MINUTES On motion by Commissioner Thom, seconded by Commissioner Kaywood, minutes of the Regular Meeting held January 27, 1976, were approved. Commissioner Sneegas abstained from voting on the motion. Commissioner Seymour absent. MOTION CARRIED. REPORT- FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION: Demands against the Redevelopment Agency and the Housing Authority, in the amounts of $6,617.48 and $82.75 respectively, in accordance with the 1975 -76 Budget, were approved. ANAHEIM REDEVELOPMENT AGENCY The following matters were considered by the Anaheim Redevelopment Agency: DOWNTOWN URBAN ENERGY AND RESOURCES MAN AGEMENT STUDY - AEROSPACE,CORP At the regular meeting held December 16, 1975, the Redevelopment Agency by motion instructed the staff to prepare an agreement with Aerospace Corporation for preparation of a handbook containing energy conservation criteria and guidelines for construction and rehabilita- tion of buildings for energy efficiency, and for coordination, administrative and consulting services for the initiation of an Energy Conservation and Resource Management Study for downtown, in the total amount of $25,000. City Attorney Alan Watts reported that the agreement has been prepared, providing for the consulting firm to be paid on an hourly basis, plus out -of- pocket expenses, with the total not to exceed $25,000. RESOLUTION NO, CDC76 -8 : Commissioner Sneegas offered Resolution No. CDC76 -8 for adoption, authorizing execution of an agreement with Aerospace Corporation as recommended by the City Attorney. Paragraph 5 would provide that a person working in two or more job classifications in the same period be paid at the highest rate worked, including foremen super- vising more than two classifications. Paragraph 6 would provide that an employee performing in a job classification which is unlisted be paid not less than the rate specified for the highest paid job class listed. CDC75 -58 BY ADDING THERETO PARAGRAPHS 5 AND 6, PERTAINING TO THE PREVAILING RATE OF WAGES TO BE PAID FOR EACH CRAFT, OR TYPE OF WORKMAN, OR MECHANIC NEEDED FOR PUBLIC WORKS CONTRACTS, IN THE CITY OF ANAHEIM. II. ANAHEIM HOUSING AUTHORITY The following matters were considered by the Anaheim Housing Authority: HUD SECTION 8 UPDATE - REPORT, JANUARY 1976 Housing Director Rosario Mattessich summarized his January 1976 Report (copies furnished each Commissioner), advising that for the 200 units allocated during the first year of the program, 500 applications were received over a period of approximately five months; that 37 certificates of family participation were issued in January, with approximately 30% for non - elderly families, and 70% for elderly families in accordance with ratios for the City's total allocation; that out of the 162 total certificates issued, 33 had been cancelled for various reasons. He gave a breakdown of minority percentages and reminded Commissioners that applications had been suspended January 15, 1975, pending imple- mentation of the second year's program allocation. Turning to Page 2 of his January report, Mr. Mattessich noted the recommendation that the Housing Authority approve participation in the Apartment Association of Orange County Trade Show by sponsor ing an exhibition booth for two days (June 19 and 20, 1976) at the Anaheim Convention Center, cost of $250.00 to be prorated between the Orange County Housing Authority and the Anaheim Housing Authority. He noted this would afford an opportunity for the Housing Authority representatives to contact more Anaheim apartment owners and insure their familiarity with the program to afford greater cooperation and participation. He pointed out that for each allocated unit, $275.00 is available for related activities. She suggested deferring any action on said request to approve participation in the Trade Show for approximately two weeks. No action was taken at this time. RESOLUTION NO.
