94-089 RESOLUTION NO. 94R-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM EXPRESSING SUPPORT FOR THE "COMMITTEE FOR 21,000 NEW JOBS" EFFORTS TO PLACE THE "ORANGE COUNTY/EL TORO ECONOMIC STIMULUS INITIATIVE" ON THE BALLOT WHEREAS, the United States government has decided to close the Marine Corps Air Station at E1 Toro (MCAS/E1 Toro); and WHEREAS, the MCAS/E1 Toro is a resource of county-wide impact and significance; and WHEREAS, MCAS/E1 Toro is currently a fully operational Marine Corps master jet aircraft facility, with twin 10,000 foot and 8,000 foot runways and 75 acres of aircraft parking pavement; and WHEREAS, Orange County's future economic well-being would be greatly enhanced by the addition of either an international or air-freight airport facility within the County; and WHEREAS, the Southern California Association of Governments has determined that MCAS/E1 Toro can accommodate over 4 million passengers per year without impacting the viability of John Wayne Airport; and WHEREAS, John Wayne Airport is constrained from expansion of operations both legally and physically, and can not meet the future air passenger and air freight needs of Orange County; and WHEREAS, MCAS/E1 Toro is the only identified, reasonable site for location of an additional airport in Orange County; and WHEREAS, Orange County residents and business must pay elevated rates for air-freight delivery due to the lack of air- freight capacity in Orange County; and WHEREAS, conversion of the MCAS/E1 Toro to commercial airport uses could generate over 21,000 new jobs and increase business revenues by over $1.7 billion in Orange County; and WHEREAS, the MCAS/E1 Toro is a regional asset whose use should be determined by a regionally representative decision process; NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Anaheim supports the efforts of the "Committee for 21,000 New Jobs," through the initiative process, to allow the voters of Orange County to decide whether or not a portion of the MCAS/E1 Toro should be reserved exclusively for commercial airport uses. THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City of Anaheim this 7th day of June 1994.
