A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY MAKING CERTAIN FINDINGS IN COMPLIANCE
WITH THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT (CEQA) WITH RESPECT TO THE ENVIRONMENTAL
IMPACTS OF THE RIVER VALLEY REDEVELOPMENT
PROJECT
WHEREAS, the Anaheim Redevelopment Agency has
prepared, or caused to be prepared, and has certified the
following Environmental Impact Reports in conjunction with the
General Plan Amendments which were adopted for properties
within the area of the proposed River Valley Redevelopment
Project ( "Project "):

WHEREAS, the Anaheim Redevelopment Agency ( "Agency ")
has reviewed and considered the information contained in said
Environmental Impact Reports.
NOW, THEREFORE, THE ANAHEIM REDEVELOPMENT AGENCY DOES
RESOLVE AS FOLLOWS:
Section 1. The information contained in the final
Environmental Impact Reports for SAVI Ranch and Shorb Wells
have( been reviewed and considered by the members of the Agency.
Section 2. The Agency hereby finds and determines as
follows with respect to the adverse environmental impacts
detailed in the final Environmental Impact Reports:
A. That based on information set forth in the
Final Environmental Impact Reports and set forth in Attachment
"A" (attached hereto and incorporated herein by this
reference), the Agency finds and determines that measures have
been required in or incorporated into the Project which
mitigate or avoid certain adverse environmental impacts, or,
the Agency has made a decision to allow the occurrence of
significant effects that are not mitigated due to overriding
consideration.

B. That certain significant environmental
effects identified in the Environmental Impact Reports have
been reduced to an acceptable level and have been avoided,
eliminated or substantially lessened as determined through the
findings set forth in Attachment A.
C. That the adverse environmental impacts
identified in the Environmental Impact Reports which cannot be
entirely mitigated or avoided if the Project is implemented,
are outweighed and overridden by the beneficial effects in
carrying out the Project which include, but are not limited to,
those matters contained in Attachment "B" (attached hereto and
incorporated herein by this reference).
THE FOREGOING RESOLUTION is approved and adopted by
the Anaheim Redevelopment Agency this 22nd day of November
1983.

Attachment A
I. The following findings specify changes which have been
incorporated into the Redevelopment Plan which mitigate and
avoid certain potentially significant adverse environmental
impacts and specify other measures which are within the
jurisdiction of other public agencies.
A. With respect to drainage:
1. IMPACT: Extensive grading and filling will be
required to prepare property within the project area
for development. This will cause substantial changes
to the drainage pattern with potential impacts on
runoff and erosion.
MITIGATION MEASURES: Prior to approval of any
site plan submitted for approval for development
on -site, a precise grading plan shall be prepared
by a civil engineer based on recommendations of a
soils engineer and an engineering geologist
subsequent to completion of a comprehensive soils
and geologic investigation of the site, including
suitability of any imported fill material. The
grading plan shall include a complete plan for
temporary and permanent drainage facilities and
an erosion control plan to minimize discharge of
silt, debris, and other water pollutants into the
Santa Ana River channel during and after
construction. The erosion control plan shall be
subject to approval by the City Engineer, and a
copy shall also be submitted to the California
Regional Water Quality Control Board, Santa Ana
Region.
2. IMPACT: The project site is located upstream from
ground -water recharge basins. After development,
water runoff from the property would have an increased
level of urban pollutants which could have an adverse
impact on water quality if the runoff drains into the
river channel.
MITIGATION MEASURES: As indicated in item 1,
precise grading plans must be approved by the
City Engineer. The disposition of all runoff and
drainage from the property are subject to
environmental assessment as plans become
available for evaluation. Additional control
measures such as a street sweeping program and
controls on landscaping may be implemented to
reduce the pollutant level.

B. With respect to open space:
1. IMPACT: Developments in the project area will
decrease the amount of open space and natural scenery
within a designated Scenic Corridor.
MITIGATION MEASURES: An open space corridor has
been designated on the General Plan along the
northern edge of the river channel to provide a
trail linkage and visual relief. At the present
time the property contains a mix of cultivated,
natural and disturbed vegetation without any
distinctive features of significant aesthetic
value. Developments in this area must comply
with the standards of the Scenic Corridor Overlay
Zone which include sign restrictions, tree
preservation and restrictions on roof - mounted
equipment.
C. With respect to traffic circulation:
1. IMPACT: Development of the project area will generate
vehicular traffic with resultant increases in air and
noise pollution and contribute to congestion on major
highways in the area.
MITIGATION MEASURES: Traffic generated by the
project is only a minor fraction of the total
which determines the levels of air and noise
pollution and congestion on major highways.
These subjects have been addressed in general
plan documents for cities and counties throughout
the metropolitan area and mitigation measures
must be implemented on a regional scale.
D. With respect to flora and fauna:
1. IMPACT: Preparation of the project area for
development will cause significant disruption to the
flora and fauna presently occupying the project area.
MITIGATION MEASURES: A large part of the project
area has been disturbed as a result of present or
previous agricultural use. Much of the flora is
not native to the area. There are a few large
trees which may be destroyed in preparing the
site for development. None of the plant or
animal life in the area is rare or unique. After
development there will be some landscaped and
open space areas which will provide habitat for
some of the birds and animals displaced during
the period of construction.

Attachment B
Overriding Considerations
1. The Project Area is currently blighted and the
proposed Project will eliminate the conditions of blight
existing in the Project Area and prevent their recurrence.
2. The proposed Project will improve the utilization of
property within the Project Area.
3. The proposed Project will increase the level of goods
and services available to community residents.
4. The proposed Project will provide funding for
channelization of the Santa Ana River.
5. The proposed Project will result in the elimination of
flood hazards.
6. The proposed Project will result in parking and
traffic circulation in the Project Area.
7. The proposed Project will enhance the economic base of
the community and result in increased tax revenues for
financing public services.
8. The proposed Project will result in increased property
values within and without the Project Area.
9. The proposed Project will increase employment within
the community.
10. The proposed Project will contribute to an improved
aesthetic environment and a greater sense of pride.
11. The proposed Project will result in the development of
commerical industrial use which would otherwise be limited to
agricultural /open space use.
