A RESOLUTION OF THE ANAHEIM REDEVELOPI.7ENT
AGENCY CERTIFYING THE FINAL SUBSEQUENT
ENVIRONMENTAL IMPACT REPORT FOR THE SECOND
AMENDMENT TO THE REDEVELOPMENT PLAN FOR
REDEVELOPMENT PROJECT ALPHA AND DETERIVtIN-
ING THAT THE AMENDMENT t ^TILL NOT HAVE A
SIGNIFICANT EFFECT OR SUBSTANTIAL ADVERSE
IMPACT ON THE ENVIRONMENT.
WHEREAS, a Draft Subsequent Environmental Impact Report
for the proposed Second Amendment to the Redevelopment Plan for
Redevelopment Project Alpha has heretofore been prepared and cir-
culated for comment pursuant to the California Environmental
Quality Act of 1970 (CEQA), and State and local regulations and
guidelines adopted pursuant thereto; and
WHEREAS, a duly noticed joint public hearing was held
on said Report by the Anaheim Redevelopment Agency, the City
Council of the City of Anaheim, and the Community Redevelopment
Commission of the City of Anaheim on November 23, 1976, in conjunc-
tion with the joint public hearing on the proposed Second Amendment
to the Redevelopment Plan for the Project, at which time all per-
sons were given an opportunity to be heard; and
WHEREAS, a Final Subsequent Environmental Impact Report
for said Amendment has been prepared pursuant to said statutes,
regulations and guidelines.
NOW, THEREFORE, BE IT RESOLVED AND CERTIFIED by the
Anaheim Redevelopment Agency as follows:
1. The Agency hereby certifies that the Final Subsequent
Environmental Impact Report for the proposed Second Amendment to
the Redevelopment Plan for Redevelopment Project Alpha has been
prepared and completed in compliance with said Act and said State
and local regulations and guidelines adopted pursuant thereto.
2. The Agency hereby further certifies that the information
contained in the Final Subsequent Environmental Impact Report for
said Amendment has been reviewed and considered by the members of
the Agency Board.
3. The Agency hereby further finds and determines as follows
with respect to the adverse environmental effects detailed in the
Final Subsequent Environmental Impact Report:
(a) That the adverse environmental effects of the
Amendment set forth in the Environmental Report
have been considered and recognized by the
Agency.
(b) That based upon the information contained in the
Final Subsequent Environmental Impact Report,
most of said adverse environmental effects are
either of short -term duration or can be adequately
mitigated as shown in the Report.

(c) That as to those adverse environmental effects of
the Amendment which cannot be completely mitigated,
the public health, safety and general welfare would
best be served by the adoption of the Amendment be-
cause of the overriding economic and social values
of the Amendment set forth in detail in the Report
to the City Council prepared by the Community Rede-
velopment Commission on the Amendment, which Report
accompanied the submission to the Council of the
proposed Second Amendment including, but not limited
to, pages 2 to 26 inclusive, of said Report, which
contain the Reasons for Amendment of the Redevelop-
ment Plan and the Physical, Social and Economic
Conditions existing in the affected part of the
Project area.
4. The Agency hereby finds and determines that said Amend-
ment will not have a substantial adverse impact on the environment.
THE FOREGOING RESOLUTION is approved and signed by

ment Agency held on the 23rd day of November, 1976, by the following

AND I FURTHER CERTIFY that the Chairman of the Anaheim Redevelopment
