Chairman Thom called the Regular Meeting of the Anaheim Community
Development Commission to order at 1 :00 P.M. for the purpose of
sitting as the Anaheim Redevelopment Agency and the Anaheim Hous-
ing Authority.
MINUTES: On motion by Commissioner Sneegas, seconded by Commissioner
Thom, minutes of the Regular Meetings held March 23 and March 30,
1976, were approved, with a correction to the March 30 minutes,
page 2, the last sentence of the third paragraph to read: "The
Courts will not grant injunctive relief where there is an adequate
remedy at law." Commissioners Kaywood and Seymour absent. MOTION
CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION:
Demands against the Redevelopment Agency and the Housing Authority,
in the amounts of $37,289.76 and $426.84, respectively, in accord-
ance with the 1975 -76 Budget, were approved.
I. ANAHEIM REDEVELOPMENT AGENCY: The following matter was con-
sidered by the Anaheim Redevelopment Agency:
ANAHEIM INTRACITY TRANSPORTATION SYSTEM STUDY,- PARSONS, BRINKERHOFF,
QUADE & DOUGLAS, INC.: At the direction of the Redevelopment Agency
on December 23, 1976, an ad hoc committee of various City commis-
sioners and staff members interviewed prospective consultants to
undertake a study entitled, "Anaheim Intracity Transportation Sys -
tem- Multimodal Transportation Center and Disneyland /Convention
Center /Stadium to Downtown Feeder- Connector Link ", and recommended
the selection of Parsons, Brinkerhoff, Quade & Douglas, Inc. Action
was taken by the Redevelopment Agency March 2, 1976, instructing
the Planning and Community Development Commission staffs to nego-
tiate a contract with that firm.
(Commissioner Kaywood entered the Council Chamber, 1 :05 P.M,)
Mr. McDaniel reported that the contract has been negotiated,
and he outlined the terms thereof for Phases 1 and 2 of the study,
as previously discussed. It is estimated that both of these phases
can be completed in thirty weeks. Two agreements are involved, one
between the City of Anaheim and Parsons, Brinkerhoff, Quade &
Douglas, Inc., and a second between the City of Anaheim and the
Redevelopment Agency, the latter being a reimbursement agreement
for payment of the maximum $75,000 compensation to the consultant
at a ratio of 75% by the Redevelopment Agency and 25% by the City.

Anaheim Redevelopment Agency, Continued:
Should Phase 2 of the study not include a feeder - connector
link between the downtown redevelopment project and some other
portion of the city, it would be appropriate for the Agency not
to be obligated to pay any portion of the Phase 2 costs. Terms
of the reimbursement agreement provide that the Agency shall pay
the $56,250 (75% of the consultant fees) to the City upon execu-
tion of the agreement for use by the City in making progress pay-
ments to the consultant, subject to the Agency being entitled to
a pro -rata share of funds not expended in that agreement.
RESOLUTION NO. CDC76 -13: Commissioner Thom offered Resolution
No. CDC76 -13 for adoption.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION, ACTING AS
THE ANAHEIM REDEVELOPMENT AGENCY, APPROVING THE TERMS AND CONDI-
TIONS OF AN AGREEMENT WITH THE CITY OF ANAHEIM.

Chairman Thom declared Resolution No. CDC76 -13 duly passed and
adopted.
..... There being no further business before the Anaheim Redevelopment
Agency or the Anaheim Housing Authority, Chairman Thom entertained
a motion to adjourn the Community Development Commission.
ADJOURN1 Commissioner Kaywood moved to adjourn. Commissioner
Thom seconded the motion. Commissioner Seymour absent. MOTION
CARRIED.
