A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING SPECIFIC PLAN NO. 92-1 FOR THE
DISNEYLAND RESORT AND AMENDING RESOLUTIONS NO.
93R-107, 93R-146 AND 93R-147 ACCORDINGLY.
WHEREAS, pursuant to the procedures set forth in Chapter
18.93 of the Anaheim Municipal Code, the City Council of the City
of Anaheim has heretofore adopted its Resolution No. 93R-146
approving The Disneyland Resort Specific Plan No. 92-1 and
Resolution No. 93R-147 approving Zoning and Development Standards
with conditions of approval for Specific Plan No. 92-1; and
WHEREAS, in connection with adoption of Specific Plan No.
92-1 (The Disneyland Resort), the city Council adopted Resolution
No. 93R-107 certifying Environmental Impact Report No. 311, with a
Statement of Overriding Considerations, and adopting Mitigation
Monitoring Program No. 0067; and
WHEREAS, Specific Plan No. 92-1 includes two optional
parking configurations for the East Parking Area of the Parking
District of The Disneyland Resort and contemplates that one of said
parking configurations would be selected prior to construction of
the public parking facilities in the East Parking Area as part of
The Disneyland Resort Project; and
WHEREAS, pursuant to Chapter 18.93 of the Anaheim
Municipal Code, Disney Development Company submitted a request
dated December 27, 1993, that the Planning Commission initiate
Amendment No. 1 to Specific Plan No. 92-1; and
WHEREAS, Amendment No. 1 to Specific Plan No. 92-1 does
consider the following:
1. Redesignation of approximately nine acres in the
East Parking Area of the Parking District of The Disneyland Resort
Specific Plan to a new District A, removal of District A acreage
from the C-R Overlay and the East Parking Area Option, and removal
of public parking facilities as a permitted use in District A;
2. Revisions to The Disneyland Resort Specific Plan, to
continue to permit development of permitted and conditionally
permitted uses allowed by the existing C-R (Commercial Recreation)
Zone as set forth in Chapter 18.48 of the Anaheim Municipal Code,
as it currently exists or may be amended or superseded in the
future in District A, which revisions would be consistent with
existing provisions for the C-R Overlay of the Disneyland Resort;
3. Revisions to text and exhibits in The Disneyland
Resort Specific Plan document to reflect the new District A and
revisions to the Specific Plan associated therewith; and
WHEREAS, on January 24, 1994, the Planning Commission by
Resolution No. PC94-11 initiated the city of Anaheim's
consideration of Amendment No. 1 to Specific Plan No. 92-1; and
WHEREAS, on February 23, 1994, the City Planning
Commission did hold a public hearing upon Amendment No. 1 to
Specific Plan No. 92-1, notice of which hearing was given in the
manner required by law; and
WHEREAS, said Commission, after due inspection,
investigation and study made by itself and in its behalf, and after
due consideration of all evidence and reports offered at said
hearing, did adopt its Resolution No. PC94-23 recommending to the
City Council the adoption of Amendment No. 1 to Specific Plan No.
92-1 and Resolution No. PC94-24 recommending amendment of Chapter
18.78 Specific Plan No. 92-1 Zoning and Development Standards (The
Disneyland Resort) as specifically shown on Attachment E of the
February 23, 1994, staff report to the Planning Commission on file
in the Planning Department and incorporated herein by this
reference ("Attachment E"); and
WHEREAS, the City Council did hold a public hearing upon
Amendment No. 1 to Specific Plan No. 92-1, notice of which hearing
was given in the manner required by law; and
WHEREAS, the City Council, after due consideration of the
recommendations and findings of the Planning Commission set forth
in Planing Commission Resolution No. PC94-23 and PC94-24, and all
evidence, testimony and reports offered at said hearing does hereby
find that Amendment No. 1 is consistent with Specific Plan No. 92-
1, and further finds that:
1. Amendment No. 1 to Specific Plan No. 92-1 implements
the City of Anaheim's selection of one of the two optional parking
configurations which were fully analyzed and considered as part of
The Disneyland Resort Project in Final EIR No. 311 with the
Statement of Findings and Facts and Statement of Overriding
Considerations and the corresponding Mitigation Monitoring Program
No. 0067, certified and adopted on June 22, 1993, which selection
was contemplated as part of The Disneyland Resort Project, and
further finds that there is no evidence that Amendment No. 1 to
Specific Plan No. 92-1 would result in any additional environmental
effects and no evidence of any new information or any circumstances
requiring any additional review pursuant to the California
Environmental Quality Act and that previously certified EIR No. 311
is adequate to serve as the required environmental documentation
for the proposed amendment;
2. The property covered by the specific plan has unique
site characteristics including topography, location and
surroundings which will be enhanced by the special land use and
development standards of the specific plan;
3. The specific plan is consistent with the goals and
policies of the General Plan and with the purposes, standards, and
land use guidelines therein;
4. The specific plan results in development of
desirable character which will be compatible with existing and
proposed development in the surrounding neighborhood;
5. The specific plan contributes to a balance of land
uses; and
6. The specific plan respects environmental and
aesthetic resources consistent with economic realities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim as follows:
1. That Resolution Nos. 93R-107 and 93R-146 be, and the
same are hereby, amended to revise the first paragraph of
Mitigation Measure No. 3.10.1-8 in Mitigation Monitoring Program
No. 0067 as set forth in Attachment D of the February 23, 1994,
staff report to the Planning Commission, on file in the Planning
Department, as follows:
"The EIR identifies the following equipment in connection
with the Project, other development within the C-R
Overlay and District A of The Disneyland Resort Specific
Plan Area, and cumulative development in the Commercial
Recreation Area:"
2. That Resolution Nos. 93R-147 and No. 93R-148 be, and
the same are hereby, amended to revise and add conditions of
approval to the Disneyland Resort Specific Plan No. 92-1 as
follows:
A) Amend the Terms and Conditions in the introduction
to the Conditions of Approval to read:
"2. Property Owner/Developer: Any owner or
developer of real property within The Disneyland
Resort Specific Plan area, including the C-R Overlay
Area and District A."
B) Amend Condition No. 27 to read:
"That no development shall occur unless such
development is substantially in accordance with The

Disneyland Resort Specific Plan No. 92-1, Amendment
No. 1 document on file with the Planning Department
and marked Exhibit A, Amendment No. 1."
C) Amend Condition No. 34 to read:
"That the location and configuration of all lighting
fixtures including ground-mounted lighting fixtures
utilized to accent buildings, landscape elements, or
to illuminate pedestrian areas in the Hotel
District, Parking District and development in the
C-R Overlay Area and in District A, shall be shown
on all Final Site Plans. All proposed surface
parking area lighting fixtures shall be down-lighted
with a maximum height of twelve (12) feet adjacent
to any residential properties. All lighting
fixtures shall be shielded to direct lighting toward
the area to be illuminated and away from adjacent
residential property lines. All lighting fixtures,
types and locations shall be identified on the plans
submitted for building permits."
D) Add new Condition No. 68 to read:
"That completion of these 'Amendment No. 1 to
Specific Plan No. 92-1' proceedings is contingent
upon approval and adoption of General Plan Amendment
No. 336 by the City Council."
E) Add new Condition No. 69 to read:
"That within thirty (30) days of the City Council's
action, the applicant shall provide the Planning
Department with one (1) copy of an amended Specific
Plan document reflective of the City Council's
action. Upon the Planning Department's review and
approval of the amended pages as being in
conformance with the City Council's action, five (5)
copies of the amended document and fifty (50) copies
of the final amended pages, including one master set
suitable for reproduction, shall be provided by the
applicant to the Planning Department."
F) Add new Condition No. 70 to read:
"That development within District A shall be in
compliance with the Conditions of Approval set forth
in Ordinance No. 5377, as amended herein
(introductory sections to conditions of approval,
Condition Nos. 27 and 34); the new Condition Nos.
68, 69 and 70; and the mitigation measures set forth
in the adopted Mitigation Monitoring Program No.

0067, as amended herein (Mitigation Measure No.
3.10.1-8) ."
3. That Specific Plan No. 92-1, including but not
limited to all applicable Exhibits thereto, be, and the same is
hereby, amended as shown on Attachment E.
BE IT FURTHER RESOLVED that, except as expressly amended
herein, Resolution Nos. 93R-107, 93R-146 and 93R-147 and Specific
Plan No. 92-1 shall remain in full force and effect.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 22ndday of March,994.
