elevations and a plot plan posted on the wall advising that said
plot plan had been adopted by the Orange Unified School District
and reviewed by the City Fire Marshall's Office.

Zoning Supervisor Annika Santalahti reported that the Zoning
Division had analyzed the plans relative to Scenic Corridor zone
requirements and in most cases, the plans would meet Code. The
plans submitted did not indicate whether there would be any roof-
mounted equipment, which is not allowable in the Scenic Corridor
Zone, nor was the building height shown, maximum building height in
the RS -•A- 43,000 Zone would be 25 feet in that area. She outlined
the allowable signing for properties in the Scenic Corridor Zone,
noting that signing was not indicated on the plan.
Miss Santalahti further reported that the Traffic Engineer had
indicated that the driveways entering the property from Imperial
Highway and Nohl Ranch Road were satisfactory as projected, however,
he objected to a pedestrian walkway proposed to be located below the
most southerly driveway, generally aligned with the Library pad, which
would be inappropriate as it would encourage people to cross the street
at a point where there would be no painted pedestrian walkway.
In response to question by Commissioner Kaywood, Mr. Landa ad-
vised that the former projected access point near the Library site
had been closed.
Commissioner Kaywood pointed out that any further plans should
automatically be brought to the City staff for review as they become
available.
City Attorney Alan Watts reported that the School District had
not taken action to execute the agreement. Pursuant to letter from
Deputy City Attorney Malcolm Slaughter, dated September 26, 1975, the
draft agreement was revised in two respects: Section B, ss 201,
stating "Agency shall pay to School District the amount of ONE HUNDRED
AND NINETY THOUSAND DOLLARS ($190,000.00) on the sixtieth day following
award of the contract for constructing the elementary school facility
described in Section 100 ", amended to provide payment on the sixtieth
day following award of the contract for grading. In Section C, ss 300,
a period was placed after the word "project" in the third line, with
the balance of the sentence being stricken from the draft agreement.
On the recommendations of the City Attorney, Commissioner Kaywood
moved that approval by the Redevelopment Agency of the draft_ agreement
with the Orange Unified School District be continued two weeks
(October 14, 1975). Commissioner Thom seconded the motion. MOTION
CARRIED.
RESOLUTION NO. CDC75 -43 On the recommendation. of the Redevelopment
Director, Commissioner Sneegas offered Resolution No. CDC75 -43 for
adoption.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION ACTING AS THE
ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF
A SECOND AMENDMENT TO AGREEMENT GRANTING AN EXCLUSIVE RIGHT TO
NEGOTIATE FOR THE REDEVELOPMENT OF CERTAIN REAL PROPERTY. (Dr.

Agency or the Anaheim Housing Authority, Chairman Thom entertained a
motion to adjourn the Community Development Commission.
ADJOURNMENT: Commissioner Sneegas moved to adjourn. Commissioner
Kaywood seconded the motion. MOTION CARRIED.

Chairman Thom called the regular meetin of the Anaheim Community Development
Commission to order at 1:04 P.M. for the purpose of sitting as the Anaheim
Redevelopment Agency and the Anaheim Housing Authority.
MINUTES: On motion by Commissioner Thom, seconded by Commissioner Sneegas,
Minutes of the regular meeting held September 30, 1975, were approved.
Councilman Seymour absent. MOTION CARRIED.
I. ANAHEIM REDEVELOPMENT AGENCY: The following matters were considered by the
Anaheim Redevelopment Agency:
NORTHEAST INDUSTRIAL AREA DRAINAGE CONSTRUCTION PLAN - COST REVENUE ANALYSIS:
Report on cost revenue analysis of the northeast industrial area (canyon)
drainage construction plan dated September 25, 1975, was submitted (copies
furnished each Commissioner). Community Development Director Knowlton Fernald
advised that the Community Redevelopment Commission approved the recom-
mendations contained in said report, prepared by the Redevelopment Department
in coordination with the City Engineering Division and Planning Department.
Commissioner Kaywood suggested that if privately owned land in this canyon
area were sold at higher prices because of the availability of a drainage
system, the proposed drainage fees be derived from the additional profits.
mr. Fernald reported that it was the recommendation of the Redevelopment
Commission that drainage fees be established by the City Council in the amount
of $2,000 per acre. In many cases, the land was presently developable, and he
was of the opinion that a market price is determined in the free market.
Further, it would not be feasible for the Agency to become involved in any
attempt to control the price of land.
