A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM ADOPTING THE
ANAHEIM RESORT PUBLIC REALM
LANDSCAPE PROGRAM
WHEREAS, In 1989, the City of Anaheim initiated the
Commercial Recreation Area Enhancement Program and
Transportation/Land Use Strategy Plan. The Goal of the City's
efforts was to address the need for visual enhancement and
infrastructure improvements in the Commercial Recreation Area.
Specifically, the Commercial Recreation Area Enhancement
Program's goal was to comprehensively address signage,
landscaping, and other land use and site development issues. The
Transportation/Land Use Strategy Plan's goal was to assess
existing and future transportation conditions and recommend
improvements commensurate with land use intensification
projections over the next 20 years. In 1990, in connection with
these studies, the City Council adopted a revised C-R Zoning
Ordinance and established Design Guidelines for the area. The
Commercial Recreation Area has been redesignated the Anaheim
Resort; and
WHEREAS, the Anaheim Resort encompasses approximately
1,046 acres which are designated on the City of Anaheim General
Plan for Commercial Recreation land uses (the Anaheim Resort
boundaries are shown in Attachment A to this Resolution which is
incorporated herein); and
WHEREAS, in 1993, the City Council approved the
Disneyland Resort Specific Plan and EIR, a proposal for
approximately 489.7 acres in the Anaheim Resort to develop an
international multi-day resort including a second theme park,
hotel rooms, internal transportation systems, public parking
facilities, administrative offices and ongoing modification of
the existing Disneyland theme park. In 1994, the City Council
subsequently approved the Hotel Circle Specific Plan to provide
for a development of 700 new hotel rooms on approximately 6.8
acres in the Anaheim Resort; and
WHEREAS, in order to provide a long range comprehensive
plan for future development for the remaining properties in the
Anaheim Resort and to further implement the goals of the above-
noted studies, City staff began work in 1991 on the Anaheim
Resort Specific Plan and EIR; and
WHEREAS, concurrently with this Resolution, the city
Council has adopted the Anaheim Resort Specific Plan which
establishes a comprehensive land use plan and provides for the
development of up to 15,906 additional hotel rooms, convention,
retail and other visitor-serving uses as well as setting forth
the infrastructure improvements which will be needed to support
future development; and
WHEREAS, the Anaheim Resort Public Realm Landscape
Program (on file with the Planning Department) is intended to set
forth the landscape concepts proposed for the public streets (or
Public Realm) within or bordering the Anaheim Resort. Specific
details showing how the concepts will be implemented are shown in
the Anaheim Resort Specific Plan and The Disneyland Resort
Specific Plan respective Design Plans (Section 5.0 of each
document). The design concept varies for each of these streets
and is dependent upon the purpose of the street. Following is a
description of the landscape concepts used to develop this
program:
1) Unity and Diversity - Landscape planting has been
designed to create an overall unity, while allowing
diversity to create distinct differences between
places.
2 Use Plant Material to Create Scale - It is important
that the scale of landscape materials reflect the scale
of the place they are intended to enhance.
3 Establish a Recoqnizable Streetscape Geometry - Within
the Public Realm, landscape elements are proposed to
include trees and shrubs, as well as man-made elements
such as light fixtures or banner poles, in regular
patterns to establish order and a recognizable
geometry. The patterns will vary to create different
effects and will help to differentiate one location or
street from another.
4 Define a Plant Palette - The Program incorporates by
reference the plant palettes in the Anaheim Resort
Specific Plan and The Disneyland Resort Specific Plan
which identify a list of proposed plant materials to be
used in the Public Realm (these lists are located in
Sections 5.83 and 5.84 respectively of each document
and provide not only the Public Realm plant palette,
but also the Setback and Private Realm palettes).
5) Laver Landscape to Create Depth - To create an illusion
of greater depth in narrow spaces and add further
variety, landscape is proposed to be planted in
vertical and horizontal layers. Vertical layers will
include varying heights of plant materials and other
landscape elements. Horizontal layers will be
established by distinct, but complementary, planting
areas (i.e., parkways, building setback areas).
6) Contrast Plant Material for Diversity and Balance - To
create diversity, one plant material will be contrasted
with another.
7) Colorful Plants to EmDhasize a Festive Atmosphere -
Using colorful plant materials such as flowering trees
and shrubs will help create a festive, cheerful
atmosphere. Where appropriate and subject to the
approval of the City, flowering trees may be used as
street trees, and flowering shrubs and groundcovers
will be planted within setback areas. The preferred
colors for flowering plants will be deeply colored
reds, oranges, yellows and purples with a limited use
of pale colors; and
WHEREAS, the Landscape Concept Diagram in the Anaheim
Resort Public Realm Landscape Program document shows how these
principles have been applied and landscape cross sections and
elevations in the Program document illustrate the landscape
treatment for each of the streets which either border or are
within the boundaries of the Anaheim Resort; and
WHEREAS, the approval of this program will help
transform the area into a more pedestrian friendly, garden-like
setting. Together with the Anaheim Resort Identity Program,
implementation of these concepts will create an inviting, resort
character for the area; and
WHEREAS, the City Planning Commission by its Resolution
No. PC94-116 recommended that the City Council adopt the Anaheim
Resort Public Realm Landscape Program; and
WHEREAS, pursuant to the provisions of the California
Environmental Quality Act, the City Council, in Resolution No.
94R-234, did find that FEIR No. 313 with the Statement of
Findings and Facts and Statement of Overriding Considerations and
the corresponding Mitigation Monitoring Program No. 0085,
addressed the environmental impacts and mitigation measures
associated with (i) General Plan Amendment No. 333 pertaining to
the Land Use, Circulation and Environmental Resource and
Management Elements of the General Plan; (ii) The Anaheim Resort
Specific Plan No. 92-2 (including Zoning and Development
Standards, a Design Plan and Guidelines, and a Public Facilities
Plan); (iii) the Anaheim Resort Identity Program; (iv) the
Anaheim Resort Public Realm Landscape Program; (v) the Anaheim
Resort Nonconforming Signage Program and (vi) future
discretionary actions described in Draft Environmental Impact
Report No. 313.
NOW, THEREFORE, BE IT RESOLVED that, based on the
foregoing, the Anaheim City Council does hereby adopt the Anaheim
Resort Public Realm Landscape Program, on file with the Planning
Department of the City.
