Chairman Thom called the Regular Meeting of the Anaheim Community
Development Commission to order at 1 :00 P.M, for the purpose of
sitting as Lne Anaheim Redevelopment Agency and the Anaheim Housing
Authority.
MINUTES: Approval of the minutes of the Regular Meeting held May 4,
1976, was deferred one week.
REPORT - FINANCIAL DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSIOT
Demands against the Redevelopment Agency and the Housing Authority,
in the amounts of.$8,302.01 and $308.00 respectively, in accord-
ance with the 1975 -76 Budget, were approved.
I. ANAHEIM REDEVELOPMENT AGENCY: The following matter was considered �..
by the Anaheim Redevelopment Agency :.
PROPOSED PARTICIPATION AGREEMENT - HANCOCK LABORATORIES INC. Mr.
D'Urso, using slide photographs displayed on the east wall of the
Council Chamber, advised that Hancock Laboratories, located on the
north side of La Palma Avenue, approximately 800 feet east of
Lakeview Avenue, intends to expand its facilities onto its parcel
immediately to the north, which extends east of the northerly
extension of Hancock's present easterly property line, to an exist-
ing 32 foot easement for right -of -way. In order to gain access to
the expanded facility, a 64 -foot roadway is proposed to enter from
La Palma Avenue along an adjoining frontage parcel owned by Canteen
Corporation, extending along the east boundary of the area where the
expansion will take place. He indicated that owners of one of the
five landlocked parcels further to the north have expressed their
interest in extending the proposed roadway for access to their
property.
Mr. D'Urso related that at one time the City had an agreement
to install a right -of -way along the easterly boundary of the Canteen
Corporation property, lining up with that portion of the proposed
access road to the north, and a 32 -foot easement was dedicated by
the Hancock Laboratories therefor. Due to the lack of dedication
from one or two of the affected property owners, the road was never
developed. A slight realignment is now proposed, as shown on the
map designated Attachment 4, attached to the proposed draft agree-
ment. It was noted that the construction of the roadway from
La Palma Avenue to the northerly boundary of the expansion area
would cost the City approximately $48,000, and Mr. D'Urso advised
that Mr, Warren Hancock, owner of Hancock Laboratories, Inc., was
present and would answer any questions by the Redevelopment Agency
members.

Anaheim Redevelopment Agency, Continued:
In response to question by Commissioner Seymour, Mr. D'Urso
reported that the total cost of the investment involved would be
$12 million; therefore the tax increment would amount to somewhat
less than $40,000 per year. The recommendation was to execute a
participation agreement with Hancock Laboratories, Inc.,'with a
commitment by the City to complete the road construction within
one year. At a later date, an agreement would be executed to
acquire right -of -way and commence construction.
Responding to question by Commissioner Kott, Mr. D'Urso
explained that Hancock Laboratories, Inc. would be paying one -
half the cost of the road construction to the centerline, and the
same would be expected of other property owners to the north,
should the road be extended at a later time.
On the recommendation -of the Community-Redevelopment Commis -
$ion, CommimsioneroSeymour moved that staff be instructed to
prepare -a participation agreement -with Hancock -Laboratories.'Inc.
as recommended. Commissioner Thom seconded the motion. MOTION
CARRIED.
ADJOURNMENT: There being no further business before the Anaheim
Redevelopment Agency or the Anaheim Housing Authority, Commissioner
Kaywood moved to adjourn. Commissioner Kott seconded the motion.
