A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY APPROVING AND /OR REAPPROVING CERTAIN
PUBLIC AND PRIVATE PROJECTS, PROGRAMS AND
ACTIVITIES IN ORDER TO PROVIDE FOR THEIR ORDERLY
AND TIMELY COMPLETION AND THE ORDERLY AND
TIMELY COMPLETION OF THE REDEVELOPMENT PLAN FOR
PROJECT ALPHA
WHEREAS, the Redevelopment Plan ( "Redevelopment Plan ") for Project Alpha
(the "Project ") in the City of Anaheim was approved and adopted by the City Council
of the Citv of Anaheim ("City Council ") on July 19, 1973 by Ordinance No. 3190, and
was amended by the First, Second and Third Amendments to the Redevelopment Plan
approved and adopted by the City Council on July 20, 1976 by Ordinance No. 3567,
November 30, 1976 by Ordinance No. 3631, and January 12, 1982 by Ordinance No.
4300, respectivily; and
WHEREAS, Section 33334.6(c) of the California Communitv Redevelopment Law
(Health and Safety Code. Section 33000 et seq.)* provides that unless the Anaheim
Redevelopment AGency ( "Agency ") by resolution makes one of the findings described
in paragraphs (1) to (3) inclusive of subdivision (a) of Section 33334.2, not less than 20
percent of the Project tax increment revenues allocated to the Agency pursuant to
Section 33670 for the 1985 -86 fiscal year and each succeeding fiscal year shall be
deposited into a Low and Moderate Income housing Fund for the Project established
pursuant to Section 33334.3 to be used for the purposes set forth in Section 33334.2,
except that:
(a) In any fiscal year, the Agency may deposit less than 20 percent of such
Project tax increment revenues into the Project Low and Moderate Income Housing
Fund if the Agency finds that the difference between the amount deposited. or to be
deposited, and the amount required to be deposited (20 percent of Project tax
increment revenues) is necessary to make payments of amounts due or required to be
committed, set aside, or reserved by the Agency during the fiscal year under existing
obligations incurred by the Agency to finance or refinance, in whole or in part, the
Project ( "Existing Obligations ") which Existing Obligations are contained in a
statement of Existing Obligations adopted by resolution of the Agency prior to
September 1, 1986; and
(b) In each fiscal year prior to July 1, 1996, the Agency may deposit less than
the amount required to be deposited (20 percent of Project tax increment revenues,
less payments of amounts due or required to be committed, set aside, or reserved
during the fiscal year under Existing Obligations) into the Low and Moderate Income
Housing Fund if the Agency finds that the deposit of such less amount is necessary in
order to provide for the orderly and timely completion of public and private projects,
programs, or activities approved by the Agency prior to January 1, 1986 and which are

contained in a Statement of Existing Programs adopted by resolution of the Agency
prior to September 1, 1986;
NOW, THEREFORE, THE ANAHEIM REDEVELOPMENT AGENCY does hereby
resolve as follows:
1. In order to provide for their orderly and timely completion. the Agency
hereby approves, reapproves and ratifies those certain public and private projects,
programs and activities described on Exhibit "A ". attached hereto and incorproated
herein by this reference, which projects, programs and activities the Agency hereby
determines are necessary for the orderly and timely completion of the Redevelopment
Plan.
2. The approval of such public and private programs, projects and activities is
complementary to any other public and private projects, programs and activities which
the Agency has previously approved or which the Agency may hereafter approve.
3. The approval of such public and private programs, projects and activities
shall constitute their initial approval and the Agency reserves the right, upon their
final approval, to modify such public and private projects, programs and activities to
meet changed conditions and circumstances.
THE FOREGOING RESOLUTION is approved and adopted by the Anaheim
Redevelopment Agency this 17th day of December, 1985.

EXHIBIT "A"
Section 1. Development Parcels
To complete the Redevelopment Plan in an orderly and timely manner the Agency
will carry out or cause to be carried out such of the following public and
private projects, programs, and activities as are necessary or desirable for
the development of the Development Parcels described below:
a) the acquisition of real property, demolition of existing improve-
ments therein and thereon, relocation of occupants therefrom,
preparation thereof as a building site, and other land assembly and
site preparation activities;
b) any subsequent cash sale or true lease of such property to any
person at fair value in accordance with the covenants and conditions
governing such sale or lease, as such fair value is determined at
the time of such sale or lease;
C) development or redevelopment of public improvements and facilities,
including, without limitation, streets, street lighting, sewers,
storm drains, water lines, parks, other traffic improvements;
d) the construction of publicly owned parking facilities;
e) the rehabilitation, repair or reconstruction of existing structures
and improvements; and
f) any other actions permitted by the Community Redevelopment Law.

EXHIBIT "A"
Section 3 Capital Improvements
In order to provide for the orderly and timely completion of the Redevelopment
Plan, the completion of the following Capital Improvement programs, projects and
activities are intended:
1. LINCOLN AVENUE - INTERSTATE I -5
Interchange reconstruction - allows for more convenient freeway access to
Downtown Project Alpha. Project will require acquisition of right -of -way for
interchange and realignment of streets, including Manchester Street. Study
being conducted at present to determine precise reconstruction need.
Job Description
The project will acquire right -of -way and reconstruct the Interstate I -5
(Santa Ana Freeway) and Lincoln Avenue Interchange. Items of construction
include a new interchange with ramps; modification of local streets,
including Manchester Realignment, and existing utilities; and appurtenant
work. The completion of this project would assist in mitigating concerns of
traffic congestion stated in EIR (Parcels 8 & 9).
2. LINCOLN AVENUE - HARBOR BOULEVARD TO I -5 (SANTA ANA FREEWAY)
Widening and Improvement of Lincoln Avenue from reconstructed I -5 (Santa Ana
Freeway) to Harbor Boulevard to allow for heavier traffic flow into downtown.
Job Description
The project will acquire right -of -way and widen Lincoln Avenue to its
ultimate width. Items of construction include storm drain and related items;
water line and related items; street lighting; traffic signal modifications,
street reconstruction and widening with landscaped medians; and appurtenant
work.
3. HARBOR BOULEVARD - BROADWAY TO 1-5 (SANTA ANA FREEWAY)
Harbor Boulevard widening and improvements from Broadway to I -5 (Santa Ana
Freeway) and Cypress to Riverside Freeway 91. Subsequent EIR indicates
impaction of traffic flow will be at highest level as a result of development
on Parcels 8 & 9 (Meyer Investment Properties).

4. REHABILITATION OF CARNEGIE LIBRARY FOR HISTORICAL MUSEUM.
Redevelopment Agency has taken action in form of Resolution agreeing to
provide funding of Rehabilitation of Carnegie Library City owned structure in
order to provide an Historical Museum for City of Anaheim. Plans and
specifications are being reviewed by Engineering Department to determine the
terms and conditions of the Cooperation Agreement.
5. OTHER COOPERATION AGREEMENTS UNDER NEGOTIATION WITH PUBLIC WORKS ARE AS
FOLLOWS:
a) Lakeview Street Improvement
Pending Cooperation Agreement #39; Widening Lakeview from Orangethorpe to La
Palma to 4 travel lanes, widening of Atwood Channel Culvert; rehabilitation
of existing roadway.

East Richfield Channel:
Pending Cooperation Agreement #40; Removal and reconstruction of existing
flood control channel to provide increased drainage capacity from
Orangethorpe to Santa Ana River.
c) Area 5 (Boundaries are - East Street on the East; Pu Alley South of
Lincoln Avenue on the North; Broadway on the South; and V ine Street on
the West):
The work will include curb, gutter, sidewalk, driveway, providing base
materials and appurtenant work.
