Chairman Thom called the Regular Meeting of the Anaheim Community
Development Commission to order at 1:00 P.M. for the purpose of
sitting as the Anaheim Redevelopment Agency and the Anaheim
Housing Authority.
MINUTES On motion by Commissioner Kaywood, seconded by Commissioner
Thom, minutes of the Regular Meetings held November 25 and December 16,
1975, and Adjourned Regular Meeting held November 25, 1975, were
approved. MOTION CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION:
Demands against the Redevelopment Agency and the Housing Authority,
in the amounts of $493.45 and $5,866.49 respectively, in accordance
with the 1975 -76 Budget, were approved.
I. ANAHEIM REDEVELOPMENT AGENCY The following matters were con -
sidered by the Anaheim Redevelopment Agency.
CONSULTING CIVIL ENGINEERING SERVICES- REDEVELOPMENT AGENCY: Mr. D'Urso
briefed the contents of the Community Development Department staff.
report dated December 5, 1975 (copies furnished each Commissioner),
noting that a broad scope of services is being contemplated in con -
nection with the proposed addition of consulting civil engineering
services for the Redevelopment Agency, as listed in Item 3 of said
report. Seven different firms were invited to submit proposals,
with TOUPS Corporation, VTN, Engineers Architects Planners, and
Willdan Associates submitting proposals. It was the recommendation
of the staff that Willdan Associates be employed by the Redevelopment
Agency, based on a review of the proposals noting that quoted prices
of labor rates for personnel expected to be employed were indicated
to be in the same range, and on the close proximity of this firm to
the City Offices generating a savings in reduced travel time and
expenses,. and the proposal to provide 12 hours each month in attending
meetings held or sponsored by the Community Development Department.
In response to question by Commissioner Sneegas, Mr. D'Urso
reported that 3 financial items were included in the proposed con-
tract, 1 being a basic retainer of $200.00 per month, which includes
a principal engineer as consultant and the guaranteed 12 hours
monthly attendance at meetings; a provision for time and materials
which cannot be precisely identified at the present time; and a
provision for designated construction projects to be by written
authorization only, the fixed fee for which would be based on the
ASCE curve.
Commissioner Sneegas moved that the proposal to employ Willdan
Associates as Consulting Civil Engineers for the Redevelopment
Agency be approved in concept, and that the City Attorney be in-
structed to prepare the necessary agreement. Commissioner Kaywood
seconded the motion. Due to a possible conflict of interest, Com-
missioner Thom abstained from voting on this issue. MOTION CARRIED.
RESOLUTION NO. CDC75 -58: On report and recommendation by the Cit
Attorney, Commissioner xaywood offered Resolution No. CDC75 -58 for
adoption.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION, ACTING AS
THE ANAHEIM REDEVELOPMENT AGENCY, ASCERTAINING AND DETERMINING
THE PREVAILING RATE OF WAGES TO BE PAID FOR EACH CRAFT, OR TYPE
OF WORKMAN, OR MECHANIC NEEDED FOR PUBLIC WORKS CONTRACTS, IN THE
CITY OF ANAHEIM.

II. ANAHEIM HOUSING AUTHORITY The following matter was considered by
the Anaheim Housing Authority:
RESOLUTION NO. CDC75 -59 On report and recommendation by the City
Attorney, Commissioner Kaywood offered Resolution No. CDC75"59 for
adoption.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION, ACTING AS THE
ANAHEIM HOUSING AUTHORITY, ASCERTAINING AND DETERMINING THE PREVAILING
RATE OF WAGES TO BE PAID FOR EACH CRAFT, OR TYPE OF WORKMAN, OR
MECHANIC NEEDED FOR PUBLIC WORKS CONTRACTS,, IN THE CITY OF ANAHEIM.

ADJOURNMENT Commissioner Sneegas moved to adjourn. Commissioner
Kaywood seconded the motion. MOTION CARRIED,
