Chairman Thom called the Regular Meeting of the Anaheim Community
Development Commission to order at 1 :00 P.M, for the purpose of
sitting as the Anaheim Redevelopment Agency and the Anaheim Hous-
ing Authority.
MINUTES: On motion by Commissioner Kaywood, seconded by Commissioner
Thom, minutes of the Regular Meetings held May 4 and 11, 1976, were
approved. MOTION CARRIED.
REPORT - FINANC
DEMANDS AGAINST THE COMMUNITY DEVELOPMENT COMMISSION:
Demands against the Redevelopment Agency and the Housing Authority,
in the amounts of $2,046.36 and $1 respectively, in accord-
ance with the 1975 -76 Budget, were approved.
I. ANAHEIM REDEVELOPMENT AGENCY: The following matters were con-
sidered by the Anaheim Redevelopment Agency:
RESOLUTION NO. CDC76 -18 - EXTENSION OF AEROSPACE CORPORATION CONTRACT:
On the recommendations of the Community Redevelopment Commission,
Commissioner Thom offered Resolution No. CDC76 -18 for adoption,
extending the Redevelopment Agency's contract with Aerospace Corpora-
tion for consulting services in the preparation of an Initial Energy
and Resources Management Plan for the Downtown Project Alpha area,
and energy and resources management handbooks for said area, said
extension to be at no cost to the City.
A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION, ACTING AS THE
ANAHEIM REDEVELOPMENT AGENCY, APPROVING THE TERMS AND CONDITIONS OF
THE FIRST ADDENDUM TO AGREEMENT. (Aerospace Corp.)

Chairman Thom declared Resolution No. CDC76 -18 duly passed and
adopted.
Commissioner Seymour stated his foregoing "No" vote was in con-
tinuity with his "No" vote on the original contract.
PROPOSED DOWNTOWN AREA CLEAN -UP PROJECT: Mr. William Lewis, Streets
and Sanitation Superintendent for the Public Works Department,
reported that a letter dated February 9, 1976, had been received
from Mr. William S. Woods, Chairman of the Project Area Committee
(PAC) regarding housekeeping problems in the Downtown Project Alpha

area. A sidewalk, alley and parking lot clean -up campaign has been
proposed, necessitating purchase of equipment to sweep sidewalks,
alleys and parking lots in the commercial areas on a regular and
routine basis, and upgrading and increasing the number of public
trash containers; said equipment to cost $10,235.30, as outlined
in the Streets and Sanitation Division report dated April 27, 1974.
Also noted was an alternate lease - purchase plan for the equipment
outlined in the report. It is proposed to utilize federally funded
personnel to effect the program. The area to be included in the
project was outlined, generally located between Atchison Street and
Harbor Boulevard, and between Cypress Street and Broadway.
In response to Commissioner Roth, Mr. Lewis advised that door-
ways of commercial establishments would be hand - cleaned to avoid
leaving debris from the sidewalk sweeping process.
Responding to question by Commissioner Kott, Mr. Lewis reported
that currently, streets in the area are swept six times each week;
however, sidewalks in front of the many unoccupied buildings are not
being cleaned, and-soil onto those walks in front of premises
which are occupied. The City's alley cleaning is done when it can
be fitted into the street sweeping activities, and also in response
to complaints.
Commissioner Kott expressed concern that the proposed activity
would, in effect, constitute cleaning private property.
Commissioner Roth was of the opinion that the program has some
merit, due to the many vacant buildings in the area.
Commissioner Seymour concurred, however expressed concern that
the proposed source of funding might be a misuse of redevelopment
funds, and he suggested that the project be funded out of general
funds.
The City Attorney advised that he had submitted a legal opinion
to PAC that 'the program.would not be an appropriate use of redevelop-
ment funds.
On motion by Commissioner Seymour, seconded by Commissioner
Kaywood, the proposed Downtown Clean -up Program was continued for
consideration by the City Council at the 1:30 p.m. Regular Meeting
to be held this date. MOTION CARRIED.
II. ANAHEIM HOUSING AUTHORITY: The following matter was considered
by the Anaheim Housing Authority:
HUD SECTION 8 UPDATE - REPORT, APRIL, 1976: Mr. Mattessich briefly
summarized his report for April, 1976 (copies furnished each Commis-
sioner), advising that an equal number of certificates were issued
to senior citizen and family participants, however approximately
7 out of 10 senior citizen certificate holders have leased housing
units through the program, while 4 out of 10 family participants
were successful; and leasing assistance for families has been at a
lower rate, due to the unavailability of suitable units in the rent
range that can be approved by the City. All ten minority families
holding certificates were successful in leasing units. Also briefly
summarized was supplementary report illustrating the status of the
Housing Assistance Program as of April 30, 1976.

Mr. Mattessich further reported that the final proposal for
the Village Center senior citizen apartments has been submitted
to HUD this date.
ADJOURNMENT: There being no further business before the Anaheim
Redevelopment Agency or the Anaheim Housing Authority, Commissioner
Kaywood moved to adjourn. Commissioner Roth seconded the motion,
MOTION CARRIED.
