan of development, the reluctancy on the part of prospective developers is evident. In his opinion, when a plan is developed and firmed, developers will be very interested. Mr. Harry Horn referred to mistakes made in the past due to the lack of a plan of development. Regarding financing, Mr. Horn advised that whether the plan is fulfilled with state, federal, or local money is a decision to be made after a definite plan is adopted. However, the committee has felt that the program will proceed on a local basis. Mr. Murdoch advised that if phase number two is authorized the agency is making a commitment as to what type of plan will be explored in more detail. Mr. Hotchkiss explained the many factors instrumental in the recomended plan for phase two study (illustration number 23). At the conclusion of the discussion, on motion by Mr. Schutte, seconded J by Mr. Chandler, Victor Gruen and Associates were authorized to continue the study and proceed with phase number two as recommended.
