A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM MODIFYING THE RATES, RULES AND
REGULATIONS FOR THE SALE AND DISTRIBUTION OF
ELECTRICITY AS ADOPTED BY RESOLUTION NO. 71R -478
AND MOST RECENTLY AMENDED BY RESOLUTION NO.
2010 -036.
WHEREAS, the City of Anaheim (Anaheim) maintains an electric generation and
distribution system for the furnishing of electricity to residents and businesses of the City of
Anaheim and has adopted Electric Rates, Rules and Regulations for the sale and distribution of
electricity; and
WHEREAS, the Anaheim Municipal Code (AMC) authorizes the City Council to
approve reasonable Rates, Rules and Regulations governing electric services and fees and charges for
providing electric services; and
WHEREAS, on October 12, 2010, and October 19, 2010, notice of the public hearing
to modify the Electric Rates, Rules and Regulations was published in the Orange County Register
and proof thereof is on file with the Secretary of the Public Utilities Board; and
WHEREAS, on October 7, 2010, and October 14, 2010, notice of the public hearing
to modify the Electric Rates, Rules and Regulations was published in the Anaheim Bulletin and
proof thereof is on file with the Secretary of the Public Utilities Board; and
WHEREAS, the Public Utilities Board held a public hearing on October 27, 2010,
and evidence was presented in support of the modifications to the Electric Rates, Rules and
Regulations; and
WHEREAS, the Public Utilities Board considered the proposals of the Public Utilities
Department and considered the evidence presented at the public hearing; and
WHEREAS, the Public Utilities Board made the following findings with respect to
the need for the proposed modifications to the Electric Rates, Rules and Regulations:
1. Section 1221 of the City Charter provides that utility rates charged to a class of
customers shall be uniform within the class and shall be based on the cost of service
revenue requirement for the class.
2. Section 1221 of the City Charter requires that the Utility rates shall be sufficient in
order to allow the Utility to pay for operations and maintenance of the system; for
payment of principal and interest on debt; for creation and maintenance of financial
reserves adequate to assure debt service on bonds outstanding; for capital
construction of new facilities and improvements of existing facilities, or maintenance
of a reserve fund for that purpose; and for payments to the general fund of the City in
the amounts set forth in the City Charter.
3. Section 1221 of the City Charter also provides that the City Council shall periodically
review rates to insure that financial goals are being accomplished.
4. Section 1221 of the City Charter provides that the City Council may establish and
revise ratepayer discounts and other programs to assist residential customers in the
payment of their utility bills.
5. In setting rates, it is reasonable and appropriate to recognize the benefits that
Anaheim Public Utilities customers will realize through having rates for domestic
and non - domestic customers remain competitive with other local providers.
6. The costs to the Electric Utility have risen over the past several years and will
continue to do so with the primary reasons being power supply costs, capital
infrastructure and improvements costs, and regulatory costs, all of which have
escalated faster than the general rate of inflation. Additionally, the Electric Utility is
not recovering the cost of providing power to a large number of domestic customers.
7. Electric revenues continue to decline with the economic downturn, and despite cost -
cutting measures that have been taken by the Public Utilities Department, a base rate
increase is still necessary in order to recover fixed obligations including but not
limited to debt service, fixed costs for long -term power purchase contracts,
infrastructure maintenance, and mandatory regulatory and legislative costs.
8. It is reasonable and appropriate to phase in the modifications to electric base rates as
set forth in summary Attachment A and more specifically set forth in Attachments B
and C since one -time changes would be burdensome to the Electric Utility's
customers. These modifications are needed by the Electric Utility to cover projected
expenditures, to continue to maintain appropriate cash reserve balances in order to
respond to market changes, to maintain bond covenant ratios, and to reduce the
Electric Utility's risk exposure.
9. It is reasonable and appropriate to add a Developmental Schedule D -FIT,
Developmental Feed -In Tariff rate, as set forth in Attachment D, to comply with state
law.
10. It is reasonable and appropriate to add a Developmental Schedule NEM, Net Energy
Metering rate, as set forth in Attachment E, to comply with state law; and
WHEREAS, the proposed modifications to the rates, as set forth in the summary
Attachment A and as more fully set forth in the text of each of the respective rate schedules which
are attached hereto as Attachments B and C and on file with the Office of the City Clerk, are
necessary and appropriate to meet the requirements of the City Charter and will ensure adequate
revenues necessary to meet power supply costs, operations and maintenance expenses, capital
expenditures, debt service requirements, reserve amounts, and other necessary operating and
maintenance expenses; and
WHEREAS, the proposed additional developmental rates, as set forth in Attachments
D and E and as more fully set forth in the text of the respective developmental rate schedules which
are on file with the Office of the City Clerk, are necessary and appropriate to comply with state law
as set forth in Senate Bill 32 (Negrete McLeod) and Assembly Bill 920 (Huffman); and
WHEREAS, Public Utilities Code section 387.6(j)(k) authorizes the denial of a
request for a tariff by an owner or operator of a renewable electrical generation facility upon making
specified findings; and
WHEREAS, the Public Utilities General Manager or designee is so authorized to
make such findings and provide the owner or operator of the renewable electrical generation facility
written notice of such findings (Notice); and
WHEREAS, the owner or operator of the renewable electrical generation facility
receiving such Notice has the right to appeal that decision and shall, within ten (10) days of receiving
such Notice, submit a written notice of appeal of the findings (Appeal) clearly identifying the
appellant and specifying the decision appealed from and the reasons for the appeal to the Secretary of
the Public Utilities Board, who shall submit such Appeal to the Public Utilities Board; and
WHEREAS, AMC section 1.04.730.080 authorizes the Public Utilities Hearing Board
(Hearing Board) to hear such matters as may be referred to it by the Public Utilities Board; and
WHEREAS, the Public Utilities Board at its next regularly scheduled meeting shall
refer that Appeal to the Hearing Board for such hearings as necessary in order to render a decision
concerning the denial of a request for a tariff by an owner or operator of a renewable electrical
generation facility within sixty (60) day of the filing of an Appeal; and
WHEREAS, the Hearing Board is authorized to and shall render a final decision in
writing concerning the denial of a request for a tariff by an owner or operator of a renewable
electrical generation facility; and
WHEREAS, the Public Utilities Board considered the requirements of the California
Environmental Quality Act and found that matters covered above come within Section 21080 (b)(8)
of the Public Resources Code of the State of California. Thus, the modification of these rates are
statutorily exempt from the California Environmental Quality Act; and
WHEREAS, based on the findings hereinabove made, the Public Utilities Board of the
City of Anaheim recommends to the City Council that the City Council adopt the findings of the
Public Utilities Board with respect to the matters contained herein and adopt the modifications to the
Electric Rates, Rules and Regulations as reflected in Attachments B, C, D, and E and as more fully
set forth in the text of each of the respective rate schedules, which are on file with the Office of the
City Clerk; and
WHEREAS, based on the finding hereinabove made, the Public Utilities Board of the
City of Anaheim recommends to the City Council that the City Council, by Motion, certify that the
modifications to the Electric Rates, Rules and Regulations are statutorily exempt under the
California Environmental Quality Act, Public Resources Code, Section 21080 (b)(8), in accordance
with Title 14 of the California Administrative Code, Section 15273(a); and
WHEREAS, the City Council has considered the evidence and concurs with the
findings of the Public Utilities Board as set forth hereinabove.
NOW, THEREFORE BE IT RESOLVED that:
1. The findings of the Public Utilities Board as set forth herein are hereby
adopted by the City Council of the City of Anaheim.
2. The Public Utilities Hearing Board is hereby authorized to hear and render
final decisions regarding the denial of a request for a tariff by an owner or operator of a renewable
electrical generation facility.
3. With the exception of the additions of Developmental Schedule D -FIT and
Developmental Schedule D -NEM, modifications to the Electric Rates, Rules and Regulations are to
be done in two phases in order to reduce the burden to the Electric Utility's customers of a one -time
change as reflected in the summary Attachment A and as more fully set forth in the text of each of
the respective rate schedules which are on file with the Office of the City Clerk. The modifications
to the Electric Rates, Rules and Regulations are hereby adopted by the City Council of the City of
Anaheim with the Developmental Feed -In Tariff rate (Attachment D), Developmental Net Energy
Metering rate (Attachment E), and Phase One of the modified rates (Attachment B) to become
effective December 1, 2010, and Phase Two of the modified rates (Attachment C) to become
effective December 1, 2011, as more fully set forth in the text of each of the respective rate
schedules, which are on file with the Office of the City Clerk.
4. The Public Utilities General Manager is hereby authorized and directed to
prepare, promulgate, publish, and implement changes to the Electric Rates, Rules and Regulations as
set forth herein.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 9th day of November , 2010, by the following

SPECIAL CONDITIONS
A. Lifeline Service
1. Applicability. Lifeline service shall be made available only to domestic service billed on Schedule
Nos. DS, DSM and DSMS.
2. Eligibility. All domestic customers on Schedules Nos. DS, DSM and DSMS are entitled to an
allocation of a lifeline quantity of electricity which is necessary to supply the minimum energy
needs of the average residential user:
a. For basic residential use; and
b. If qualified, for water heating and space heating; and,
c. If qualified, for an essential life- support device used by a full -time resident of a
residential household.
3. Basic Residential Use. Each eligible domestic customer will be allowed a lifeline quantity of
electricity for lighting, cooking, and food refrigerating, which is specified as basic residential use.
The lifeline quantity of electricity for base residential use is set forth on the applicable rate
schedules and is to be billed at the rates designated.
4. Water Heating. Each eligible domestic customer may be allowed an additional lifeline quantity of
electricity for water heating, upon application to the Utility if electricity is the domestic customer's
primary source for water heating. The lifeline quantity of electricity for water heating is set forth
on the applicable rate schedule and is to be billed at the rates designated.
5. Space Heating. Each eligible domestic customer may be allowed an additional lifeline quantity of
electricity for space heating for service rendered during the months of November through April,
inclusive, upon application to the Utility if electricity is the domestic customer's primary source for
permanently- installed space heating. The lifeline quantity of electricity for space heating is to be
billed at the rates designated.
6. Life - Support Devices in Customer's Residence. Each eligible domestic customer may be allowed
an additional lifeline quantity of electricity, upon application to the Utility where such customer
provides certification that a full -time resident of the household regularly requires the use of an
essential life- support device, such as a respirator, iron lung, or kidney dialysis machine.

7. Procedure for Certification
• The Utility may require that:
a. The customer have a medical doctor or osteopath licensed to practice medicine in the
State of California providing the Utility with a letter, acceptable to the Utility, describing
the type of regularly required life- support device and the utilization requirements in
detail; or
b. County, State, or Federal agencies, using an established notification letter to electric
utilities, provide the Utility with information relative to patients who regularly require the
use of a life - support device in the home.
Upon the above certification, the Utility shall estimate the monthly consumption of the particular
life - support device, given the usual hours of operation per month, and within 30 days add the incremental
estimated monthly usage to the customer's lifeline quantity. The Utility may require a new or renewed
application and/or certification when needed, in the opinion of the Utility.
8. Verification. Not more than one lifeline quantity will be allowed for each single - family dwelling
or accommodation on the premises for each of the end uses set forth in Paragraphs 3, 4, 5 and 6
above. However, where there are multiple life - support devices at such single - family dwelling or
accommodation, all such certified devices shall be totaled for one lifeline quantity. The number of
single - family accommodations on the premises and the existence of the specified end use
equipment required to obtain certain lifeline quantities of electricity, as set forth on the applicable
rate schedules, are subject to verification by the Utility.
In the event the Utility ascertains that the customer is not eligible for such additional lifeline
quantity, such customer may be rebilled as if no such additional lifeline quantity had been allowed.
9. Termination of Use. Customers shall give the Utility notice of termination of use of equipment or
devices set forth in Paragraphs 4, 5, and 6 above.
10. Billing. The customer charge and the energy charge shall be billed in the appropriate blocks at the
rates designated as applicable to lifeline service up to the total of the applicable lifeline quantities
as determined in accordance with Paragraphs 3, 4, 5 and 6 above. Usage in excess of the total
applicable lifeline quantities shall be billed in the blocks continuing from the point reached by the
total of the applicable lifeline quantities at the rates designated. In addition, all kilowatt -hours sold
shall be subject to the Rate Stabilization Adjustment.
B. Multi- Family Accommodations
Where all of the single - family accommodations in an apartment house, court group, or similar multifamily
accommodations are on a single meter, the customer shall have the following options:
1. To be billed in General Service Schedules GS -1 or GS -2; or
2. To be billed on the applicable DSM or DSMS rate of this schedule.
C. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided in Schedule RSA. The applicable billing factor set
forth therein will be applied to all kilowatt -hours billed under this rate schedule.

B. Billing Demand
Demand will be measured at 15 minute intervals, by instruments supplied, owned and maintained by the
City. The billing demand will be the greater of: 1) the highest average kilowatt input for the billing period;
2) 50% of the contracted for or connected load; or, 3) 50% of the highest billing demand in the preceding
11 billing periods. However, in no case shall the billing demand be less than 200 kW. Where the demand is
intermittent or subjected to violent fluctuations, the maximum demand may be based on a shorter interval.
C. Power Factor Adjustment
The charges will be adjusted each month for the power factor as follows:
The charges will be increased by 29 cents per kilovar of reactive demand.
The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured
maximum demand by the ratio of the kilovar -hours to kilowatt- hours. Demands in kilowatts and
kilovars shall be determined to the nearest unit. A ratchet device will be installed on the
kilovar -hour meter to prevent its reverse operation on leading power factor.
D. Voltage Discount
The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will
be reduced by 3% for service delivered at voltages from 2 to 10KV; by 6% for service delivered at
voltages from 11KV to 50KV; customer equipment and metering per Department standards. For
service delivered at levels above 50 kV all charges will be assessed as set forth in the schedule
above.

monthly billing period.

THERMAL ENERGY STORAGE
APPLICABILITY
Applicable to electric service for load in a facility with a monthly maximum demand of 500kW per meter for which
the customer installs and utilizes thermal energy storage equipment for air conditioning. Customers must execute an
application with APU for service under this rate schedule. For a customer whose monthly maximum demand is
between 200 kW and 500kW for a given meter, the customer must shift a minimum of 20 percent (20%) of the
monthly maximum on -peak demand for a given meter to off -peak demand as a result of the installation and
utilization of thermal energy storage equipment for air conditioning. If the customer fails to shift 20 percent (20%) of
the monthly maximum on -peak demand for a given meter and/or exceeds 500 kW for a given meter for any three (3)
months during the preceding 12 months, the customer will be ineligible for service under this rate schedule and the
customer's account for that meter shall transfer immediately to the otherwise applicable tariff based on commercial
energy usage.
This developmental rate will be closed once a permanent Thermal Energy Storage rate is developed.

When any holiday listed above falls on Sunday, the following Monday will be recognized as an
off -peak period. No change in off -peak hours will be made for holidays falling on Saturday.
When in the sole opinion of APU, it is impractical to provide single phase service under this rate
schedule, three phase service will be provided.
D. Determination of Monthly Usage
The customer must provide APU information from which APU can determine the level of kWh usage to
be consumed and/or the level of service to be provided, such as a TES unit nameplate rating and the
number of units to be installed. APU will place the customer in the appropriate usage tier and charge the
customer the maximum value of that tier. APU retains the right to perform on -site inspections to verify
the energy consumption of the TES unit(s).
E. Billing
A customer's bill is calculated according to the rates and conditions listed in this rate schedule. The
customer is responsible, subject to APU audit, to report all additions or removals of TES units from the
customer's facilities.

F. Billing Demand
The billing demand in any month shall be based on electric consumption indicated and recorded by
instruments supplied, owned and maintained by APU upon the customer's premises. Separate billing
demand shall be determined for the on -peak and mid -peak time periods. The billing demands for the on-
peak and mid -peak time periods shall be the maximum rate of consumption of electric energy measured
in any 15- minute interval during the monthly billing period. Billing demand shall be determined to the
nearest kW.
G. Power Factor Adjustment
The charges will be adjusted each month for the power factor as follows. The charges will continue to
be adjusted by 29 cents per kilovar of reactive demand. The kilovars of reactive demand shall be
calculated by multiplying the kilowatts of measured maximum demand by the ratio of the kilovar -hours
to kilowatt- hours. Demand in kilowatts and kilovars shall be determined to the nearest unit. A ratchet
device shall be installed on the kilovar -hour meter to prevent its reversal operation on leading power
factor.
H. Temporary Discontinuation of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary
reduction of load. Any customer who resumes service within 12 months must pay all charges that would
have been billed had the service been continuous.
I. Public Utilities General Manager
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
modify, restrict, or close this developmental rate schedule upon notification and approval of City
Council.
J. Voltage Discount
The charges excluding the customer charge and Power Factor and Power Cost Adjustment/Rate
Stabilization Account will be reduced by 3 percent (3 %) for service delivered and metered at voltages
from 2 or 10 kV; by 6 percent (6%) for service delivered and metered at voltages from 11KV to 50KV;
customer equipment and metering per Department standards. Service at voltage levels above 50 KV
will be by contract.

SPECIAL CONDITIONS
A. The rate applies to service rendered at 240 or 480 volts at the option of the consumer. 746 watts shall be
equivalent to 1 HP.
B. Whenever, upon test, any equipment is found to be delivering more than 125% of its capacity as indicated
by its nameplate rating, the City may disregard the nameplate rating and base its charges upon the actual
output as calculated from the test.
C. Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary reduction
of connected load. Any customer who resumes service of such connected load within 12 months must pay
all charges that would have been billed had service been continuous.
D. Rate Stabilization Adjustment

SPECIAL CONDITIONS
A. Area lighting service will be furnished from dusk to dawn, approximately 4,140 hours per year, by
utility-owned luminaires supplied from the utility's existing 120/240 volt overhead circuits and mounted on
existing utility-owned wood poles as standard equipment. Where the service requested required the
installation of additional new wood poles, not more than one new wood pole will be installed for each
luminaire in the installation.
B. Where the customer requests the installation of other than the standard equipment furnished by the utility
and such requested equipment is acceptable to the utility, the utility will install the requested equipment
provided the customer agrees to advance the estimated difference in cost installed between such equipment
and standard equipment. Advances made for this purpose will not be refunded. Facilities installed in
connection with such agreements become and remain the sole property of the utility.
C. This service will be in accordance with utility's specifications as to equipment, installation, maintenance and
operation.
D. The utility will replace lamps on a scheduled basis, and individual lamps will be replaced upon service
failure, as soon as practical after notification by the customer, subject to utility's operating schedules.
E. A written contract for a term of one year will be required by utility when service is first established under
this schedule.
F. This service will be furnished only where the installation is considered by the utility to be of a permanent
and established character.
G. Rate Stabilization Adjustment

DEVELOPMENTAL FEED -IN TARIFF
APPLICABILITY
Applicable to owners and operators of electric generation facilities located within the City's service territory who wish to
sell to the City the renewable power output from an eligible small -scale Distributed Generation Resource, with capacity
of not more than 3 MW.
This developmental rate shall be closed once a permanent Feed -In Tariff is developed.
AVAILABILITY
This developmental Rate Schedule is available on a first -come, first -served basis until the combined rated generation
capacity within the City's service territory reaches 8 MW.
RATES
Once both parties have executed a Standard Form Feed -In Tariff Power Purchase Agreement ( "Agreement"), Anaheim
shall pay the owner or operator ( "Distributed Generator") for each megawatt-hour ( "MWh ") of energy and associated
capacity delivered to the City during each contract year for the delivery term.
The rate shall be calculated each Fiscal Year based on the sum of the California Independent System Operator Integrated
Forward Market South of Path 15 ( "SP 15 ") Generation Hub price ( "GHP ") or its successor and the average premium for
delivered renewable energy reported to the Department of Energy ( "DOE ") by utilities within the Western Electric
Coordinating Council ( "WECC "). The annual offer price ( "AOP") determined by this calculation as well as the
components of the calculation shall be posted on the City's website. The formula used to determine the AOP shall be as
follows:
AOP = SP 15 GHP + Average Premium for Delivered Renewable Energy Reported to DOE by WECC
The above calculation shall then be applied to the following table based on the time the energy is delivered to the City's
electric distribution system.

SPECIAL CONDITIONS
A. Distributed Generators that develop Distributed Generation Resources to sell renewable power to the City under
this developmental Rate Schedule shall execute an Agreement with the City.
B. The developmental Rate Schedule shall be offered for Agreement durations of 10, 15, or 20 years at the option
of the Distributed Generator.
C. Distributed Generators seeking this developmental Rate Schedule are not eligible and may not also obtain
benefits from any of the following:
1. A power purchase agreement with the City for deliveries from the same facility;
2. Incentives from the City under customer programs implemented in compliance with requirements of Senate
Bill 1 (Murray) or such successor statutes as amended from time to time, or similar programs; or
3. The net metering option for energy deliveries from the same facility.
D. A Distributed Generation Resource eligible under this developmental Rate Schedule shall deliver to the City
both the energy generated and any environmental attributes associated with that energy.
E. Distributed Generation Resources eligible under this developmental Rate Schedule shall be interconnected
within the City's service territory and shall be required to comply with the City's process for interconnection.
Any resources not meeting these requirements shall not be eligible for this developmental Rate Schedule.
F. Distributed Generation Resources eligible under this developmental Rate Schedule shall comply with all
applicable rules in installing a meter appropriate for full buy /sell or excess sale agreements, and which can be
read by electronic means acceptable to the City. The Distributed Generator shall be responsible for procuring
and maintaining any communication link required by the City for retrieving meter data.
G. The City shall pay the eligible distribution generator the applicable price for metered energy delivered during
the time periods specified for the chosen Agreement term and start year. The start year is the fiscal year in
which commercial operation actually begins.
H. General Manager
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
implement, modify, restrict, or close this developmental Rate Schedule upon notification and approval of City
Council.

For purpose of business development, applicable Citywide to commercial or industrial end -use single and three

1. New commercial / industrial end -use customers having load requirements of 150 kW or greater,
2. Existing commercial / industrial end -use customers expanding operations at existing locations that have
incremental load requirements of 150 kW or greater,
3. Existing commercial / industrial customers whose load requirements are 150 kW or greater and except for
this rate would relocate from APU service territory,
4. New commercial / industrial end -use customers located in a building deemed eligible for the benefits of
"Green Building" including U.S. Green Building Council Leadership in Energy and Environmental Design
(LEED) certification whose load requirements are 50 kW or greater.
RATE:
A discount applied only to the demand and energy charges billed to the customer in accordance with the applicable
tariff.
This credit is available for new, expanding, existing or "LEED" customers.

D. Retained Load:
For existing customers, as defined in item 3 of paragraph titled Applicability, retaining 150 kW or more,
the discount applies to the entire load.
E. Agreement:
Customers shall execute an economic development rate agreement as specified by the Department prior to
the effective date of any discount.
F. Declaration:
All customers will be required to sign a declaration to be eligible for this rate. The declaration must
include the following:
1. A clause indicating the EDBR was a determining factor in locating, expanding or retaining
business in Anaheim.
2. The load to which the Agreement applies represents load requirements either (i) does not already
exist in Anaheim, or (ii) the Applicant is considering relocating to a location outside of Anaheim.
3. The Applicant has discussed with the Department the cost - effective conservation and load
management measures the Applicant may take to reduce its electric bills and the load that it places
on the Utility system.
4. The relative cost of electricity is a significant factor in the customer's evaluation of whether to
relocate from Anaheim.
G. Green Building:
The "Green Building ", as defined in item 4 of paragraph titled Applicability, includes all commercial or
industrial buildings, (of 50 kW or greater) including new construction or major renovation, that meet LEED
certifications and has been pre - qualified for rebates under the Department's Green Building program. This
discount applies to the entire load.
H. General Manager:
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
implement, modify, restrict, or close this developmental rate schedule upon notification and approval of

AVAILABILITY

DEVELOPMENTAL NET ENERGY METERING
APPLICABILITY
Applicable to all end -use eligible Customer- generators who execute the applicable standard net energy metering contract.
An eligible Customer - generator is any Customer who uses a solar or wind turbine electrical generating facility or a hybrid
system of both that is located on the Customer - generator' s Premises, is interconnected and operates in parallel with the
City's transmission and distribution facilities, and is intended primarily to offset part or all of the Customer - generator's
own electrical requirements on the Premises.
This developmental rate shall be closed once a permanent Net Energy Metering rate is developed.
AVAILABILITY
All rates under this developmental Rate Schedule shall be in accordance with the Eligible Customer - Generator's
otherwise applicable Rate Schedule on a Net Energy Metering basis. A Customer under this developmental Rate
Schedule is responsible for all charges in its otherwise applicable Rate Schedule.
A Customer desiring service under this developmental Rate Schedule or currently served under this developmental Rate
Schedule and desiring service under a different Rate Schedule shall notify the City in writing at least thirty (30) days in
advance of the Customer's intended change in Rate Schedule, and shall be restricted from exercising the option to switch
Rate Schedules more than once in any Fiscal Year period (July 1 through June 30).
RATES
Each eligible Customer will choose annually on a Fiscal Year basis whether the net energy produced by the Customer's
facility will be compensated for such net energy produced as a credit to be carried forward on the Customer's bill or by a
cash payment to be paid at the end of the Fiscal Year. Credits to be carried forward will be valued at the applicable rate at
the time the energy was produced.
The annual cash payment ( "ACH ") will be paid at a value determined at the time of the Customer's selection with the rate
calculated each Fiscal Year and based on the sum of the California Independent System Operator Integrated Forward
Market South of Path 15 ( "SP 15 ") Generation Hub price ( "GHP ") or its successor and the average premium for
delivered renewable energy reported to the Department of Energy ( "DOE ") by utilities within the Western Electric
Coordinating Council ("WECC'). The annual cash payment determined by this calculation as well as the components of
the calculation will be posted on the City's website. The formula used to determine the ACH will be as follows:
ACH = SP 15 GHP + Average Premium for Delivered Renewable Energy Reported to DOE by WECC
SPECIAL CONDITIONS
A. Fiscal Year -End Billing Reconciliation
1. The Net Energy Metering calculation shall be made by measuring the difference between the electricity
supplied to the Customer and the electricity generated by the Customer and fed back to the grid over a 12-
month Fiscal Year period. At the end of each Fiscal Year, the City shall determine if the Customer was a
net consumer or a net producer of electricity during the Fiscal Year. In the event the electricity supplied by
the City during the Fiscal Year exceeds the electricity generated by the Customer during the same period,
the Customer is a net electricity consumer.
2. For each billing period that the Customer is a net energy consumer, the City shall bill the Customer for the
net energy consumption based on the Customer's Rate Schedule and the Customer shall pay for such net
energy consumption in accordance with the Customer's billing statement.

3. If the Customer is on a time -of -use rate, any net consumption of electricity shall be calculated according to
the terms of the Rate Schedule. When the Customer is a net generator during any discrete time -of -use
period, the net kilowatt-hours produced shall be valued at the same price per kilowatt-hour as the City
would charge for retail kilowatt-hour sales during that same time -of -use period.
4. If the Customer's Rate Schedule employs "lifeline" rates, any net consumption of electricity shall be
calculated according to the terms of the Rate Schedule. If the Customer is a net generator over a billing
period, the net kilowatt-hours generated shall be valued at the same price per kilowatt-hour as the City
would charge for the lifeline quantity of electricity during that billing period, and if the number of kilowatt-
hours generated exceeds the lifeline quantity, the excess shall be valued at the same price per kilowatt-hour
as the City would charge for electricity over the lifeline quantity during that billing period.
5. The City shall provide all Customers with Net Energy Metering consumption information on a monthly
basis. Such monthly updates shall include the current accrued balance owed to the City for Net Energy
Metering charges, or current accrued credits for Net Energy Metering generation, whichever applies.
6. In the event the energy generated exceeds the energy consumed during the Fiscal Year period, any excess
kilowatt-hours generated by the Customer shall be carried over to the following Fiscal Year or converted to
a cash payment as .selected by the Customer for that Fiscal Year period. The Customer's selection of a
credit or cash payment shall be made by June 30 of each year. If no selection is made, the default selection
will be a bill credit carried forward to the next Fiscal Year.
7. If any Customer terminates service under this Rate Schedule prior to the end of any Fiscal Year period, the
City shall reconcile the Customer's consumption and production of electricity and shall bill the Customer
for net energy charges, if any. The Customer may apply any energy credit remaining to the Customer's final
bill payment. In no case will a cash payment be made to the Customer.
B. Net Energy Metering shall be accomplished using a Required Net Energy Meter. The City shall own, operate
and maintain the Required Meter on the Customer's Premises. If the existing meter at the Customer's Premises
is not capable of measuring the flow of electricity in two directions, the Customer shall be responsible for all
costs associated with the City's purchase and installation of the Required Meter. If additional meters are
installed, the net metering calculation shall yield a result identical to that of a single meter. The City, at its
expense, may purchase and install additional meters with the consent of the Customer to provide the information
necessary to accurately credit or bill the Customer or to collect generating system performance information for
research purposes.

A. Lifeline Service
1. Applicability. Lifeline service shall be made available only to domestic service billed on Schedule
Nos. DS, DSM and DSMS.
2. Eligibility. All domestic customers on Schedules Nos. DS, DSM and DSMS are entitled to an
allocation of a lifeline quantity of electricity which is necessary to supply the minimum energy
needs of the average residential user:
a. For basic residential use; and
b. If qualified, for water heating and space heating; and,
c. If qualified, for an essential life - support device used by a full -time resident of a
residential household.
3. Basic Residential Use. Each eligible domestic customer will be allowed a lifeline quantity of
electricity for lighting, cooking, and food refrigerating, which is specified as basic residential use.
The lifeline quantity of electricity for base residential use is set forth on the applicable rate
schedules and is to be billed at the rates designated.
4. Water Heating. Each eligible domestic customer may be allowed an additional lifeline quantity of
electricity for water heating, upon application to the Utility if electricity is the domestic customer's
primary source for water heating. The lifeline quantity of electricity for water heating is set forth
on the applicable rate schedule and is to be billed at the rates designated.
5. Space Heating. Each eligible domestic customer may be allowed an additional lifeline quantity of
electricity for space heating for service rendered during the months of November through April,
inclusive, upon application to the Utility if electricity is the domestic customer's primary source for
permanently- installed space heating. The lifeline quantity of electricity for space heating is to be
billed at the rates designated.
6. Life - Support Devices in Customer's Residence. Each eligible domestic customer may be allowed
an additional lifeline quantity of electricity, upon application to the Utility where such customer
provides certification that a full -time resident of the household regularly requires the use of an
essential life - support device, such as a respirator, iron lung, or kidney dialysis machine.

7. Procedure for Certification
The Utility may require that:
a. The customer have a medical doctor or osteopath licensed to practice medicine in the
State of California providing the Utility with a letter, acceptable to the Utility, describing
the type of regularly required life - support device and the utilization requirements in
detail; or
b. County, State, or Federal agencies, using an established notification letter to electric
utilities, provide the Utility with information relative to patients who regularly require the
use of a life- support device in the home.
Upon the above certification, the Utility shall estimate the monthly consumption of the particular
life - support device, given the usual hours of operation per month, and within 30 days add the incremental
estimated monthly usage to the customer's lifeline quantity. The Utility may require a new or renewed
application and/or certification when needed, in the opinion of the Utility.
8. Verification. Not more than one lifeline quantity will be allowed for each single - family dwelling
or accommodation on the premises for each of the end uses set forth in Paragraphs 3, 4, 5 and 6
above. However, where there are multiple life- support devices at such single - family dwelling or
accommodation, all such certified devices shall be totaled for one lifeline quantity. The number of
single - family accommodations on the premises and the existence of the specified end use
equipment required to obtain certain lifeline quantities of electricity, as set forth on the applicable
rate schedules, are subject to verification by the Utility.
In the event the Utility ascertains that the customer is not eligible for such additional lifeline
quantity, such customer may be rebilled as if no such additional lifeline quantity had been allowed.
9. Termination of Use. Customers shall give the Utility notice of termination of use of equipment or
devices set forth in Paragraphs 4, 5, and 6 above.
10. Billing. The customer charge and the energy charge shall be billed in the appropriate blocks at the
rates designated as applicable to lifeline service up to the total of the applicable lifeline quantities
as determined in accordance with Paragraphs 3, 4, 5 and 6 above. Usage in excess of the total
applicable lifeline quantities shall be billed in the blocks continuing from the point reached by the
total of the applicable lifeline quantities at the rates designated. In addition, all kilowatt -hours sold
shall be subject to the Rate Stabilization Adjustment.
B. Multi- Family Accommodations
Where all of the single - family accommodations in an apartment house, court group, or similar multifamily
accommodations are on a single meter, the customer shall have the following options:
1. To be billed in General Service Schedules GS -1 or GS -2; or
2. To be billed on the applicable DSM or DSMS rate of this schedule.
C. Rate Stabilization Adjustment

D. Where the demand is intermittent or subjected to violent fluctuations, the maximum demand may be based
on a lesser interval.
E. A maximum demand meter will be installed when, in the opinion of the Utilities Department, the customer's
load and use characteristics indicate that the maximum demand may exceed 15 kW or when the customer
requests a demand rate.

B. Billing Demand
Demand will be measured at 15 minute intervals, by instruments supplied, owned and maintained by the
City. The billing demand will be the greater of: 1) the highest average kilowatt input for the billing period;
2) 50% of the contracted for or connected load; or, 3) 50% of the highest billing demand in the preceding
11 billing periods. However, in no case shall the billing demand be less than 200 kW. Where the demand is
intermittent or subjected to violent fluctuations, the maximum demand may be based on a shorter interval.
C. Power Factor Adjustment
The charges will be adjusted each month for the power factor as follows:
The charges will be increased by 31 cents per kilovar of reactive demand.
The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured
maximum demand by the ratio of the kilovar -hours to kilowatt- hours. Demands in kilowatts and
kilovars shall be determined to the nearest unit. A ratchet device will be installed on the
kilovar -hour meter to prevent its reverse operation on leading power factor.
D. Voltage Discount
The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will
be reduced by 3% for service delivered at voltages from 2 to 10KV; by 6% for service delivered at
voltages from 11 KV to 50KV; customer equipment and metering per Department standards. For
service delivered at levels above 50 kV all charges will be assessed as set forth in the schedule
above.
E. Temporary Discontinuance of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary
reduction of load. Any customer who resumes service within twelve months must pay all charges
that would have been billed had service been continuous.
F. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing
factor set forth therein will be applied to all kilowatt -hours billed under this rate schedule.
G. X -Ray Installation
Where the City installs the standard transformer capacity requested by a customer to service

APPLICABILITY
Applicable to electric service for load in a facility with a monthly maximum demand of 500kW per meter for which
the customer installs and utilizes thermal energy storage equipment for air conditioning. Customers must execute an
application with APU for service under this rate schedule. For a customer whose monthly maximum demand is
between 200 kW and 500kW for a given meter, the customer must shift a minimum of 20 percent (20%) of the
monthly maximum on -peak demand for a given meter to off -peak demand as a result of the installation and
utilization of thermal energy storage equipment for air conditioning. If the customer fails to shift 20 percent (20 %) of
the monthly maximum on -peak demand for a given meter and/or exceeds 500 kW for a given meter for any three (3)
months during the preceding 12 months, the customer will be ineligible for service under this rate schedule and the
customer's account for that meter shall transfer immediately to the otherwise applicable tariff based on commercial
energy usage.
This developmental rate will be closed once a permanent Thermal Energy Storage rate is developed.

the energy consumption of the TES unit(s).
E. Billing
A customer's bill is calculated according to the rates and conditions listed in this rate schedule. The
customer is responsible, subject to APU audit, to report all additions or removals of TES units from the
customer's facilities.

SPECIAL CONDITIONS
A. Area lighting service will be furnished from dusk to dawn, approximately 4,140 hours per year, by
utility -owned luminaires supplied from the utility's existing 120/240 volt overhead circuits and mounted on
existing utility -owned wood poles as standard equipment. Where the service requested required the
installation of additional new wood poles, not more than one new wood pole will be installed for each
luminaire in the installation.
B. Where the customer requests the installation of other than the standard equipment furnished by the utility
and such requested equipment is acceptable to the utility, the utility will install the requested equipment
provided the customer agrees to advance the estimated difference in cost installed between such equipment
and standard equipment. Advances made for this purpose will not be refunded. Facilities installed in
connection with such agreements become and remain the sole property of the utility.
C. This service will be in accordance with utility's specifications as to equipment, installation, maintenance and
operation.
D. The utility will replace lamps on a scheduled basis, and individual lamps will be replaced upon service
failure, as soon as practical after notification by the customer, subject to utility's operating schedules.
E. A written contract for a term of one year will be required by utility when service is first established under
this schedule.
F. • This service will be furnished only where the installation is considered by the utility to be of a permanent
and established character.
G. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor
set forth therein will be applied to 8 kilowatt -hours per month per 1000 lumens.

DEVELOPMENTAL DOMESTIC TIME -OF -USE
APPLICABILITY
Applicable to domestic electric service including lighting, air conditioning, heating, cooking, and power or a combination
thereof in a single-family accommodation, as well as to domestic electric service including lighting, air conditioning,
heating, cooking, and power or a combination thereof in a multifamily accommodation on a single premises where all of
the single - family accommodations are separately sub - metered.
This developmental rate will be closed once a permanent Domestic Time -of -Use rate is developed.
AVAILABILITY
A customer desiring service on this rate schedule or currently served on this rate schedule and desiring service on a
different rate schedule shall notify the City at least ninety (90) days in advance of his intended change in rate schedule,
and will be restricted from exercising the option to switch rate schedules more than once in any twelve -month period.
Service under this rate schedule is subject to meter availability or other constraints related to this rate schedule.

DEVELOPMENTAL SCHEDULE D -FIT
DEVELOPMENTAL FEED -IN TARIFF
APPLICABILITY
Applicable to owners and operators of electric generation facilities located within the City's service territory who wish to
sell to the City the renewable power output from an eligible small -scale Distributed Generation Resource, with capacity
of not more than 3 MW.
This developmental rate shall be closed once a permanent Feed -In Tariff is developed.
AVAILABILITY
This developmental Rate Schedule is available on a first -come, first -served basis until the combined rated generation
capacity within the City's service territory reaches 8 MW.
RATES
Once both parties have executed a Standard Form Feed -In Tariff Power Purchase Agreement ( "Agreement "), Anaheim
shall pay the owner or operator ( "Distributed Generator ") for each megawatt -hour ( "MWh ") of energy and associated
capacity delivered to the City during each contract year for the delivery term.
The rate shall be calculated each Fiscal Year based on the sum of the California Independent System Operator Integrated
Forward Market South of Path 15 ( "SP 15 ") Generation Hub price ( "GHP") or its successor and the average premium for
delivered renewable energy reported to the Department of Energy ( "DOE ") by utilities within the Western Electric
Coordinating Council ( "WECC "). The annual offer price ( "AOP ") determined by this calculation as well as the
components of the calculation shall be posted on the City's website. The formula used to determine the AOP shall be as
follows:
AOP = SP 15 GHP + Average Premium for Delivered Renewable Energy Reported to DOE by WECC
The above calculation shall then be applied to the following table based on the time the energy is delivered to the City's
electric distribution system.

SPECIAL CONDITIONS
A. Distributed Generators that develop Distributed Generation Resources to sell renewable power to the City under
this developmental Rate Schedule shall execute an Agreement with the City.
B. The developmental Rate Schedule shall be offered for Agreement durations of 10, 15, or 20 years at the option
of the Distributed Generator.
C. Distributed Generators seeking this developmental Rate Schedule are not eligible and may not also obtain
benefits from any of the following:
1. A power purchase agreement with the City for deliveries from the same facility;
2. Incentives from the City under customer programs implemented in compliance with requirements of Senate
Bill 1 (Murray) or such successor statutes as amended from time to time, or similar programs; or
3. The net metering option for energy deliveries from the same facility.
D. A Distributed Generation Resource eligible under this developmental Rate Schedule shall deliver to the City
both the energy generated and any environmental attributes associated with that energy.
E. Distributed Generation Resources eligible under this developmental Rate Schedule shall be interconnected
within the City's service territory and shall be required to comply with the City's process for interconnection.
Any resources not meeting these requirements shall not be eligible for this developmental Rate Schedule.
F. Distributed Generation Resources eligible under this developmental Rate Schedule shall comply with all
applicable rules in installing a meter appropriate for full buy /sell or excess sale agreements, and which can be
read by electronic means acceptable to the City. The Distributed Generator shall be responsible for procuring
and maintaining any communication link required by the City for retrieving meter data.
G. The City shall pay the eligible distribution generator the applicable price for metered energy delivered during
the time periods specified for the chosen Agreement term and start year. The start year is the fiscal year in
which commercial operation actually begins.
H. General Manager
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
implement, modify, restrict, or close this developmental Rate Schedule upon notification and approval of City
Council.

DEVELOPMENTAL NET ENERGY METERING
APPLICABILITY
Applicable to all end -use eligible Customer- generators who execute the applicable standard net energy metering contract.
An eligible Customer- generator is any Customer who uses a solar or wind turbine electrical generating facility or a hybrid
system of both that is located on the Customer- generator's Premises, is interconnected and operates in parallel with the
City's transmission and distribution facilities, and is intended primarily to offset part or all of the Customer- generator's
own electrical requirements on the Premises.
This developmental rate shall be closed once a permanent Net Energy Metering rate is developed.
AVAILABILITY
All rates under this developmental Rate Schedule shall be in accordance with the Eligible Customer - Generator's
otherwise applicable Rate Schedule on a Net Energy Metering basis. A Customer under this developmental Rate
Schedule is responsible for all charges in its otherwise applicable Rate Schedule.
A Customer desiring service under this developmental Rate Schedule or currently served under this developmental Rate
Schedule and desiring service under a different Rate Schedule shall notify the City in writing at least thirty (30) days in
advance of the Customer's intended change in Rate Schedule, and shall be restricted from exercising the option to switch
Rate Schedules more than once in any Fiscal Year period (July 1 through June 30).
RATES
Each eligible Customer will choose annually on a Fiscal Year basis whether the net energy produced by the Customer's
facility will be compensated for such net energy produced as a credit to be carried forward on the Customer's bill or by a
cash payment to be paid at the end of the Fiscal Year. Credits to be carried forward will be valued at the applicable rate at
the time the energy was produced.
The annual cash payment ( "ACH") will be paid at a value determined at the time of the Customer's selection with the rate
calculated each Fiscal Year and based on the sum of the California Independent System Operator Integrated Forward
Market South of Path 15 ( "SP 15 ") Generation Hub price ( "GHP ") or its successor and the average premium for
delivered renewable energy reported to the Department of Energy (`DOE ") by utilities within the Western Electric
Coordinating Council ( "WECC "). The annual cash payment determined by this calculation as well as the components of
the calculation will be posted on the City's website. The formula used to determine the ACH will be as follows:
ACH = SP 15 GHP + Average Premium for Delivered Renewable Energy Reported to DOE by WECC
SPECIAL CONDITIONS
A. Fiscal Year -End Billing Reconciliation
1. The Net Energy Metering calculation shall be made by measuring the difference between the electricity
supplied to the Customer and the electricity generated by the Customer and fed back to the grid over a 12-
month Fiscal Year period. At the end of each Fiscal Year, the City shall determine if the Customer was a
net consumer or a net producer of electricity during the Fiscal Year. In the event the electricity supplied by
the City during the Fiscal Year exceeds the electricity generated by the Customer during the same period,
the Customer is a net electricity consumer.
2. For each billing period that the Customer is a net energy consumer, the City shall bill the Customer for the
net energy consumption based on the Customer's Rate Schedule and the Customer shall pay for such net
energy consumption in accordance with the Customer's billing statement.

3. If the Customer is on a time -of -use rate, any net consumption of electricity shall be calculated according to
the terms of the Rate Schedule. When the Customer is a net generator during any discrete time -of -use
period, the net kilowatt-hours produced shall be valued at the same price per kilowatt-hour as the City
would charge for retail kilowatt -hour sales during that same time -of -use period.
4. If the Customer's Rate Schedule employs "lifeline" rates, any net consumption of electricity shall be
calculated according to the terms of the Rate Schedule. If the Customer is a net generator over a billing
period, the net kilowatt -hours generated shall be valued at the same price per kilowatt -hour as the City
would charge for the lifeline quantity of electricity during that billing period, and if the number of kilowatt -
hours generated exceeds the lifeline quantity, the excess shall be valued at the same price per kilowatt -hour
as the City would charge for electricity over the lifeline quantity during that billing period.
5. The City shall provide all Customers with Net Energy Metering consumption information on a monthly
basis. Such monthly updates shall include the current accrued balance owed to the City for Net Energy
Metering charges, or current accrued credits for Net Energy Metering generation, whichever applies.
6. In the event the energy generated exceeds the energy consumed during the Fiscal Year period, any excess
kilowatt-hours generated by the Customer shall be carried over to the following Fiscal Year or converted to
a cash payment as selected by the Customer for that Fiscal Year period. The Customer's selection of a
credit or cash payment shall be made by June 30 of each year. If no selection is made, the default selection
will be a bill credit carried forward to the next Fiscal Year.
7. If any Customer terminates service under this Rate Schedule prior to the end of any Fiscal Year period, the
City shall reconcile the Customer's consumption and production of electricity and shall bill the Customer
for net energy charges, if any. The Customer may apply any energy credit remaining to the Customer's final
bill payment. In no case will a cash payment be made to the Customer.
B. Net Energy Metering shall be accomplished using a Required Net Energy Meter. The City shall own, operate
and maintain the Required Meter on the Customer's Premises. If the existing meter at the Customer's Premises
is not capable of measuring the flow of electricity in two directions, the Customer shall be responsible for all
costs associated with the City's purchase and installation of the Required Meter. If additional meters are
installed, the net metering calculation shall yield a result identical to that of a single meter. The City, at its
expense, may purchase and install additional meters with the consent of the Customer to provide the information
necessary to accurately credit or bill the Customer or to collect generating system performance information for
research purposes.
C. General Manager
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
implement, modify, restrict, or close this developmental Rate Schedule upon notification and approval of City
Council.
