Maddox REDEVELOPMENT DIRECTOR: Knowlton Fernald Chairman Pro Tem Seymour called the meeting to order at 1:00 P.M. MINUTES: On motion by Mrs. Kaywood, seconded by Mr. Pebley, minutes of the regular meeting held February 4, 1975 and adjourned regular meeting held February 12, 1975, were approved. MOTION CARRIED. STATUS REPORT ON CURRENT PROJECTS, POLICIES OF THE REDEVELOPMENT AGENCY: Mr. Knowlton Fernald advised that his department, in response to the recent items in the press on the matter of their being invited to staff meetings, advised that it was never his intent to preclude the public from participating or receiving this information. He advised that he plans to present a program outline for citizen participation to the Redevelopment Commission at its next meeting and would like to also present this to the Agency for approval on February 25, 1975, at an adjourned regular meeting. He emphasized that it is important to have public input on the Redevelopment Project; that the press will be invited to publicly announced work sessions and that he plans to supplement the press coverage with a full program of citizen participation. Mr. Fernald remarked in reference to the outcome of the joint meeting held February 17, 1975 with the Planning Commission, Redevelopment Commission and City Council on the processing of project applications within Project Alpha Area between these two Commissions, that he is working on a process outline together with Mr. Thompson and Mr. Watts and they expect to have this plan to the City Council /Redevelopment Agency in two weeks. Mr. Fernald reported that the Redevelopment Department has hired two additional people, a third Planner and an Economist, and are currently recruiting for a Relocation Specialist. He outlined the status of negotiations with Dr. Brashears for the proposed office building development, and further noted that they received strong interest from developers regarding three apartment projects, covering a broad spectrum of housing needs from assisted, low - income housing to conventional and higher income type units. He indicated that they have also been contacted by Ralph's Markets/ Federated Department Stores who have expressed a strong interest in locating a market in the downtown redevelopment area. The Redevelopment Department and Commission have been working for some time on a proposal to the Orange County Board of Supervisors for a County Health Department Administration building and are finalizing a tentative proposal which they hope to bring to the Agency for approval on February 25, 1975.
