A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM APPROVING THE FEBRUARY 17, 1994 LETTER
OF UNDERSTANDING BETWEEN THE CITY OF ANAHEIM
AND THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL
WORKERS, LOCAL 47 AND AMENDING RESOLUTION
NO. 93R-34 WHICH ESTABLISHED RATES OF COMPENSATION
FOR CLASSES ASSIGNED TO THE INTERNATIONAL
BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47
WHEREAS, the Acting Human Resources Director has recommended in a staff
report dated March 1, 1994, that City Council approve the February 17, 1994 Letter of
Understanding between the International Brotherhood of Electrical Workers and the City
of Anaheim over the matter of salary relationships for the classifications of Water System
Operator and Senior Water System Operator; and
WHEREAS, the Acting Human Resources Director has recommended in a staff
report dated March 1, 1994, that Resolution No. 93R-34 be amended in the manner
hereinafter set forth, effective March 11, 1994; and
WHEREAS, as a result thereof, the need exists to amend Resolution No. 93R-34
which established rates of compensation for classes assigned to the International
Brotherhood of Electrical Workers, Local 47; and
WHEREAS, the City Council of the City of Anaheim does find that the
aforementioned amendment is in the best interest of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Anaheim that the February 17, 1994 Letter of Understanding between the International
Brotherhood of Electrical Workers and the City of Anaheim over the matter of salary
relationships for the classifications of Water System Operator and Senior Water System
Operator is hereby approved.
BE IT FURTHER RESOLVED that effective March 11, 1994 the basic
compensation plan for all officers and employees of the City of Anaheim who are now
employed or will be employed in the future in the classifications listed below shall be
allocated to the following salary schedule in the Salary Schedule Master.

AND BE IT FURTHER RESOLVED that the effective date of said amendments
to Resolution No. 93R-34 is March 11, 1994;
AND BE IT FLIRTHER RESOLVED that all provisions of the Memorandum of
Understanding between the City of Anaheim and the International Brotherhood of
Electrical Workers, Local 47 apply to the foregoing classifications;
AND BE IT FURTHER RESOLVED that except as amended herein, this action
does not otherwise affect the term or duration of Resolution 93R-34.
THE FOREGOING RESOLUTION is approved and adopted by the City
Council the 1st day of March , 1994.

2. Water System Operator and Senior Water System Operator shall
be treated the same as other classifications listed in Article 17
and Appendix "A" of'the t BEW Memorandum of Understanding
for purposes ol:'gcneral adjustments to pay rates and pay ranges.
Water System Opermor and Senior Water System Operator will
be subject to the same pay range and pay rate adjnstmcnts as
warranted by the salary relationship/benclnnark association of
each of thcse classifications.
3. This letter ofundcrstanding and agreement to change the salary
~ . relationships of Water System Operator and Senior Water
System Operator will not require ti~at the City of Anaheim make
any changes to the recruitment process which closed to the
acceptance of applications on November 10, 1993. The City of
Anaheim will not be required to change or reissue the
recruitment bulletia fbr Water System Operator or Senior Water
System Operator just because this letter of understanding and
agreement changes the pay relationships for these classifications.
After the recnfitments are complete for Water System Operator
and Senior Water System Operator the City of Anaheim will pay
the employees recruited into those classifications at pay rates in
accordance with the pay relationships contained in this letter of
understanding and agreement.

4. This letter of understanding and agreement does not address the
working conditions, operational and implementation issues of
concern to the parties relative to the installation of new
classifications of Water System Operator and Senior Water
System Operator. The parties agree to rely upon the provisions
of the existing Memorandum of Understanding as the
appropriate mechauism for addressing such issues as they arise.
5. The parties confirm that there continue to be differences of
opinion with respect to what, if any, special meet and confer
obligations exist when new job classifications are established
during a period of time when general negotiations are ongoing
for a new Memorandum of Understranding between the City of
Pmaheim and IBEW. Both the City and IBEW expressly reserve
the fight to assert in the future whatever legal positions they
deem appropriate. In addition, it is agreed that by getting
together on January 4, 1994 neither the City nor the IBEW has
waived any legal position that may exist concerning this
particular issue.
